James Ibori, former Delta State governor, who is on a wanted list in Britain over allegations of corruption, yesterday in Dubai, the United Arab Emirates, lost his appeal against his extradition.

The Gulf Arab Emirates’ cassation court ruled against Mr. Ibori’s appeal. The former governor, who has also been declared wanted by the Economic and Financial Crimes Commission (EFCC), was arrested in the Emirates in May. The arrest was at the behest of the London Metropolitan Police, and a Dubai court later approved a British extradition request.

Convicted associates

A British court had in August 2007 frozen his assets, worth over $35 Million, based on the suspicion that they were the proceeds of corruption. Some of Mr. Ibori’s associates in Britain have been convicted.

Among these are his sister, Christine Ibie-Ibori, and his ally, Udoamaka Okoronkwo (nee Onuigbo). Both are currently serving jail terms in a United Kingdom prison. Mr. Ibori’s wife, Theresa Nkoyo, and his UK-based lawyer, Bhadresh Gohil, were also convicted recently.

A statement by Femi Babafemi, the spokesperson of the EFCC, yesterday said, “The ruling today of the appellate court in Dubai only goes to confirm our earlier position issued after the first ruling in October that justice is universal and applicable anywhere in the world.

“We have been cooperating with authorities in other jurisdictions on this matter and we will continue to do this until the cause of justice is fully served, irrespective of the ignorance and misrepresentation being peddled by mischief makers.”

The anti-graft agency had in April tried to arrest Mr. Ibori before his trip to Dubai, to question him over allegations that he looted N44 billion from Delta State coffers. However, a large number of his supporters prevented police from arresting him in his hometown, Oghara. Few days after, he fled the country for Dubai. How he fled the country without being apprehended is still unknown.

Mr. Ibori governed Delta State from 1999 to 2007. He was a big power broker in the Peoples Democratic Party after he left power, dismissing all accusations against him as political.

It is not clear yet how soon he will be flown to Britain to face further prosecution.

THE UK has agreed to tighten its cap on migration from outside the UK, but committed not to limit intra-company transfer of qualified employees...

From 2011 onwards the number of skilled and highly skilled workers from outside the European Economic Area allowed to move to the UK will be capped at 21,700 – that is 22.5% fewer than the equivalent figure in 2009.

However, in a victory to multinational companies who had been lobbying hard against limits on their ability to transfer staff between global offices, there will be no limit on intra-company transfer of staff earning £40,000/y or more.

The limit is the highest of a range of options recommended to the government by independent migration advisors. Advisors had recommended curbing immigration at 43,700. That is 6300 less than the 50,000 skilled immigrants from outside the EU who arrived in the UK in 2009. However, the 50,000 arrivals also included 22,000 who were transferred between company offices, hence these 22,000 were subtracted from the maximum.

Tuition fees to triple in the UK


Following David Cameron’s pledge to dramatically reduce immigration the number of foreign student visas will be cut to 120,000.

Home Secretary, Theresa May, unveiled plans yesterday to limit that number of skilled non-European workers allowed to enter Britain to 21,700. Staff with transfer jobs under the same employer in England will be excluded. This allows for a total of between 35,000 and 40,000 skilled workers to enter Britain.

Foreign students make up 60 per cent of migrants to Britain. Therefore, May stated that in the future only those applying for degree courses will be issued a visa...
No place for people enroling into fake schools to run away and hussle


May explained to Parliament that a quarter of those issued visas to study below degree level were unaccounted for. She believes students at these lower levels of education have been abandoning school in favor of living and working. May stated that this must be stopped.

It is estimated that 40 per cent of the 300,000 current student visas are for education below the degree level. May announced that under this new scheme visas would only be issued for universities, further education colleges and a few specially selected institutions.

Also student fees will rise which will make paying difficult.
Universities in England will be able to charge tuition fees of up to £9,000 per year from 2012, as the government transfers much of the cost of courses from the state to students.

Fees will rise to £6,000, with an upper tier of £9,000 That is N2,139,890

Fees should be payed up front for full tuition which is not refundable to prevent husslers leaving after first term to work.

The Speaker of the House of Representatives, Rt. Hon, Dimeji Bankole has faulted the statement credited to the Governor of Central Bank, Mallam Sanusi Lamido Sanusi that the National Assembly spends 25 per cent of the nation’s budget.

The Speaker said only 2.5 per cent, which amounts to N100billion out of the N4.6trillion budget is allocated to the federal lawmakers.


