ABUJA—AS President Goodluck Ebele Jonathan gets set to declare hisintention to run in next year’s presidential elections, the North ismoving ahead to consolidate its decision on the choice of a consensuscandidate.
This time, what constitutes the North is an amalgam of the NorthernPolitical Leaders Forum, NPLF, Arewa Consultative Forum, ACF and theNorthern Elders Forum, NEF.
Already, a number of potential presidential aspirants had been slated for consideration.

Among the front runners are General Muhammadu Buhari (rtd), National Security Adviser, NSA, General Aliyu Mohammed Gusau (rtd), Jigawa StateGovernor, Sule Lamido, and Bauchi State Governor, Isa Yuguda.

But the strong contenders also include former Military President, Ibrahim Badamasi Babangida and former Vice President, Atiku Abubakar.

Although the list of contenders continues to expand, Vanguard was told that the North was seriously contemplating prevailing on some ofthe aspirants to drop their ambition.

North on consensus

Vanguard was told that the series of consultative meetings going on in the North was “primed to come to the conclusion of a consensuscandidate emerging from the North”.

A source said the decision of who would carry the banner for the North was yet to be made, adding: “One thing that is definite is thatthe North is going to present just one candidate for next year’spresidential elections.

“This is because it is still believed in the North that the next four years is for us. That meeting that was held in Aso Rock onDecember 22, 2002, where the party insisted on zoning, is the samespirit that the National Executive Committee, NEC, of the partyratified again so, when they now came out to say that PresidentJonathan is free to contest, it left people wondering what they meant.

“But what the North is working on since the PDP appears to be telling Nigerians that they want to sink with President Jonathan, is topresent a unified front at the polls next year.

The consultations going on in the North now is with a view to achieving that objective.
“For as long as the PDP decides to go against the grain of popular desire, we wait to see how they will achieve the objective.”

Vanguard learnt that the eventual consensus choice of the North would not be strictly in line with just one political party but “wouldcut across party lines.”

Candidates on the cards

Vanguard also learnt that whoever would emerge as the choice of the North “would be an individual without a baggage.”

According to Vanguard investigations, and contrary to some of the information being peddled about some aspirants, “the North is lookingin the direction of a candidate that would not carry a baggage. That iswhy some of the major names being touted may not eventually make itbecause some Nigerians might have issues with such candidates.

“With all their good intentions and experience, the former President, Babangida, and former Vice President Abubakar, may have somedifficulties in making the bar.

Babangida, because of June 12 and Abubakar, because of what he is currently going through with the PDP.”

But the source’s disclosure that Gusau, Lamido and Yuguda were in the reckoning “even as consultations continue,” was shocking.

The source said: “Lamido is seen as a state governor who does not have any baggage and the people in his state, even his opponents, aresaying that he is performing. But performance is one thing, networkingis another.

Then there is Yuguda whom some of the state governors are talking about, but his filial relationship with the family of late PresidentUmaru Musa Yar’Adua remains a discount. There is also Bukola Saraki ofKwara State and Goje of Gombe.

“The National Security Adviser, Gusau, is also on the cards because of his exposure both within and outside the country. Don’t forget, hehas been NSA since 1999 and had to be brought back again early thisyear when there appeared to be some problems in the national securityapparatus.”

Jonathan scans environment

Even in Aso Rock Presidential Villa, a source disclosed to Vanguard that “President Jonathan is still scanning the environment and wouldnot be stampeded into taking a precipitate decision. Vanguard was told:“The President wants to be sure of what he is going into and it is notenough to just aspire.”

To this end, Vanguard gathered that the role of the NSA in the unfolding drama remains very crucial.

It was gathered that even in the North, “the possible choice of Gusau, within the trio of the NSA, Atiku and Babangida, appears to begaining good ground because of his position as NSA. The North wantssomebody who does not have any baggage and who would not create aproblem when presented.

“If you know the way General Gusau has conducted himself, even as we speak, you can not say he is in the race and that is why the North islooking critically to ensure that a good product is presented.”

Reminded that as an intelligence officer, Gusau also has a baggage, the source said “if as an intelligence officer you can stabilize thepolity how does that become a problem in the face of what we arewitnessing now when people whom we know what they have done and whatthey can do are the ones making the loudest noise.”

