Military arrest soldiers over Jos killings

Military authorities handling the peace operations in Plateau State have announced the arrest of five soldiers over Tuesday's attacks on Kuru-Tasha village in Riyom Local Government. Charles Ekeocha, the spokesman for the Special Task Force (STF) charged with maintaining peace in Jos said on Wednesday that the attacks carried out by unidentified persons between 1 a.m. and 2 a.m. left some 13 people dead and many others injured.

 

The military spokesperson, who confirmed that the soldiers were just few metres away from the scene of the attack, but chose to be unconcerned and "refused to act as expected," said the military authorities were shocked by the soldiers' behaviour and promptly reported the matter to the Defence Headquarters, who ordered their arrest, detention and investigation. "We have also arrested five soldiers for ‘laxity' during the attacks.

 

They have been locked up and are being investigated. They shall be court-martialed if we have found them truly culpable. That prompt action only shows that the military authorities cannot condone such behaviour by its men. If they are indicted, you can be sure that they shall be dealt with decisively," he said. Mr Ekeocha, however, rejected the suggestions that the soldiers took part in the killings.

He also denied allegations that soldiers were using maximum force on helpless civilians and also dismissed as "simply impossible" the allegations that the soldiers were "bias" in the handling of the crisis. Political crisis
The governor of Plateau State, Jonah Jang described the recent spate of bombings across the country as political. He also said those behind the crime are only trying to paint a picture of insecurity to achieve political gains.

Speaking to journalists at the presidential villa, yesterday, Mr Jang painted a picture of a secure state, stating that security operatives are looking into all the security issues and hopefully they will come out with measures to apprehend those behind the atrocities. Speaking on the turn of events in the state, the governor said those behind it intend to make the country ungovernable for the government.

 

"Let me just say this, these bombing across the country is deliberate, to create an impression that the country is ungovernable so as to stop the general election," he said. "It is the plan of some desperate politicians who feels that if they don't get it, the whole country should go down but I can assure you that the government is in control." The governor, who also admitted that there is still some element of suspicion in the state assured that the situation in the state is getting better as calm is gradually returning to the once peaceful state.
Meanwhile, a Magistrate's Court on Wednesday granted bail to seven officials of the Congress for Progressive Change (CPC) who were arrested and charged to court over Saturday's violence in Jos. They were arraigned on a five-count charge of unlawful assembly, falsehood, public disturbance, negligence and conspiracy.

The suspects were said to be responsible for the violence that rocked parts of Jos in the last four days. The Chief Magistrate, Ishaku Kunda, who granted the suspects bail, adjourned the case to February 10.
The suspects include: the state's CPC Chairman, Mudashiru Aliyu; Deputy Chairman, Sunday Dul; Vice-Chairman, Henry Nenyel; Secretary, Johnson Podak and Legal Adviser, Paul Kopdin. Others include Assistant Publicity Secretary, Jamilu Baba, and the Organising Secretary, Mr Labaran Antashi.
The counsel to the suspects, Garba Pwol, described the ruling of the court as "very fair."

The Federal Capital Territory Police Command on Saturday arrested two members of a gang that abducted Dr. Jhalil Tafawa-Balewa, son of the late prime minister of Nigeria, Abubakar Tafawa Balewa, who was kidnapped on Friday night at the business premises of his wife.

Tafawa-Balewa had gone to visit his wife in the Federal Capital Territory, when two men accosted him and took him away at gunpoint to a hideout in Mpampe area of the city.

He was taken to a hilly area where he managed to escape from his kidnappers. The gang was said to have demanded a N100m ransom from his family.

Tafawa-Balewa’s family and friends were already making arrangements to pay the sum to secure his release when he escaped from his kidnappers.

Briefing newsmen in Abuja on Sunday, the FCT Police Commissioner, John Haruna, explained that a suspected member of the gang, Adamu Adamu, who was arrested when he came to collect the ransom, led the police to their hideout where another suspect was apprehended.

He suffered gunshot wounds and was taken to the hospital for treatment. Two other suspects are being sought, he added.

Tafawa-Balewa stated that the gang took him away in a Honda car and seized his wallet and wristwatch. The car was recovered in Minna, Niger State where it was taken to after the operation.

Speaking with newsmen, Tafawa-Balewa said, “It was raining when they took me away, so I had no idea where they took me to. But I know that we ended up on a mountain. But when I got an opportunity to escape, I took it.

When I came out, I saw policemen searching everywhere, I didn’t know they were looking for me.”