Bankole stated this yesterday while addressing the staff and students of the University of Lagos, Akoka at a programme tagged “A day with an Icon.” While refuting the claims of Sanusi, the Speaker explained that the CBN, as at four years ago, received N200billion and wondered how the N100billion allotted to the National Assembly could translate to 25 per cent.

“I am assuming he was misquoted. I am praying that he was misquoted,” he said.


Bankole, a guest speaker at the occasion, also decried the rot in the country in his paper entitled, “The Challenges and Prospects of Transforming the Nigerian Democratic Polity.”

While acknowledging the progressive strides in the financial industry, Bankole also questioned the selective prosecution of a bank chief, leaving out others accused of the same offence.


“Well, maybe a former banking MD is being prosecuted. What about the rest? Why is it that the woman is the one that you have to even do first? What about the regulators, those who were in charge of making sure that that mess does not happen. What have we done to those ones? Anyway, that is another subject for another day,” he said.


Bankole recounted the woes of the nation and accused old stock leadership for plunging the country into a ditch.

He charged the youths to wake up from slumber and take advantage of their strength to redeem the country from the grip of visionless leaders.

“We have quite a few in strategic places in governance in Nigeria who have no business running our affairs. Demographic studies confirm that young people constitute about 70 per cent of Nigerian population, 72 per cent of the population of Nigeria is under 30 years old. Where are we? How equipped are we?” Bankole queried.


He said a frightening high percentage of Nigerian youths are totally disconnected from the society, as they live in unquiet desperation.

“They are alienated, they are annoyed. They are looking for visa to places like the United States, Europe, Asia, Thailand, walking through the deserts of Africa and dying. Go to places like Libya. It is this sense of alienation that led to the growth of Niger-Delta militancy. It is this that has led to the new wave of armed robbery and kidnapping.…Nigeria needs young men and women who will be imbued with the zeal and passion for national greatness. We need the youths working hand in hand with only mature and responsible adults, adults with vision, sense of purpose, urgency and patriotism that can rescue our present and chart a better future for all of us and our children,” he advised.

A four-time presidential aspirant, Sarah Jubril, has again declared her intention to run for presidency in 2011, on the platform of the ruling People’s Democratic Party.

She unfolded her plans at a news conference on Thursday, in Abuja, joining three other presidential hopefuls that have already declared interest to contest for the PDP ticket in the next dispensation.

Mrs Jubril joined the likes of former head of state, Ibrahim Babangida; former vice president, Abubarkar Atiku; and the incumbent president, Goodluck Jonathan, who is slated to officially announce his ambition after the Ramadan fast.

Mrs Jubril said she made up her mind to join the race based on the premise for quality economic development and improved citizenry. According to her, most of the crises facing the country resulted from absence of good character in most people occupying public offices in the country and she pledged to address the quality of citizens through an improved system in the family, the communities, professions, economy, politics, governance, infrastructure, and diplomacy.

She also pledged to provide “rescuer-leadership”, to refocus and raise the country from “delayed development to steady wealth and rapid development.”

“Hence, I remain with an unquenchable spirit that I can and with all of us, can re-teach and re-nurture Nigeria back to sanity, orderliness, serenity, peace, and systematic discipline in all sectors..

“The president that Nigeria needs very urgently is the one who can roll up his or her sleeves to teach good character or ethics in the pursuit of excellence in every area of our quest, goals, and vision,” she said.

However, Mrs Jubril stated that the battle of liberation from stagnation, frustrations and mediocrity to celebration of excellence, must be won if Nigeria and Africa must achieve rapid development.

Commenting on zoning, she said the controversial arrangement in PDP was for “political convenience,” adding that there were over 450 ethnic groups in the country which the zoning formula intended to give sense of belonging.

For better for worse

She berated the performance of state governors, saying that majority of them had not in any way addressed the yearnings and aspirations of the electorate and that their interference with the allocations of the local governments was a failure of governance at the grassroots.

According to her, this has made it difficult for the councils to care for their people.

She, however, promised not to pull out of PDP, if she failed at the primaries, saying she would remain steadfast in the party, irrespective of the outcome of the presidential primaries.

This, however, marks the fifth time Mrs. Jubril is joining the race for the highest public service office in Nigeria.

She was an aspirant in the defunct Social Democratic Party (SDP) in 1993, which was presumably won by the late Moshood Abiola. She was also an aspirant in 1998 on the platform of PDP, losing to former President Olusegun Obasanjo.

In 2003, Mrs. Jibril took her ambition to the Progressive Action Congress (PAC) and later returned to PDP, to jostle for the party’s ticket in 2007. She scored four votes at the convention which was won by late President Umaru Yar’Adua.

