Can Gov. Amaechi be considered a good governor?

Hi Guys.I got into an argument with some guys at a barbers shop.I was of the opinion that Governor Amaechi has done well for Rivers State.I cited the example of increased security in the State as compared to the insecurity during Governor Odili's administration and the development projects.

The others, except for one, share my view.Most disagreed and argued that the increased security was as a result of the Federal Governments effort and that most of  the projects that had been executed properly were actually launched during Gov Omehia's Administration.

Where my argument grew weaker was when they drew my attention to the poorly implemented road construction projects all over the State.I couldn't argue with that one.

So what do you guys think.Should we give Governor Amaechi a thumbs up or thumbs down? And please give your reasons.
