Agenda-setting is the creation of public awareness and concern of salient issues by the news media. Two basic assumptions underlie most research on agenda-setting:

the press and the media do not reflect reality; they filter and shape it;
media concentration on a few issues and subjects leads the public to perceive those issues as more important than other issues.

One of the most critical aspects in the concept of an agenda-setting role of mass communication is the time frame for this phenomenon. In addition, different media have different agenda-setting potential.

Rogers and Dearing[15] identify three types of agenda setting:

public agenda setting, in which the public's agenda is the dependent variable (the traditional hypothesis)
media agenda setting, in which the media's agenda is treated as the dependent variable (aka agenda building)
policy agenda setting, in which elite policy makers' agendas are treated as the dependent variable (aka political agenda setting)

Mass communication research, Rogers and Dearing argue, has focused a great deal on public agenda setting - e.g., McCombs and Shaw, 1972 - and media agenda setting, but has largely ignored policy agenda setting, which is studied primarily by political scientists. As such, the authors suggest mass communication scholars pay more attention to how the media and public agendas might influence elite policy maker's agendas (i.e., scholars should ask where the President or members of the U.S. Congress get their news from and how this affects their policies). Writing in 2006, Walgrave and Van Aelst took up Rogers and Dearing's suggestions, creating a preliminary theory of political agenda setting, which examines factors that might influence elite policy makers' agendas

One of the most memorable works of fiction I read as a pre-teen is a children’s story by Washington Irving titled Rip Van Winkle. I still remember my excitement watching the cartoon version of the story on Lagos Weekend Television (LTV) in the 80’s. Seeing one of my favorite tales come to life before my eyes was a joy unparalleled! For those of you who’ve never heard of this classic fiction, I’ll do you the honour of summarizing the tale:

The story is set in the pre- American Revolution War. Its central character is a man, Rip Van Winkle, who lives in a village at the foot of the Kaatskill Mountains along with his kids and nagging wife (Dame Van Winkle). He is well loved by the kids in the village because he often gives toys and entertains them with stories. He enjoys solitude and has a penchant for idleness which often incurs the wrath of his nagging wife. She complains incessantly about his lack of industry and neglect for his farm land which is constantly in disarray.

On one fateful autumn day, Rip escapes into the mountains with his dog, Wolf, to escape a barrage of nagging from his wife. As he wanders along he hears someone calling his name. On proceeding towards the direction of the voice, he comes in contact with a man dressed in old fashioned Dutch clothing. The man asks Rip for help and without hesitation, he assists the stranger in carrying a keg of rum all the way into a hollow-like Amphitheatre in the mountain. There he meets other men similarly dressed like the stranger, playing ninepins and drinking rum boisterously. He soon joins them in their drinking and revelry and before long, falls into a deep sleep.

He awakens and it is morning. He skin is wrinkled, his beard is long, his gun is old and rusted and Wolf is nowhere to be found. He returns to the village to find out that he has been asleep for 20 long years; his wife is now late, the American Revolution has taken place and his close friends have all died in the war. Someone calls out to a man called Rip Van Winkle who turns out to be his son, now a grown man. He is eventually taken in by his daughter who’s also now a full grown adult.

Such was Rip Van Winkle’s fate; missed out on every detail of life for 2 decades. The last he remembered, he was a young man wandering into the mountains. And now he awakens an old man unable to account for the past 20 years of his life.

I can relate to Rip Van Winkles experience because I too feel like I have been in a coma for that long; I can’t really account for the past 20 years of my life. The last I remembered I was an enthusiastic youth looking forward to an exciting future, but I am now in a future far different from what I had anticipated. There are lot of things I ought to have accomplished by now which just didn’t matter to me. Why didn’t they matter until now? Why has my mind been oblivious to the opportunities of the day? What did I do with all that time? How did the grey hairs sneak up on me undetected? Why did I never have a strong desire to get married until now? Why am I living far less than my potential while others who had far less potential at the beginning have gone far ahead? Why was I so comfortable with my self-imposed limitations? What was it that put me to sleep? Why am I suddenly waking up to the harsh reality that the time is short? Why now and not earlier? Just wondering if I am the reincarnated Rip Van Winkle.