Mustapha Onoyvieta, the army colonel that was an Aide de Camp, (ADC) to late President Yar'Adua has been ordered back from his command training to face a probe for the role he played in events during the illness of the late president.

Sources close to the Presidency say Goodluck Jonathan has finally bowed to pressure and a probe has been instituted into the activities of Mr. Onoyvieta and other aides of the late president.

At least four of these aides are reported to be under investigation.

Apart from Mr.Onoyvieta, the late president's Chief Security Officer (CSO), Yusuf Tilde; the former commander of the Presidential Air Fleet (PAF), Aminu Adamu; the former administrative officer at the Presidency, Muhammeed Dodo, are all apparently being queried.Photo Adc to Late Yaradua Onoyiveta

Comedian, Ayo Makun, is known for his expertise when it comes to cracking jokes.
But at the Murtala Mohammed Airport in Lagos recently, not a few weredisappointed with his violent behaviour.

Aneyewitness who spoke to Life and Beat said trouble began when somesecurity agents disallowed a passenger from entering the boarding gatebecause she was carrying some fluids. The passenger, it was gathered,vehemently refused to check in the fluids and the security agents toldher she would either do that or not board her flight.

According to our source, AY, who was on his way to Port Harcourt,decided to play the good Samaritan by pleading on her behalf.

OnlyGod knows what the female security agent must have told AY, for it wasalleged that almost instantly, AY landed a dirty slap on the lady’scheek. And before she could recover from that, he landed another hotslap on the other cheek.

Asif that was not enough, AY allegedly pushed the lady out of thesecurity post and confidently walked into the boarding gate.

Itwas as if the other secuity agents, who must have been shocked beyondcomposure, suddenly rediscovered themselves as they ran after AY andtold him he would not be allowed to get on board because of his violentact.

There is a massive hunt for James Ibori, the former governor of Delta State, in connection with recently launched investigations by the Economic and Financial Crimes Commission (EFCC), on his role in the illegal disposal of about 500 million units of Delta State-owned bank shares..

Sources in Abuja, over the weekend, said that Mr. Ibori, who is wanted for questioning over some of his actions while he was governor of the oil rich state from 1999 to 2007, has ‘disappeared’ and has not been seen in the past two weeks since NEXT exclusively reported that a new round of investigations into his activities had been launched.

Looking for him

Efforts to obtain an official position from either Mr. Ibori or the EFCC were unsuccessful at press time. But a source in the commission, who asked not to be named, told NEXT that “EFCC operatives were out looking for him to interrogate him. I think he got wind of it and has disappeared.”

Indeed, according to other sources, Mr. Ibori has cut off communication with all but few associates and relatives. “It is believed that he may be communicating with the Delta State governor, who is related to him,” the source said.

Indeed, Mr. Ibori, who was hitherto very visible in government circles, has suddenly become very scarce. It was not uncommon to find Mr. Ibori in the company of Vincent Ogbulafor, chairman of the People’s Democratic Party (PDP) at the presidential villa, in the era of the Yar’Adua presidency. However, he has not been seen in the State House in recent times.

Fresh charges

Asides the 107 count-charges brought against Mr. Ibori by the EFCC in 2007, the commission is preparing fresh charges against the former governor following a petition signed by some leading citizens of his state.

The latest petition, signed by 10 leading citizens of Delta State headed by a former minister of information, Edwin Clark, includes a demand for a probe of the former governor over the alleged illegal disposal of 528 million shares belonging to Delta State, in Oceanic Bank.

The EFCC responded by launching investigations.

The investigations led to the unravelling of some facts, which have now led to the latest move to interrogate the former governor..

Mr. Ibori allegedly sold off Delta State assets to fund private investments while he was still in office.

“The search has to do with the N44 billion loan which he took from Intercontinental Bank. He used Delta State shares in Oceanic Bank as security for the loan. He later asked the bank to sell off the shares, over 500 million units, to repay the loan,” our source said, adding however that Mr.

Ibori’s disappearance has now stalled the EFCC’s investigations.

The British government has come up with tougher rules to stop people abusing the student visa system to remain illegally in the United Kingdom.




Home Secretary Alan Johnson said 30 per cent of migrants who came into the UK were on student visas and a number were adults taking short courses, not degrees.

Following the confirmation that Farouk AbdulMutallab, the Nigerian accused of attempted bombing of a United States airliner on Christmas Day,was a student in London between 2005 and 2008, the British government had been under severe pressure from opposition parties to tighten visa requirements, especially for students.

With the public's confidence in Nigeria's education system constantly on the decline, thousands of Nigerians annually seek to study in the United Kingdom.