Another member of the heavily armed robbery gang which plan to storm Abeokuta last

Tuesday has been arrested despite offering a sum of N1.8million to the villagers where he took refuge following injuries he sustained during gun duel with police authorities. Next authoritatively gathered that the 20-year -old suspect, Onyeka Ani, was apprehended at the weekend in Mawuko village, Obafemi-Owode Local Government Area of Ogun State by the villagers while he was trying to bolt away after spending days in the bush. Luck ran against the suspect, who emerged from the bush with gunshot wound while trying to escape to neigbouring Lagos State. Unknown to him, a radio announcement by the police intimating villagers of the escape of some criminals from the scene of the gun duel had being aired. The villagers, sighting him soaked in blood, suspected him to be member of the scattered robbery gang, as earlier announced by the police command in Abeokuta. He was subsequently apprehended. Apkugo, in Nkanu Local Government Area of Enugu State, reportedly profusely begged the villagers, to spare him, with an offer to provide them the sum of N1.8million..

The suspect, according one of the villagers, appealed to the them to allow him call somebody in Lagos who will arrange the money to effect his release. The unimpressed villagers turned down the offer and swiftly contacted the police. He was thereafter handed over to the police authorities and as at the time of this report, he is in police custody at Eleweran and being interrogated alongside other two suspects earlier arrested. The public relations officer of the police command, Muyiwa Adejobi confirmed the arrest and expressed appreciation to the villagers for their support for the police in nabbing the suspect. Mr Adejobi called for more cooperation from the members of the public, particularly on providing police information on crimes and criminals. “Such information will be treated in confidence,” he said.

Three suspected Internet fraudsters have been arrested by officers of the Ondo State Police Command for allegedly duping two people of a sum of $20,000 dollars.

The three suspects: Olutoba Alade, Ezekiel Bepo, and Temitope Arowosegbe, were arrested based on a tip-off from members of the public. The Command's spokesperson, Adeniran Aremu, while parading the suspects yesterday, said they were arrested along Olu Foam area of Akure metropolis by a team from the state CID who stormed the building last week.

Some of the items recovered from the suspects were two laptops, ten flash drives, and documents being used to dupe unsuspected people on the Internet. Also recovered from them were a Toyota Camry, Toyota Solara, and a Liberty Jeep.

Mr Aremu pointed out that the fraudsters confirmed that the vehicles were the proceeds of their cyber crimes. While being interrogated, the suspects confirmed that they duped a foreigner of a sum of $20,000 which they used to purchase the cars..

They said they were lured into the business by one of their friends who is still at large. Mr Bepo said his gang have been in the business for over ten four years. "We have been doing this Internet fraud for over for years," he said. "We have not been that lucky, not until recently when we duped a white man of about $20,000. Immediately we realized the money, we went for shopping and we got three cars for ourselves."

Nigeria asks for Akingbola's arrest, extradition

The Federal Government has sent a formal request to the government of the United Kingdom for the arrest and extradition to Nigeria of Erastus Akingbola, former managing director and chief executive officer of Intercontinental Bank. He is to face trial for fraud allegedly committed by him during his tenure as chief executive of the bank.

The letter, dated July 1, and signed by the Attorney General of the federation, Mohammed Adoke, was addressed to the British Home Secretary, the Home Office, and the United Kingdom Central Authority, London.

The request by the government was consequent upon a request from the Economic and Financial Crimes Commission (EFCC) for Mr. Akingbola to be extradited to face trial for 28 charges preferred against him for fraud-related offences at the bank.

List of offences

The charges cover allegations of financial misappropriation, money laundering, financial malpractices, corrupt practices, and other related offences pending against him at the Federal High Court (FHC), Lagos.

The Attorney General, who prayed the Home Secretary to grant the request in the interest of justice, said government's action was pursuant to the Extradition Act (Designation of Part 2 Territories) Order 2003 (SI2003 No.3334) of the United Kingdom, for the purpose of his being brought home to stand trial for the offences he is being charged.

The request was supported with an affidavit deposed to by Ibeakaku Nkechi Rita, a deputy superintendent of the EFCC, as well as a certification signed by Ahmed T. Almakura, senior state counsel of the Federal Ministry of Justice.

History

In the wake of the Central Bank of Nigeria (CBN) intervention in the nation's banking sector, which resulted in the sack of the chief executives of five banks last year, Mr. Akingbola, who was abroad when he was sacked along with others, decided to stay away from the country.

This led to his being declared wanted by the anti-graft agency. He was declared wanted in connection with alleged fraudulent abuse of credit process, insider trading, capital market manipulation, and money laundering running into billions of naira.

Though several requests were reportedly sent to various international security agencies around the world, including the INTERPOL to help facilitate Mr. Akingbola's arrest and extradition, these appear to have been to no avail.

Property sealed off

Early this year, the EFCC sealed off his Lagos home, located at 12, Ruxton Road in Ikoyi, in line with the order of the Federal High Court, Lagos, presided over by Justice Tijuana Abubakar, that his assets be seized and his bank accounts frozen to help recover depositors' fund, allegedly misappropriated under his stewardship in the bank.