This reminds me of Sharru Nada’s account in the all-time classic, The Richest man in Babylon. 40 years ago he arrived at Babylon a slave, and saw some labourers toiling by the gateway leading into the city. 40 years later he returns to Babylon a wealthy free man and notices the same men still toiling by the same spot; they’d had made no progress for 40 years.  God forbid that should be my testimony!

I talked this over with a friend and told him of my painful awakening and he said to me, “anytime a man wakes up, that is morning for him. No need to wallow in regrets. Forge ahead! I have decided from this point on not to allow the latter part of my life become a reflection of my past.

I am going to redeem the time!

The Governor of Central Bank of Nigeria, Sanusi Lamido Sanusi, yesterday in Kaduna blamed the current leaders in the North for the under-development of the region and their inability to sustain the legacies of the late Premier of the region, Ahmadu Bello.

Mr Sanusi, in a paper titled "Mobilizing Capital for the Economic Transformation of Northern Nigeria", which he delivered at the maiden Northern Economic Summit held in Kaduna, said recurring crises in Jos, Maiduguri and some other parts of the region were a result of the high poverty level caused by poor leadership.

The summit, which has as its theme, "An Agenda for Economic and Social Transformation of the North", was attended by only the host governor, Patrick Yakowa. The other 18 northern governors were absent at the event.

President Goodluck Jonathan; his vice, Namadi Sambo and a former head of state, Yakubu Gowon were, however, in attendance.

"How many people have taken statistics of collapsed industries in the North? It is because of government's negligence to provide power that led to the closure of these industries," Mr Sanusi said.

"If there are right economic policies, every part of this nation will benefit. Agriculture is 42 percent of the country's GDP and the North accounts for a greater percentage of the agric products, yet the North is very poor and backward because of lack of good agricultural policies."

Nigeria's number one banker, who said the economic problem of the North cannot be removed from the problem facing the country, explained that Nigeria suffers from the same resource curse that afflicts other countries that are endowed with natural resources.

Past glory

Mr. Sanusi advised Northern political leaders not to continue to give tribute to late Ahmadu Bello who, during his time, was able to give to the people the needed basic infrastructure. He said they should rather find ways to address poverty and infrastructure problems facing the region.

Mr Sanusi said the key to addressing the high poverty rate in the north is fixing the agricultural value chain so that real farmers can have access to finance and the necessary policies and infrastructure. He stated that the summit will be an exercise in futility if it does not address the problems of the ordinary people on the street.

"The immediate post-independence leaders in the north articulated a blueprint for industrial development akin to the model of the South Asian economies. The outcome of that vision was evident with the emergence of industrial, commercial and manufacturing concerns that were once the pride of the North," he said.

"The thriving textile industries, groundnut pyramids and other numerous business concerns that provided a means of livelihood for the thousands of families are now only mentioned in the past tense."

He said if subsequent leaders in the region fail to build on the foundation laid by their predecessors, they could have sustained those legacies, pointing that rather than creating the enabling environment for the enormous potentials of the region to be effectively harnessed, leadership in the region has largely fallen short of the standard set by the post-independence leadership.

"This has resulted in pervasive poverty, poor infrastructure base, reliance on statutory allocations, general under-development and insecurity occasioned by incessant religious or ethnic unrest", the CBN Governor stated.

Mr Sanusi, who explained that about $1billion was spent only on importation of rice last year, also stressed the need for the federal government to remove subsidy on imported rice and fertilizer, which he said can be manufactured locally as a way of creating employment in the country.

He said the same people benefiting from the importation are the ones frustrating the manufacturing of the products locally.

Mr Sambo described the summit as timely because it came at a transitional period to another democratic dispensation. He emphasized that for the summit to be termed successful, it must address the areas of high poverty rate, decayed infrastructure, education backwardness and under-utilization of the potentials of the North in Agriculture.

While calling on all northern leaders to improve on the existing infrastructure built by past leaders, such as the Ahmadu Bello University, Unity Bank, New Nigerian Newspapers and Kaduna Polytechnic, Mr Sambo expressed the determination of the Goodluck Jonathan's administration to address the problems of power, education and revival of moribund industries across the country.

