The Acting President, Dr. Goodluck Jonathan, has set up a Presidential Advisory Council.. A statement by the senior special adviser, media and publicity to the Acting President, Mr Ima Niboro says the council is to provide alternative inputs into policy formation, promote good governance in the areas of power, economy, security, infrastructure, social sector, the electoral process, and the fight against corruption. Other terms of reference include: to evaluate policy implementation and advise on areas requiring adjustments; to advise the president on how to maximize the benefits derivable from government’s efforts; to advise on such actions and programmes that may improve credibility and performance of the government, and advise on any other matter referred to it by the president. The council is to be chaired by a former Minister of Defence Rtd. Lt Gen T. Y Danjuma, while elder statesman and foremost constitutional lawyer, Prof. Ben Nwabueze, will serve as deputy chairman. Some of the other members are, a former secretary general of the commonwealth chief Emeka Anyaoku, former chief justice of the federation, Justice Alfa Belgore, former Attorney General of the Federation, Chief Kanu Agabi a former Minister of Industry under the late General Sani Abacha regime, and Dr. Bamanga Tukur. The Chairman, National Economic Summit Group, is also a member. The Permanent Secretary (special duties) in the office of the secretary to the government of the federation would serve as secretary. The Acting President has also approved the Reconstitution of the Presidential Monitoring Committee of the Niger Delta Development Commission [NDDC].
The ten-member committee will be chaired by Chief Isaac Jemide, while the director, parastatials in the office of the secretary to the government of the federation will serve as secretary. The Committee is for effective and easier management of the Commission, and is in accordance with Section 21(i) of the NDDC Act which empowers the President to appoint members of the Presidential Monitoring Committee on NDDC. The committee is as follows:
The 18-man committee has among its terms of reference, taking inventory of all on-going projects awarded by the federal government and make appropriates recommendations to government on how to fast track the completion of the projects. The terms of reference of the Presidential Committee are as follows: (i) To take inventory of all on-going Projects awarded by the Federal Government; (ii) To assess the level of funding of each project; (iii) To undertake a physical inspection of each project to determine work done and to ascertain whether it is commensurate to the amount paid to the contractors; (iv) To evaluate the professional competence of the contractors handling the various projects; (v) To determine whether the level of execution of the projects is in accordance with the terms of the contract agreement between the Federal Government and the contractor; (vi) To examine a plan of action that is realistic, practical and achievable including implementation phases for the execution of the projects; (vii) To examine the reason given if applicable why the projects were not executed in accordance with the terms of contract agreement at the time of the award; and (viii) To make appropriate recommendations to Government on how to fast-track the completion of the projects.
