Sometimes, uncontrolled development can also lead to flooding, as rainfall which would have disappeared naturally into the ground by runoffs and seepage is collected by roofs of buildings, paved surfaces and road surfaces, and directed into the storm sewer/drainage. Hence, a need for proper planning regulation that deliberately zone some lands as flood plains, parks and farm lands to allow nature take its course. How many premises have lawns these days? It is now fashionable to cover the surrounding yard with concrete and tile pavement, which simply acts like an umbrella and  puts further burden on the drainage system. Sounds funny but true.