Build on your strengths

The Chairman of the occasion, Yakubu Gowon, said the summit was to articulate strategies to transform the economy of the states in the North, adding that it would also produce practical and implementable economic charter for all the states in the region.

He recalled with nostalgia the disappearance of high quality groundnut and cotton pyramids in Kano, Gusau, Katsina and other places, as well as the textile industry in Kaduna, Kano and the high quality tin ingots from Jos.

"Where are they today? We must ask questions, where do we want to be today and tomorrow, and how do we want to get there at least by 2020? These are some of the questions we must address at this summit," Mr Gowon said.

Speaker of the House of Representatives, Dimeji Bankole while observing that it took the region a long time to organise such a summit, said the development of the region will go a long way in developing the entire country.

The third person was riding alone and turned to escape from the scene of the explosion when a crowd of residents caught and killed him before setting his body ablaze.

The incident which occurred at about 9:45am took place around the premises of ECWA church, Nassarawa Gwong, some 300 meters from Angwa Rukuba junction scene of the multiple explosions of December 24, last year.

The Pastor in charge of the ECWA parish, Satti Adamu said he was in the church when he heard the sound the explosion. He said "when I came out, I was told that some Hausa boys wanted to throw a bomb and it exploded and killed them".

Good girls love bad boys?

‘Why do good girls love bad guys?’ was one interesting article once posted on the  web. This is one big question I found myself running from for a long time as it does not only scare me, it also reveals an amount of evil that resides in me and puts to shame my ‘goodness’. This is one question I have been unable to answer since. I have, at some point, fallen victim to this malfunction and so I am eager to discuss it with other girls. Why do a lot of good girls fall in love with the guy with the guarded eyes, mysterious ways, callous attitude, ‘devil may care behaviour’; what exactly is the attraction?

Why is it so difficult for the ‘good girls’ to just fall in love with the ‘good guys’? Oh, how ethereal will that be! Enough of all these Mills and Boons lifestyles/stories we have been brought up to believe, bad guys cannot make good husbands SIMPLE!

Facing facts

You have got to face it. A guy who does not give a hoot about the terrible menstrual cramps you endure month after month, will not be moved by the labour pains that grip you at childbirth! If a guy does not have the decency to call you every day in a relationship, you will not expect him to be accountable to you by the time you have gained 20 pounds in marriage! A guy who severally refuses to introduce you to his family as a girlfriend but delights in making out with you at the backseat of his car at night does not deserve you! Not forgetting the fact that he will not take you out on romantic dates after your ‘perfect size 8’ has forgotten its number.

My thoughts

In my little time on earth. I have surely seen the good, the bad and the ugly side of men. My advice to all the good girls including myself is that we henceforth boycott the ‘bad boys zones’ because they surely stand up to no good! They are wicked, selfish, childish (forget the muscles), and they do not deserve our love. I have this song on my phone by Frank Edwards — ‘You are beautiful’. This song stresses the fact that we are too beautiful, too intricately created to be mishandled, that means we need the love of the good guys in our lives.

Here is this problem, I have sampled the opinion of a lot of girls, and what I have heard is so discouraging. A lot of them believe that the good guys are boring, wimpy and not manly enough. Can someone please tell me the relationship between being good and being boring, have they become synonymous? Because the last time I checked, they were not the same, so why do we foolishly create this synergy between goodness and boredom.

As for me, I have strongly decided to give the next good guy in my life a big chance because I need him, as the flower needs the sun to bloom, so I do seriously need him. Enough of this evil magnet which keeps attracting me to that guy with guarded eyes and nonchalant ways. With this decision comes another challenge, how do I get this good guy? Because they are so scarce nowadays, the streets are filled with ‘bad guys’. They populate churches, they are the smooth talking brothers on the pulpits, and they are the tongues-speaking guys in church who will not stop ogling at the slits of your skirts. They are the Bible-carrying dudes who keep leading you on till eternity comes!

The Biblical stand

I recently stumbled on a chapter in the Bible which talks about being a wise girl and not walking as the unwise. In this chapter, I suddenly discovered that it’s simply not enough being a good girl, take a step further by including God in all things. I mean all things like your racing heartbeat whenever the so-called guy is around, those needy moments when you desperately want a man’s arms around you, those times you feel so sexually charged and don’t know what to do about it. Be a wise girl and talk to God about all these issues. He understands, He knows your struggles, He loves you so much that He is so interested in giving you that godly, good, romantic man who appreciates you and is willing to walk this life with you. Do not be in a haste to be loved by someone, remember God loves you, and I personally think that tops even a man’s love. Get to know yourself, love yourself, love God! Today, be a wise girl and delete the bad guy’s digits on your phone and embrace the good guy!