The court also granted an order of Mareva Injunction restraining Mr. Akingbola, his wife, Anthonia Tolulope Akingbola, his children, relatives, solicitors, servants, associates, trustees, agents, privies and companies from removing, alienating, disposing of, or diminishing the value of assets whether held directly or indirectly, or for his benefit within the jurisdiction of the court up to the amount set out, pending his trial.

The arrest and extradition order, which was dispatched by DHL Courier Services for his service at his known abode at No. 26 Chester Terrace, London, England, NW 14 ND, also restrained him from giving directions for sale, transfer, alienation, disposal, dealing with stocks, or other forms of securities held or kept by the central securities clearing system in Nigeria, or any custodian, stock broker, registrar, held whether directly or indirectly by him.

THE Chairman of Lagos State council of the Nigeria Union of Journalists (NUJ), Mr Wahab Oba and three other journalists, with their driver, who were kidnapped penultimate Sunday in Abia State, have regained their freedom.

The News Agency of Nigeria (NAN) reported that they regained their freedom in the early hours of Sunday, between 1.30 and 2 a.m. at Ukpakiri, in Obingwa Local Government Area of Abia State.

Narrating their ordeal to newsmen at the Police Headquarters, Umuahia, Oba and the others said that they were released by their abductors in a market.

He said that the hoodlums had taken them to a market square where they were abandoned between 1.30 a.m. and 2 a.m. and that they had to wait till 6 a.m. “and we were there until the police came and rescued us.

“They collected all our personal effects, including laptops, wristwatches and the sum of N3 million and even shared the money in our presence,” he said.

Oba said that they were fed on bread once a day but that at a time they declared a fast “and they asked us if we were fasting against them.

“We explained to them that we are journalists, who were at the vanguard of enthroning good governance, and even told them that we have been in the forefront for the release of Chief (Ralph) Uwazuruike, leader of the Movement for the Sovereign State of Biafra (MOSSOB).

“We even requested them to give our phones to us to contact our families for them to bring the money they requested but they said that they were not after our money but that of the government.

“We were not beaten except the fact that they blindfolded us on some occasions.

“The kidnappers told us that they resorted to protest as a result of bad governance in Abia and accused the state government of diverting the money the Federal Government released for amnesty.

“They told us that they were giving the state government one month to either complete the amnesty programme or face their wrath and that they will come out openly to shoot at people,” he said.

Oba said that the hoodlums accused the government of insensitivity to the plight of residents of the state and threatened to disrupt the 2011 general election.

Mr Silver Okereke, a Daily Champion correspondent, said that at a point the kidnappers blindfolded them and took them to a point they were to be slaughtered.

“They told us to say our final prayer,” he said, adding that it was a sad experience.

“I don’t know whether government paid any money but they told us that they did not collect any money and that they were releasing us due to our profession so that we will go and right the wrongs in the society,” Okereke said.

He said that the hoodlums had the best of communication networking, adding that all the information that transpired in the course of their captivity were at the finger-tips of the kidnappers.

“These people are well connected and are aware of every bit of police movement both internal and external,” he said....

Okereke said the kidnappers’ colleagues outside the country were also communicating with them to give them information.

Meanwhile, Abia State Commissioner of Police, Mr Jonathan Johnson declined comments, saying that the Inspector General of Police, Mr Ogbonna Onovo, would be in Umuahia to address journalists on the issue.

Meanwhile, President Goodluck Jonathan has welcomed the release of the four journalists, and their driver.

According to a statement signed by his Special Adviser, Mr. Ima Niboro, in Abuja, on Sunday, the president noted that their release brought to closure “a sordid criminal incident, which, however, must be uprooted once and for all in Nigeria.”

While commending the police and Nigerians in general “for turning sufficient heat on the kidnappers and causing them to abandon the victims,” President Jonathan charged Mr Onovo, to ensure that the criminals were apprehended by all means.

He felicitated with the freed journalists, their families and the NUJ, saying “even as we celebrate freedom today, let us insist that this spate of criminality must stop. In every way possible, we must say no to these vices, and assist the authorities to expose perpetrators and bring an end to these vices as quickly as possible.”

However, the Abia State government has said that the traditional ruler of Amauba-Ime Oboro Autonomous Community in Ikwuano Local Government Area of the state, Eze Vincent Okezie Uche, has been placed under arrest and has been charged to court for allegedly aiding kidnapping and armed robbery.

The state government also said the monarch had been dethroned as the traditional ruler of Amauba-Ime Oboro Autonomous and his staff of office withdrawn.

The Abia State government, in a press statement signed by the Chief Press Secretary to the governor, Kingsley Emereuwa, also said that other traditional rulers, namely, Eze Okechukwu Atulobi of Osusu Abala Autonomous Community; Eze Nwabiaraije Eneogwe of Abayi Autonomous Community, and Eze S. Onwukwe of Abala Ibeme Autonomous Community, all in Obingwa Local Government Area of the state, had been suspended as traditional rulers of their communities.