The new rule, however, will not have much effect on Nigerians with the requisite qualification who genuinely intend to study in the UK.

But it could affect those wishing to use the students' visa window to bring their dependants to work in the UK during and after their studies.

According to the British Broadcasting Corporation, under the new rules, effective immediately, successful applicants from outside the EU will have to speak English to a level only just below GCSE near-GCSE (equivalent of Senior Secondary School Certificate) standard, rather than beginner level as at present .

Also, students taking courses below degree level will be allowed to work for only 10 hours a week, instead of 20 as at present.

Those on courses, which last under six months, will not be allowed to bring dependants into the country, while the dependants of students on courses below degree level will not be allowed to work.

Additionally, visas for courses below degree level will also be granted only if the institutions they attend are on a new register, the Highly Trusted Sponsors List.

The Home Office would not confirm reports the changes may cut visas issued this year by tens of thousands.

A spokesman told BBC that a review of student visas had been ordered in November. In 2008/9, about 240,000 student visas were issued by the UK.

News of the new measures comes a week after student visa applications from Nepal, northern India and Bangladesh were suspended amid a big rise in cases.

Last year the UK introduced a system requiring students wishing to enter the country to secure 40 points under its criteria.

However, the government has faced criticism that this has allowed suspected terrorists and other would-be immigrants into the UK, only for them to stay on despite their visas being temporary.

Speaking on the BBC's Andrew Marr Show, the home secretary denied the system had been lax before.

"We closed down 200 bogus colleges," he said. "By 2011, we will have the most sophisticated system in the world to check people not just coming into the country but to check they have left as well."

He said the UK remains open to those foreign students who want to come to the UK for legitimate study.

Alan Johnson: "If you are coming here for a course that is under six months you can not bring your dependents"

"We are the second most popular location for people going into higher education," he said.

"We have to be careful that we are not damaging a major part of the UK economy, between £5bn and £8bn."

Erastus Akingbola Informed sources told Sunday Sun that the embattled bank chief allegedly returned to the country last Tuesday through the land borders of one of the nation’s neighbouring countries. He was however yet to surrender to the EFCC. Akingbola, the only bank CEO who reportedly left the country in the wake of his sack as the helmsman of IBPlc is the only CEO still at large. Mrs. Cecilia Ibru of Oceanic Bank who initially was also on the run like Akingbola has since surrendered herself to the EFCC after the commission declared her and Akingbola wanted. A reliable source at one of the security agencies said, ‘‘we reliably learnt that Erastus Akingbola sneaked back into Nigeria on Tuesday through one of our porous land borders with a neighbouring country. We have deployed more operatives to keep an eye on him, but what we discovered was that he has not been anywhere near all his known addresses. He has been very smart and he really went underground. His fears are that he would be arrested and detained like his colleagues who were further remanded for another two weeks on Friday.” An EFCC source however expressed confidence that Akingbola’s arrest was only a matter of time. “We are on top of the issue and I can assure you he will be nabbed because our men are already drawing a ring round him and he will soon be in the net.” The source also listed the ‘many sins’ of the runaway CEO to include giving $10,000 travel allowance to non-executive directors of his bank, contrary to the CBN code of corporate governance in Nigeria, which limits remuneration to only sitting allowance for that cadre of directors. The EFCC was also said to have discovered “discrepancies between the value of shares in the bank’s customer file and the valuation records supplied to the CBN.” Akingbola was also said to have listed loans advanced in 2007 against 2009 in a frantic bid to deceive the CBN. Besides, a whopping N20bn, of the N27bn non- performing loan portfolio of the bank was said to have been advanced to the bank directors, while the bank was also said to have massively cooked its books to hoodwink the regulatory authorities. The EFCC source also revealed that the “commission has also discovered that $5 million from the banks coffers was transferred abroad.” Another sin counted against Akingbola was that directors of the bank were also alleged to have being involved in under-the-table deals with the funds of the bank. ‘‘We discovered that they had a habit of releasing funds supposedly to the bank’s subsidiaries only for the money to find its way into the bank accounts of the wives of the directors, and their concubines, and sometimes their own private accounts. These funds were deposited in fixed accounts for some time to yield interest before they return it. So we discovered that they were making profit with the funds of the bank while the bank was not making anything.” The source who insisted that the commission would not be deterred by the barrage of attack directed at her over its determination to stop the shady deals in Nigeria’s financial sector, also disclosed that some of the detained bank chiefs have suddenly turned to God in detention. “Many of those that are Muslims have their trusted aides bring their ‘sahur’ meals to them while those that are not observing the Ramadan are turning to prayer warriors. Cecilia Ibru seems the most serious as she is always seen clutching her bible and anointing oil. She has also been playing hosts to some pastors and prayer warriors who visit her to pray for her.” One of such pastor is said to lead a flourishing church in Ogudu area of Lagos. Meanwhile the travel ban imposed on the bank debtors has increased the pressure on the EFCC Chairman, Mrs Farida Waziri, who may have moved her operations and office to an undisclosed location to avoid the bank debtors.