IRKED by the assault meted out on his son, Prince Ekpen Erediauwa, by the Chairman of the Edo State Task Force Committee on the Vandalization of Pipeline and also the youth leader of the Action Congress of Nigeria, ACN, in Edo State, Mr Osakpanwa Eriyo, the  Benin monarch, Oba Erediauwa, yesterday, placed a curse on the alleged culprit after describing the action as a taboo in Benin Kingdom.

This came as thousands of youths, dressed in red attire, market women and royal family members, protested round Benin City, yesterday, demanding for the banishment of Eriyo from the kingdom, explaining that assaulting a Prince of the kingdom was sacrilegious, and capital punishment should be meted on him.
Meanwhile, the Edo State government, in a statement by the Chief Press Secretary to the Governor, Mr Peter Okhiria, yesterday, announced the suspension of Mr Eriyo as Chairman of the Anti-Pipeline Vandalization Committee, adding “all contracts in respect of revenue collection in Oredo Local Government Area are also hereby suspended.”

It will be recalled that  Eriyo, who also doubles as the Chairman Road Transport Employers Association of Nigeria, RTEAN, Edo State chapter, had weekend, assaulted the Transition Committee Chairman of Oredo Local Government Area of the state, Prince Erediauwa during a meeting of the leadership of the ACN in Oredo council. But Osakpanwa had denied that he assaulted the Prince in a statement.
Reacting swiftly, the Oba’s chiefs, led by the Iyase of Benin, Chief Sam Igbe; the Esogban of Benin Kingdom, Chief David Edebiri; Obasogie of Benin Kingdom, Chief Eduwor Ekhator and the entire palace chiefs, went round the city, with pots of charms and placed curse on Osakpanwa after he was declared an enemy of the Oba.
In a statement by the Chairman, Peace and Conflict Resolution in the Oba’s Palace, Chief Eduwor Ekhator, it said “no one can demystify the monarchical value of the Benin Royal Palace of the Oba. Attempt by any person or persons to destroy the long existing peace and unity of the Benin will be checked with rebuked condemnation.
“The attempt on the Benin Prince was a demonstration of recklessness and lack of respect for a constituted authority. It is highly provocative, sacrilegious and unacceptable and thereby deserves total condemnation by every Edo son and daughter both at home and in the Diaspora. However, the palace of the Oba advises all sympathizers to obey the rule of law,” it added.

Two persons were killed yesterday as the rift between the son of the Benin monarch, Prince Ekpen Erediauwa and suspended chairman of Edo State Task Force on Anti-Pipeline Vandalisation Osakpamwan Eriyo worsened.

Two casualties were recorded in a clash between the prince’s and Eriyo’s supporters. 

The clash, which occurred  about 9am on the popular Lagos Street in Benin City, saw motorists and traders scampering for safety when shootings started.

Several vehicles were destroyed;  traders did not open their shops out of fear.

The victims were identified as Raphael Oke, who died on the spot and Osamuyi Obazee, who died at the Central Hospital where he was taken to.

Two others, who were injured, are said to be in the hospital.

Sources said trouble started when Eriyo, who doubles as the State Chairman of Road Transport Employers Association of Nigeria (RTEAN) and State Youth Leader of Action Congress of Nigeria, visited his in-law, Chief Arala Osula, to complain that Osula’s children had joined Erediauwa to fight him.

Osula said before he could come out of his house, Eriyo’s supporters had started shooting sporadically and three boys in the locality were shot.

His words: “I know there is a quarrel between Osakpamwan and the Prince. He knew my children were close to Erediauwa so he decided to bring them into the feud. 

“I am married to his elder sister and one of my sons is staying with him.” 

Osula refused to allow policemen to carry Oke’s body to the mortuary, insisting that he will take it to the Oba‘s Palace but he agreed after pleadings from the police officers.