The decision to suspend the three royal fathers, the statement said, “followed security reports of their alleged serious involvement in sponsoring kidnapping and armed robbery in the state, for which they are currently under investigation.

“The state government wants to assure the entire citizenry that it will not stop at anything to eradicate the shameful manace of kidnapping and armed robbery in the state, as any person/s suspected to be behind this ugly vocation, no matter how highly placed, will be summarily dealt with,” the statement said.

Meanwhile, Governor Theodore Orji of Abia State and Mr Onovo have promised kidnappers in the state total onslaught henceforth if the kidnappers refused to lay down their arms.

Speaking while receiving the freed journalists and their driver at the executive chambers of the Government House, Umuahia, on Sunday, the governor urged kidnappers in the state to partner with the government rather than go into criminality to attract attention. “No development can take place in a state of insecurity,” the governor said.

Governor Orji said that the youth of Ngwa area, particularly Obingwa, had hindered development projects by kidnapping either the contractors or expatriates handling projects in the area, adding that they refused to key into the recent amnesty programme of the state government.

The governor said the state government had not received any money from the Federal Government with regard to the amnesty programme as being rumoured by the kidnappers. “If we receive any such money we will give it to them,” Orji said.

He congratulated the South-East governors, the Nigeria Police and all those who assisted in securing the release of the abducted journalists, adding that kidnapping should be fought nationally.

He also charged journalists to fight kidnapping with their pens and also fight for freedom in all its ramifications, adding they should also join in he campaign for a better equipped police.

Also speaking, the IGP said that rescuing the journalists was a big challenge to him and the Nigeria police, since their ultimate goal was to rescue them alive, adding that the kidnap of the journalists had brought out the fact that everybody was a potential victim of the kidnappers.

The police boss thanked the governor for his assistance, saying that security was the business of everybody and that police operation in the South-East to rout criminals had just started. He said the police would go after the criminals, warning that many innocent people would be inconvenienced.

In a vote of thanks, Mr Oba expressed his appreciation to all Nigerians, their families, the police force and the Abia State governor for all the sacrifices they made to ensure their release.

Oba called that the police to be properly equipped, saying that their weaponry did not compare favourably with what the criminals were flaunting.

Ukpakiri town, where the four kidnapped journalists were rescued, on Sunday, was calm, but there was still a heavy presence of security men in the area.

A NAN correspondent reported that the people carried on their normal activities but they expressed joy that the journalists regained their freedom unhurt.

Chief Okoro Kalu, a community leader, told NAN that he was happy that the journalists, who had helped to shape the country positively, regained their freedom.

Chief Azuka Alagwu, the president of Aba Chambers of Commerce, Industry, Mines and Agriculture, said the kidnap of the journalists had drawn the attention of the Federal Government to the sufferings of the Aba business community.

He urged the government to eradicate kidnapping to save businesses in Aba, which is 10 kilometres from Obingwa.

Also, the Rivers State Commissioner for Information, Mrs Ibim Semenitari, expressed gratitude to God over the release of the journalists by their abductors.

The commissioner told NAN in Port Harcourt, on Sunday, that it was a thing of joy that the journalists came out unharmed.

Mr Akinola Ariyo, the Financial Secretary, Lagos State council of NUJ, told NAN on telephone that journalists in the council were happy over the freedom of their colleagues.

He added that the families of the journalists received the news with joy.

Ariyo thanked the federal and state governments, the security agencies and the NUJ president, Muhammad Garba, for their roles in the release of the journalists.

He also thanked other members of NUJ, religious leaders and Nigerians for their prayers over the incident.

The Minister of Information and Communications, Professor Dora Akunyili, charged Nigerians, on Sunday, that they should stand up against the kidnappers.

Akunyili told NAN that payment of ransom had encouraged kidnapping, which, she lamented, had now become an industry.

In his reaction, the president of the Nigerian Guild of Editors (NGE), Mr Gbenga Adefaye, recommended that kidnappers should be punished to put an end to the act.

Donald Duke Arrested by Police

The political crisis in Cross Rivers State reached new highs Friday, when police, acting on the instructions from "above" disrupted the ceremony for the inauguration of the Women and Children Hospital built in Calabar by wife of former governor of the state, Donald Duke, Onari, taking him away for interrogation midway into the ceremony. .
Mr Duke was driven away in his car, sandwiched between some senior police officers, to the state police headquarters at Diamond Hill where he was interrogated and afterwards released. He returned to the venue of the ceremony just when it was over to the palpable relief of his wife and admirers. He did not witness the cutting of the tape at the reception of the hospital.