As a crucial meeting between the the governor of Central Bank of Nigeria, Sanusi Lamido, and CEOs of the nation’s banks is ongoing, industry sources have disclosed that the sack of CEOs and management staff of five major Nigerian banks is the “CBN now acting in its full capacity”. “What has happened is that these banks have not kept to the stipulations of corporate governance. There is no bank that is not exposed, but these sacks are likely about gross marginal exposure, to just a few corporate entities and individuals,” disclosed one of our sources, a top executive with a new-generation bank. Another disclosed that police officers are currently on the premises of headquarters of all five banks affected, showing the hard-line stance that the CBN has adopted over reviving the sector; “continued failure of regulation and risk management of the nation’s financial institutions and the effects on banks is at the front-burner of this meeting, which is why no representatives have been allowed.” It was also revealed that CEO of Bank PHB, Francis Atuche, was one of several executives who hurriedly booked flights in and outside of the country to attend the meeting. Advising shareholders not to panic, the bank official said that the Central Bank of Nigeria’s motives were well-intended. “These bankers have most likely been sacked because the government plans to re-inject funds into the banks, and to do so, they will have to oversee its management until the bank is on its feet again. Patrick Pringle and Josh Loeb review these Lagos epicsONCE you get over the fact that the pregnant woman in the opening scenes of Royal Messengers quite obviously has a lumpy pillow shoved down the front of her dress, the film settles into a plot that would have most right-thinking people shooting steam out of their ears. Royal Messengers is a tale of an ageing prince called Igwe (Leo Mezie) who has 21 daughters but not a single son to take over his kingdom.When the woman with the pillow down her dress shamefully gives birth to another girl, Igwe gives up any hope of having a young prince. But fear not: the local witchdoctor foresees that Igwe has a son that he does not know about, who lives in a slum in Lagos. The mystery son, played by child sensation Chinedu Ikedieze (think Macaulay Culkin, Lagos style) is accompanied by his sidekick played by Osita Iheme. These kids are easily the best actors in this film, possessing comic timing and precocious delivery.De Prof, starring Nkem Owoh and Clem Ohamezie, is an interminable film. Equipped with the somewhat incoherent tagline, “Will one scheme against the other? Maybe the younger one will or vice versa”, De Prof is a tragic Cain and Abel-style drama about two brothers who jealously vie for leadership of their community.De Prof is hampered by atrocious production. At a cost to any reasonable narrative structure early in the film, the cameraman develops an unhealthy obsession with a dwarf who inexplicably appears at various points throughout the film. In addition the same epileptic keyboard loop provides the soundtrack for the entire two hours. Owoh and Ohamzie - both able actors - are lassoed by the most hackneyed of scripts that simply goes nowhere. In spite of the actors’ best efforts, De Prof is a very difficult film to watch.Village Destroyer, starring Kenneth Okonkwo, is easily the pick of the bunch, with the best acting and tightest script. This is another film preoccupied with male fertility problems, only this time, poor Nwabueze seems to be infertile and has become the laughing stock of his village. Then one day his wife gives birth to a baby girl. After initial elation, Nwabueze inexplicably goes mad. At this stage the film slightly falls apart, becoming a confusing mush of screaming women and voodoo ceremonies. It is nevertheless highly entertaining: you don’t really need to understand it to enjoy the emotional uproar. This film is worth watching for the star turns by Okonkwo and Emeka Ani alone.When You Are Mine is a hilarious (though perhaps not intentionally so) take on adultery and disability. Joyce (Queen Nwaokoye) marries Ken, a slimeball who mysteriously bleeds from his forehead and has a bloated mother called ‘Madam’.When buxom maneater Chessy (Patience Ozokwor) arrives in town, ‘Madam’, who lives vicariously through her son, encourages her to seduce him with the immortal words: “A man can be made to commit adultery, even against his will.”There is clearly some sort of reverse Oedipus complex in operation in this film: ‘Madam’ exults in Chessy’s unwanted affection towards Ken and the pregnancy that results. Meanwhile, Joyce is wheelchair-bound after a car accident. Eventually, Ken and Chessy get their comeuppance when they both die on their way to the registry office.