Members of RTEAN went into hiding yesterday for fear of being attacked by aggrieved youths from the area.

The Action Congress of Nigeria (ACN) yesterday suspended Eriyo.

A statement by the Secretary, Chief Osaro Idah said Eriyo would remain suspended, pending the outcome of ongoing investigation.

Youths in the locality protested, asking for the government to arrest Eriyo.

Police spokesman Peter Ogboi said only one person died and that two others were injured.

Ogboi said those fingered would be arrested after investigation.

Eriyo could not be reached for comments.

The feud started last weekend after Eriyo allegedly beat up Erediauwa, who is the Transition Committee Chairman of Oredo local council, over revenue contract. 

That former President Olusegun Obasanjo and the previous and first female Speaker of the House of Representatives, Patricia Etteh, have had more than a passing relationship has been popular street gossip in Nigeria for a long time. But the Americans took the matter beyond chatter. In an October 19, 2007 cable to Washington, Lisa Piascik, the Charge d'Affairs of the US embassy in Nigeria, stated that both politicians were sweethearts.

The cable is part of a cache of secret US diplomatic dispatches leaked to the whistleblower site Wikileaks and made available to NEXT. In the dispatch, which details the different contending groups pulling and pushing for the soul of the ruling People's Democratic Party, Ms. Etteh was described not only as a member of the former president's network of the PDP, but also as Mr. Obasanjo's girlfriend. In profiling Ms. Etteh, the American official described her as: "former hairdresser, romantic interest of Obasanjo, current Speaker of the House of Representatives." Other party chiefs profiled as members of Mr. Obasanjo's camp were Senate President David Mark; multibillionaire businessman, Aliko Dangote; businessman Chris Uba; former presidential aide, Andy Uba; former governor of Nasarawa State, Abdullahi Adamu; former governor of Bauchi State, Adamu Mu'azu; former PDP national deputy chairman, Bode George; former PDP national chairman, Ahmadu Ali; and Ojo Maduekwe, former minister of foreign affairs. Dubious rise Ms. Etteh rubbished political permutations in 2007, when, in spite of her little education, she emerged the House Speaker, beating stronger and better educated contenders..

It was believed at the time that she rose to the position on the back of Mr. Obasanjo. Four months after she became speaker, Ms. Etteh and her deputy, Babangida Nguroje, were accused of financial malfeasance by their colleagues. They were accused of authorizing the spending of N628 million for the renovation of their official residences and the purchase of 12 official cars. While majority of the members of the House demanded Ms. Etteh's resignation, Mr. Obasanjo and the PDP leadership insisted and lobbied that she remain in office. But the opposition to the speaker was massive and overwhelming, and about eight weeks after the allegations were first levied against her, Mrs. Etteh and her deputy resigned from office on October 30, 2007, although they remain members of the House. Although Mr. Obasanjo left office as president about four years ago, as chairman of the PDP Board of Trustees, he has remained an influential member of the ruling party. Both politicians have remained close. Ms. Etteh was one of the few party chiefs at Mr. Obasanjo's 74th birthday celebration in Abeokuta last Sunday.

‘I can romance anybody' Contacted yesterday, Ms. Etteh responded that she was at liberty to have a romantic affair with whomever she chose. Raising her voice, the former speaker said, "I don't bloody care. I can have romantic interest with anybody. I am free to romance anybody. I don't fear you media boys anymore. Jesus tells the story of a man who asked his two sons to go and work in his vineyard. One agreed but did not go. The other refused but later relented and went. This shows salvation is earned by works of righteousness and not just through vain confessions.

Moreover, we are saved at the end of our walk with God and not at the beginning (1 Pet 1:9). The seed of the word of God may be planted in us initially. However, it might ultimately be unfruitful if it falls by the wayside, on stony places or among thorns (Mt 13:3-9). Jesus says those who endure to the end will be saved (Mt 24:13).

The 2011 Liveabililty Ranking and Overview has rated Lagos city as the fourth worst city to live in. Last year, the city ranked fifth after an assessment of living conditions in 140 cities around the world using 30 indicators across five broad categories: stability, healthcare, culture and environment, education, and infrastructure.