A detachment of anti-riot policemen, led by an Assistant Commissioner of Police [operations], arrived at the venue and went straight to the master of ceremony and demanded to know who were the organizers and upon being referred to Mrs. Duke, engaged her in a discussion which attracted the husband's attention.

The former governor was told in clear terms that they have orders from above to stop the ceremony and would want him to follow them to the state headquarters of the force to answer some questions. The drama between him and the police took place beside the Murtala Mohammed Highway, where the hospital is located.

There were two version of Duke's arrest. One version has it that the police were acting on a court order stopping the ceremony from taking place while the other said the law enforcement agents swooped on the venue because it was an unauthorized political meeting summoned by Mr Duke.

The hospital complex is the state secretariat of the defunct National Republican Convention [NRC] of the botched Third Republic . It is a government facility which the Dukes used official fiat, while in power, to convert to a private use.

Rehabilitation work on it commenced during the second term of Mr Duke. At that time, Mrs. Duke told the press that the hospital was being constructed under public-private-partnership [PPP]. But today, the ownership of this specialist hospital for women and children resides with Mrs Duke.

This is the second time in a week that the now estranged political allies are having a brush. Penultimate Saturday, state governor, Liyel Imoke stopped the Cross River University of Technology [CRUTECH] from conferring an honorary doctorate degree on his predecessor who founded the university on the excuse that since the institution has not commenced post graduate studies, it cannot award such certificate.

Ever since Mr Duke dumped the PDP for another party to enable him realize his presidential ambition, relations between him and Mr Imoke have been in the freezer.

Recently, the state leadership of the PDP went on air to deride Mr Duke's resignation from the party and warned party members to stay clear of the former governor. Despite this, Mr Duke, who brooked no opposition during his eight years reign, has been holding nocturnal meetings with some of his former aides with a view to making them his foot soldiers in the state ahead of next year's general elections.

Mr Imoke and members of his cabinet shunned the hospital inauguration ceremony. Mrs. Obioma Imoke too was away at Biase Local Government Area for the launch of her pneumonia programme.

Chief consultant of the Women and Children Hospital and former commissioner of Health under Duke, Joseph Ana described as political the attempt to disrupt the ceremony. He said that as a private hospital, the institution does not require the presence of government officials to have it inaugurated.

The former commissioner described the hospital as a referral center that would help to attend to paediatric cases in the country ant the entire West Africa sub region given its state of the art facilities in modern health technology.

Naija don dey hard o ! Even Oil Company staff don dey kidnap !.

Omotayo Mobolaji Johnson, a geologist and staff of Chevron PLC has been arrested in connection with the attempt to kidnap a bank executive at Ikoyi, Lagos.

Two middle-aged suspects, Tommy Ebikeme and Edward Anigbhoro were also arrested during the June 1st kidnaping which the police said was masterminded by Mr. Johnson who allegedly used a pseudo name ‘Olumide.’ He was allegedly assisted by a woman called Anita to recruit both Mr. Ebikeme and Mr. Anighboro who are militants from the Niger Delta, to carry out the kidnap.

Their luck ran out when the police got a tip off and arrested them when they were about to kidnap their victim at Ikoyi.

The Lagos State commissioner of police, Marvel Akpoyibo while parading the suspects at the state command yesterday said the command’s intelligence -led policing strategy led to the arrest of the suspect.

“Events that led to the arrest of the suspects started on June 1st, 2010, when the command’s intelligence Unit intercepted information that a group of persons had perfected plans to kidnap a high profile target in Lagos. Members of the gang recruited from the Niger delta of Nigeria were said to have intended to kidnap the target victim from his office in Lagos island and whisk him away to Ibadan, where Omotayo Mobolaji Johnson had a farm at the outskirt of the town where the victim was to be taken to, after which a demand for ransom will be made.” He said, “Acting on the strength of the information, intelligent and undercover operatives were deployed in and around the office and premises of the target victim for high level surveillance mission, the efforts of the police yielded positive result when hours later, operatives were able to effect the arrest of three suspects connected to the plot.”

Mr. Akpoyibo added that preliminary investigation shows that the kidnap was masterminded by Mr. Johnson.

“His wife works in one of the companies owned by the father of the target victim. The suspect worked with one Anita now at large. Mr. Johnson owns a four star hotel and other investment in Ibadan. He promised the other suspects a cash reward of ten million naira from a windfall of fifty million naira expected to be made from the illicit deal if the victim was taken to Ibadan. Some substances recovered from the suspects include sleep inducing drugs, syringes which they had intended to inject the victim with the substances Halothane and Velum to facilitate his losing consciousness before moving him to Ibadan.” Mr. Akpoyibo said.

Mr. Johnson however declined to comment on his involvement in the crime. He said “I will not say anything until my lawyer is here.” Mr. Ebikeme however confessed to the crime. He indicted Mr. Johnson saying he was the one who recruited them and drove them to the scene of the botched kidnap.