This was revealed in the latest summary of the EIU Liveability survey for the year 2010 where the state depreciated further from the fifth worst city it was ranked in 2009. With sub-indicators for each of factors such as the availability and quality of both private and public health care coupled with general health indicators, while prevalence of petty/violent crimes with threat of civil unrest/militancy are evaluated for the stability indicator.

The incessant rush-hour traffic congestion on major roads of the metropolis; insufficient low-cost housing, and its attendant impact on the housing needs of the rapidly growing population are glaring examples of the strained infrastructure needs of the city under the infrastructure indicators.

Lagos was ranked 137 in the list of 140 countries surveyed. The city with a population of 18million people had an overall rating of 39.0. The state also earned the score of 25 in stability, 33.3 in both education and health care and an above average score of 52.3 for culture and environment. The recent huge investments by the state government in infrastructure earned the state a score of 48.2.

However the deputy state governor, Sarah Sosan, who oversees the Ministry of Education disagreed with last year’s ranking stating that, “I don’t think the standard of education is low.” She said this during a press briefing held to mark the third anniversary of the current administration. “We need to improve on factors and we’ve been doing that through the rehabilitation of science laboratories, provision of libraries, putting of furniture in place, and so on. We are also aggressively putting structures in place to reduce congestion in our schools.”

On the first position of the worst city to live in the world is the Zimbabwean capital; Harare which was closely followed by Dhaka-the Bangladeshi capital which is currently hosting the cricket world cup and Port Moresby in Papua New Guinea. Other cities on the bottom of the table are Algiers, Karachi, Tehran, Dakar and Colombo. The bottom list was populated mainly by African and Asian cities.

Vancouver again

Vancouver in Canada remained at the top of the ranking, as it did last year and according to the EIU; the position was maintained by the “successful hosting of the 2010 winter Olympics and Paralympics, which provided a boost to the infrastructure and culture and environment categories.”

The Australian city of Melbourne rises to become the second highest ranked city with Vienna; the Austrian capital coming third.

Two other Canadian cities; Toronto and Calgary completed the top five cities most suitable to live in the world according to the EIU liveability survey.

NEXT called up the senior special assistant to the Lagos state government on media; Hakeem Bello but he declined comment saying he will have to get across to the Ministry of Economic Planning which will be privy to such statements before the state government can adequately react to it.

Respondents who reacted to the previous ranking of Lagos were unanimous that the city has enjoyed a fairly stable atmosphere despite its peculiar characteristic as a meeting point for diverse ethnic groups. Yoruba residents in the state are particularly known for their goodwill and cheer, which gives rise to the numerous parties that dot the metropolis during weekends, and even, on some cases, work days. “Lagos is like a house of everything; a mix of everything,” said Justyna Kita, a Polish citizen from Krakow who was an intern at the Murtala Muhammed Foundation

“There is the traffic, the generators, and so much noise. But the people are very friendly and open. They shake my hands in the streets, and are always singing and dancing. I have made so many friends here, and I don’t miss my home for now.” A sociologist, Uwadiegwu Otisi, attributed the city’s stability as a factor responsible for its massive population growth. “Despite the aggression displayed by most Lagos residents, the city has won accolades as a peaceful city,” he said. “And I think it has been a major form of attraction to so many people who decided to relocate to Lagos. A lot of southerners have relocated to Lagos due to the incessant religious skirmishes in the north.”..

President Goodluck Ebele Jonathan yesterday made history when he ordered that henceforth, females interested in becoming combatant officers for the Nigerian armed forces should be admitted into the Nigeria Defence Academy.

Minister of Defence, Adetokumbo Kayode who made the disclosure at a media briefing in Abuja, said, though the issue had been under consideration by the military high command for sometime, President Jonathan took the decision to start it immediately because it is the right thing adding that "Other countries in Africa are already doing it and they are not better than us".

"The training of the female regular combatant cadets along with their male counterparts will be at the NDA, Kaduna where they will pass out with a degree in a chosen academic field and a regular combatant commission into the Nigerian Armed forces".

The minister continued, "As you might already know, we have various types of commission in the armed forces namely; Regular Combatant Commission, Short Service Combatant Commission, Direct Regular Commission, Direct Short Service and Executive Commission. Of all these types of commissions, it is only the Regular Combatant Commission that can give an officer the opportunity to aspire to head any of the services or rise to become the Chief of Defence staff".