The oil company, Chevron could not be reached as at press time for its comment.

No wonder Garri sometimes smells like petrol !
The police in Lagos State have arrested a middle aged woman, Mrs. Kemi Omoye, with 25 big kegs of substance suspected to be petrol.

Omoye, who sells garri, a Yoruba staple food, at Ikorodu area of the state, was accosted on Friday by policemen attached to PSS 065 unit on her way from Igbogbo, a suburb of Ikorodu.

Our correspondent gathered that the garri seller attracted the interest of the police because of the fact that the kegs filled the car she chartered to the extent that it was difficult for the driver to see his back from the driving mirror.

The car marked AG 542 DDA belonged to Olawale Abdul who was also the one driving it at the time the police stopped the car. He is also being held for interrogation.

Lagos State police spokesman, Mr. Frank Mba, said the point at which the suspects were stopped at Igbogbo was not from an NNPC pipeline.

He said, "We discovered that the pipeline was broken and people had been siphoning oil from it."

But Omoye told our correspondent that the substance in the kegs was payment for some bags of garri he sold to an unnamed man.

"He gave them to me because he did not have money to pay. He said I should sell them and used the money as my payment," she said, adding that each keg was supposed to be sold at the rate of N1,500.

Also, the driver said he did not know that the substance was petrol.

A police signal to arrest the former Chairman of the Economic and Financial Crimes Commission, Nuhu Ribadu, and the former minister of the Federal Capital Territory, Nasir El-Rufai, has been issued in Abuja from the office of the Inspector General of Police, Ogbonnaya Onovo, according to authoritative police sources. However, Emmanuel Ojukwu, spokesperson of the police, in a telephone interview with NEXT yesterday said he was unaware of such a signal. "I am just not aware of such a thing and if it is a warrant it is not the duty of the police to issue a warrant. Our job is to obey court orders." However, Peter Adobamen, a lawyer who spoke to NEXT said the police can indeed issue a warrant of arrest on anybody. This is indeed what appears to have happenned in the case of Mr. El-Rufai and Mr. Ribadu. NEXT investigations in Abuja yesterday revealed that the warrant was issued on November 5, with the instruction for the arrest of both men "on sight". This is coming against the background of Mr. El-Rufai's planned return to Nigeria after a temporary exile in Europe and the United States of America. Messrs. Ribadu and El-Rufai's difficulties with the police leading to the issuance of the order of arrest, NEXT gathered, are based on an alleged claim that they are conducting treasonable activities abroad. The Attorney General of the Federation, Michael Aondoakaa, has consistently made the allegation of treason against both men, saying extradition charges will be eventually brought against them. Sources at the Justice Ministry yesterday told NEXT that "dialogue is already ongoing with security institutions to prepare the extradition process." Ribadu' challenge The Code of Conduct Tribunal declared the former anti-graft chief, Nuhu Ribadu, a fugitive of the law two weeks ago, claiming he did not declare his assets. In an angry statement of rebuttal, Mr. Ribadu described the order as another episode of what he called the "relentless persecution against me" and wondered how the court that was fully aware of the circumstances under which he left the country, could tag him as a fugitive. "I had to leave the country on January 3 this year after a relentless persecution which climaxed in two assassination attempts," he said. El-Rufai's cross The Attorney-General of the Federation, Mr. Aondoakaa, had said, based on the Senate Committee on FCT's report which allegedly indicted the ex-minister, he had commenced extradition proceedings on Mr El-Rufai. "In invoking the relevant clauses of the Mutual Legal Assistance Treaty (MLAT) between Nigeria and Britain to bring El-Rufai to justice, we need to back our request with relevant documents," Mr. Aondoakaa told the media. Fighting back Mr. El-Rufai's lawyer, Robert Amsterdam, has taken the attorney general's threat serious and has published a whitepaper dated December 1, 2009 that seeks to highlight the former minister's innocence. Mr. Amsterdam, the founding partner of the international law firm, Amsterdam and Peroff, said in a 48-page whitepaper which chronicled the former minister's stewardship as a public servant that he is seeking "to present Nasir El-Rufia and his accomplishments to the world, to summarise the motives behind the attack on his reputation, and to provide ample evidence to prove his innocence of all these libel and slander." According to Mr. Amsterdam, the publication "marks the formal announcement that we are open and willing to defend Nasir on any platform available with all the facts in front of us". While describing Mr. El-Rufai as a man who holds "ambitious dreams for Nigeria's future", the author stated that all the attack on the former minister are "groundless and without evidence" and "manufacture by a hardworking scandal factory". In the foreword to the whitepaper, the former Attorney General of Nigeria, Kanu Agabi, described Mr. El-Rufai as "fair-minded, hardworking and unrelenting". "The things that El-Rufai has had to do for the nation are difficult things. He has had to tread upon hard and difficult ground and to do for the nation difficult things" Mr. Agabi said. Kanu Agabi's testimony Mr. Agabi further added that Mr. El-Rufai and Mr. Ribadu are agents that will lay "the modern foundations of the rule of law in Nigeria", extolling the work done by the former minister to return the Federal Capital Territory to its master-plan which had suffered what seemed then as irredeemable distortions. Tracing the roots of Mr. El-Rufai's travails, Mr. Amsterdam recalled that Mr. El-Rufai first wrote himself into the bad books of the powers-that-be when he revealed that the Senate's deputy majority leader, Jonathan Zwingina, and deputy senate president, Ibrahim Mantu, solicited a N54 million bribe for an accelerated confirmation as a minister. According to the author, "the Nigerian Senate as an institution never forgot or forgave him." The whitepaper also gives a detailed account of Mr. El-Rufai's stewardship as the Director General of the Bureau of Public Enterprises (BPE). According to the author, while at the BPE, Mr. El-Rufai was profoundly successful. His dedication to his work resulted in his raising N40-50 billion in revenue from the privatisation programme. Despite his successes at the BPE, the leadership of the Nigeria parliaments were not impressed. In March 2002, the author of the whitepaper recalled, the speaker of the House of Representatives then brought a defamation suit against the former minister in response to Mr. El-Rufai's criticism of the Speaker's proposal on what to do with NITEL. The suit was squashed by the Court of Appeal on June 2, 2003. According to the judgment the legislature can only look into cases of corruption and mismanagement of public funds. This judgment is described by the learned gentleman as posing "an unprecedented challenge to the boundaries of the power of the Legislature in the Nigerian Constitution and the role of the Nigerian Judicial system in reviewing its decisions and actions" Tarnishing El-Rufai The whitepaper recounted how the House of Representatives failed in its attempt to blame Mr. El-Rufai for the manner in which NITEL was privatised, through public hearings. On May 25, 2005 the House of Representatives placed a ban on Mr. El-Rufai from holding public office for life. When this was challenged in court, the Federal High Court, Abuja on July 24, 2005 discarded the pronouncement of the house committee. Recounting Mr. El-Rufai's days as the minister of the FCT, Mr. Amsterdam recalled that the mandate given to him, amongst other things, was to reduce corruption in public administration and to enforce the Abuja Master Plan for urban development tasks, which the former minister approached with unprecedented passion. "El-Rufai implemented a Strategic Development Plan designed to halt and reverse the "Lagosification" of Abuja." In order to restore the FCT to its Master-Plan, the former minister's work involved the demolition of houses "erected along sewage lines and the restoration of parks which had been parcelled out and allocated to men and women of rank." By this action, he invariably crossed the path of some of the country's elite "accustomed to favouritism". The whitepaper is of the view that with the expiration of the Obasanjo administration and the assumption of office as president by the former Governor of Katsina State, Umaru Yar'Adua, the authorities started going after certain former Obasanjo officials, with Mr. El-Rufai and Mr. Ribadu at the top of the list. While describing Mr. El-Rufai as a man who holds "ambitious dreams for Nigeria's future", the author stated that all the attack on the former minister are "groundless and without evidence" and "manufactured by a hardworking scandal factory". •We are happy, but sober, says family Anambra state Police Command yesterday said some people had been arrested in connection with the kidnap of Pa Simeon Soludo, the 78-year-old father of the Peoples Democratic Party (PDP) candidate in the February 6, 2010 governorship elections in Anambra State, Prof. Chukwuma Soludo, who was released Wednesday night by those who abducted him from his family house about 10 days ago. advertisement But a deputy Commissioner of Police in the Command, Mr. Oshodi Glover, told journalists at the Soludo family house in Isuofia that the command was still working on the matter and would like to be discreet about it at the moment. “Please, don't let me reveal anything yet. There will be time for that and not now,” he said. Oshodi, who was accompanied by Mr. Chris Ezike, an Assistant Commissioner of Police in charge of the Inspector General of Police's monitoring team, however denied knowledge of any ransom paid. This came as the Soludo family expressed gratitude to God for the release of their patriarch, saying they were happy but sober. They also took a swipe at the insinuation that they masterminded the kidnap adding that anybody peddling such is cursed. Meanwhile, the Soludo Campaign Organisation, yesterday evening in a statement signed by Dom Obiekie ,said it was relieved to receive information that Pa Soludo had been released and thanked Anambra people for their concerns while the man was held in captivity for 10 days. The statement read in part: “the Soludo Campaign Organisation was relieved and delighted to receive information from the Divisional Police Officer in Aguata local government area, Mr. Samuel Dang, who announced that the 78 year old Pa Simeon Soludo, has been released by the kidnappers who have kept him in captivity for 10 days. “According to the police, he was released around 10pm on Wednesday, November 4, 2009 along the Uga Road in Aguata. Pa Soludo, father of the PDP governorship candidate for the Anambra State 2010 election Professor Chukwuma Soludo is now undergoing medical examination to ascertain his health condition following the physical, psychological and emotional trauma which he experienced in the course of the unfortunate incident. “After his medical examination and treatment, the Soludo family would have a quiet reunion with their patriarch. There would be no formal briefings. “Meanwhile, we acknowledge with thanks, the concerns shown by individuals and groups, including friends, well-wishers, associates and the media during this trying moments.”