"It is in this consideration that the Presidential directive was given in other to provide the female officers the same opportunity of rising to the pinnacle of their profession. This directive is also aimed at providing women, career opportunities that would allow them to compete with their male counterparts for the highest offices in the military".

"The female regular combatant officers will therefore have the opportunity, as their male counterparts, to command major units of the army, fly fighter jets of the Airforce and to be seamen officers who could command a combat going vessel of the Nigerian Navy", the minister said..

Reacting to a question, he said, “there will be no discrimination with regard to training. The same standard will be applied to both male and female intakes. There will no gender issues involved as it will be strictly be in compliance with NDA statutes”.

LaVena Johnson (July 27, 1985 - July 19, 2005) was a Private First Class in the United States Army whose death, officially ruled a suicide, has attracted international attention amid claims she was raped and murdered. She was the first female soldier from Missouri to die in Iraq.

The autopsy report and photographs revealed Johnson had a broken nose, black eye, loose teeth, burns from a corrosive chemical on her genitals, and a gunshot wound that seemed inconsistent with suicide. Several reporters have suspected that the chemical burns were to destroy DNA evidence of a rape

"Disturbing trends of despoil and sexual violence against women and girls at the hands of police and security forces" have been revealed in Nigeria. Some security forces act as if they were entitled to despoil local women, and they are sure never to face justice.

"There were three men. I have pain even today… they used my daughter too. She is 12 years old… They also despoiled my sister. Another man despoiled a woman who was 4 months pregnant and she lost the child…they were military men. Everyone in the village saw them, they didn't hide, they didn't care. I didn't tell the police because I fear them."

This is one of the testimonies presented at a press conference in Lagos, Nigeria, today by the human rights group Amnesty International. The testimony is part of a report on sexual abuse of women by Nigerian security forces, which according to Amnesty could almost be termed systematic.

despoil by police and security forces is endemic in Nigeria as is the abject failure of the Nigerian authorities to bring perpetrators to justice, the human rights group said at the press conference. They called on Nigeria's federal and State authorities to urgently overhaul the legal and social systems that tolerate widespread despoil and sexual violence against women and girls across the country.

Amnesty launched the report "Nigeria: despoil - the silent weapon", which draws upon the testimony of survivors and "identifies disturbing trends of despoil and sexual violence against women and girls at the hands of police and security forces." The report argues that these acts are compounded and encouraged by failures at every level of the judicial system and persist because of consistent failure by the state to tackle the abuse of women and girls by the police and security forces.

Whether abused by police, security forces or in their homes and community, the report outlines the enormous difficulties faced by women and girls who are despoiled or sexually abused in Nigeria.

"The harsh reality is that if you are a woman or a girl in Nigeria who has suffered the terrible experience of being despoiled, your suffering is likely to be met with intimidation by the police, indifference from the state and the knowledge that the perpetrator is unlikely to ever face justice," said Kolawole Olaniyan of Amnesty.

At the press conference, there was further presented evidence of the use of despoil and sexual slavery by the Nigerian security forces "to intimidate communities in the Niger Delta." The oil-rich but impoverished Delta has fallen into violence as local rebels fight for a greater part of oil revenues to be channelled to the region.

The group further outlined how despoil is used by the police as a means of torture to extract confessions from suspects in custody and how women and girls rarely seek prosecution for fear of intimidation by the police and rejection by their families and community. When they do, widespread failures throughout the judicial system result in only an estimated 10 percent of cases ever being successfully prosecuted.

The report outlines serious obstacles to the reporting and prosecution of despoil in Nigeria, including inadequate training of police that results in the humiliation and intimidation of the victims and police investigations hampered by corruption and incompetence. On the legislative level, differences between federal, state, Shari'a and customary law lead to uneven standards of justice and arbitrary decisions concerning the seriousness of the crime.

"Our report depicts the near total failure of the Nigerian state to protect women and girls from these terrible crimes. The Nigerian government has taken no meaningful action to translate its international legal obligations towards woman and girls into national law, policy and practice. It is now time that the state and federal authorities meet those obligations and offer real security and justice to women and girls in Nigeria," Ms Olaniyan said.