Police arrest fake assassin

The Ogun State police command at the weekend charged a 27-year-old man, Okwaja Joseph Ochibo, to court in Abeokuta for allegedly duping his victim of N50,000 after he claimed to be part of a hired killer gang. The suspect, who is now facing arraignment at the Isabo High Court in Abeokuta was a former employee of the victim, according to the command’s Public Relations Officer, Muyiwa Adejobi, . Mr. Ochibo was alleged to have demanded for the sum of N100, 000, via a message sent from his phone, from the manager of an insurance company in Abeokuta as “settlement” to spare his life and that of his family members. The suspect reportedly claimed that some people had paid him to kill them all. The police’s spokesperson said the scared family reported the matter to the police and were advised to play along with the “assassin”, and it was agreed that the sum of N50,000 to be deposited in his account. The suspect was said to have agreed to his victim’s term and the amount was paid into his Skye Bank Account Number 2241010050010at Sapon -Abeokuta. Unknown to him, however, his ATM card had been blocked by the bank on the advice of the police so that he was thus forced to approach the counter at the bank to cash the money. He was about to do just that when police officers, who had laid siege for him at the bank, apprehended him. The relieved victim would later tell the police that the suspected was his former house security guard. Mr. Ochibo appeared in court last Friday and was remanded in prison while the case was adjourned till December 16, 2009. Mr. Adejobi, who said the command appreciates the support of the people of Ogun State in its efforts to combat crime, said members of the public should be more security conscious. “People should harness all security resources around them, vis-à-vis the use of circulated police phone numbers around them, to reach out to the police when the need arises,” he said.

British police have petitioned Abuja to investigate the source of the money so they could decide on the next line of action. Ometuruwa informed the police that the amount is his severance package for being relieved of his appointment by the AFC, a claim that could not be confirmed immediately. However, the police said they are in possession of a document signed by two AFC officials, Solomon Asamoah and Adesegun Akin-Olugbade, confirming that Ometuruwa is entitled to severance benefits. Seemingly unruffled, he reportedly appeared for the interrogation with his lawyer; but doubtful about the source of the money, the police last week obtained a court order "which allows us to keep the funds whilst the origin is being investigated." They want Abuja to confirm whether Ometuruwa is entitled to the money "as it appears it was definitely paid to him" by the AFC. Dissatisfied with the procedure, however, his lawyer said he would go to the City of Westminster Magistrate's Court, saying his client "is clearly entitled to his severance package and wants the funds returned." The money was transferred to Ometuruwa's Citibank account through Deutsche Bank, which the AFC operate accounts with. The AFC also has accounts with Citibank, Standard, and UBS. It came under public scrutiny last year when President Umaru Yar'Adua raised a panel to probe its operations and establish its funding and legality under Nigerian law. The committee in its report questioned the modalities for the AFC's establishment and funding, and recommended that Nigeria should withdraw its share of $462 million and the interest generated. It also submitted that Ometuruwa was signatory to all bank accounts held by the AFC, and was, therefore, instrumental to the alleged illegal movement of AFC funds across various markets. He reportedly told the British police that the AFC "is still operational and is now a private investment bank." Ometuruwa's arrest may trigger another investigation as to why AFC should continue to operate an account more or less frozen by Nigeria, even though he has countered that he never received any court papers freezing any AFC account, let alone the JP Morgan account. He told the British police that JP Morgan was involved with AFC money but that several short term investments were made in blue chip banks, and that after Nigeria withdrew its $462 million, the AFC continued in its private capacity and operated other accounts. It was learnt that British police are demanding information that would either contradict or authenticate his claims. They said it appears from the face of it that the payment Ometuruwa received is his entitlement as per the terms of his employment. The investigators said they may return the money to him unless the government acts fast and presents proof that it is the proceeds of crime. So, as a source confirmed, the committee that investigated the AFC had by last weekend sent documents to London to prove that the money is illegal. He noted that the committee may be handicapped in prosecuting the matter as the Federal Government has not issued a White Paper on its report. Since the report was submitted "no statement has been made by the government, neither has any of the recommendations been acted upon, an indication that some officials have been compromised," the source added.