Asked about former head of state, Muhammadu Buhari, within the context of a consensus candidate, the northern leader made it clearthat “what we are saying goes beyond just the PDP. Why not Buhari ifhe can be used to prove the point to the PDP”.

Chelsea's domination of the Barclays Premier League's opening matches continued on Saturday, and Carlo Ancelotti was delighted by his team's second-half performance.

Five goals, two from Nicolas Anelka, two from Salomon Kalou and one from new boy Yossi Benayoun added to Florent Malouda's first-half opener to give us a second consecutive 6-0 league win, hot on the heels of our 8-0 win over Wigan on the final day of last season.

Ancelotti though conceded that for 45 minutes, we were more than matched by our hosts who had the better of the game until two quick goals at the beginning of the second period put the game beyond Roberto Martinez's men.

'I think we are trying to play the same football that we played last year,' said Ancelotti, whose team last season scored 103 goals in the league alone.

'We started very well this season and scored a lot of goals, showing good football. We have to know that today was a tough game and in the first half Wigan played good football and put strong pressure on the pitch, maybe they spent a lot of energy in the first half,' he reasoned. 'The second half was easier for us to have more opportunities to score.'

So what did his side do to maintain parity with their spritely opponents in the opening 45 minutes?

'In the first half we had a lot of difficulty on the pitch and were not able to play our football because there was not the space. I think at that time we defended very well, we didn't give Wigan the opportunity to score and we waited for the right time to score,' the Italian explained.

'This is important because in football you have to be able to defend and attack. It is impossible to have total control of the game with possession, sometimes you have to defend and in the first half we defended very well.'

And how is it that his side have come to score 12 times in the opening two weekends of the season?

'We have a lot of skills, now the best quality is we are able to do a fantastic counter-attack, we have strikers who are fast with ability, so when we have space it is difficult to control for the opponent,' Ancelotti added.

'Obviously we wanted to win the game and to play well, and we did both. We won two games, played good football and scored a lot of goals but we are focused to play good football.

'It is impossible to think we are always to score six goals in a game, this is not real football, this is Playstation.

'It never happened to me, but we have to stay in focus for the next game, try to win the next game and show good football.'

As for Martinez, it is 18 conceded (14 against Chelsea) and none scored in three league matches. Another defeat here must have been hard to take after a bright early showing.

'We were playing against a very talented Chelsea side, and they know how to get leads when they are not the best side out there,' the Spaniard said.

'There are two games in a game, and when you concede cheap goals like we did you go 3-0 down and cannot keep your concentration. The scoreline is hurtful but it doesn't reflect what happened out there.

In the Premier League you have three leagues within a league,' he continued. 'The top five know how to play when they are in front. In the first half they didn't look themselves and I felt we were the better side, but how can you explain that the best side in the first half loses 6-0?'

It is a question that will probably keep him awake for some time, but for Ancelotti and the Blues there will be sound sleep tonight, with our place on top of the table consolidated before next weekend's visit of Stoke to Stamford Bridge.

PORT-AU-PRINCE, Haiti — In the span of a few weeks, hip-hop star Wyclef Jean turned the world's attention to a little-known political race in a small, impoverished Caribbean country – with little campaigning, no TV ads and zero debates.

Within a few seconds at a hastily called news conference Friday night, Jean was barred from running for president in Haiti, presumably because he didn't meet the residency requirements.

The 40-year-old singer-songwriter says he will stay involved, though in "a different role than I had anticipated it to be," according to his statement Friday..

But the question is, how? Will he support one of the 19 candidates on the ballot? And will he help with the reconstruction of the earthquake-torn country?

Jean said little Saturday as he attended a church service in Croix des Bouquets, the small town northeast of Port-au-Prince where he was born. He was preparing to fly back to the United States where his wife and daughter live later in the day.

"It's been a hard couple of weeks," he told The Associated Press. "Right now, I just want to go with my family and relax."

Jean said he believed that he had filed the necessary paperwork regarding his residency, adding, "Somehow we got overruled."

Haiti's electoral council did not say why it had disqualified Jean, but the singer had faced a challenge to his candidacy because he has not lived in Haiti for the past five years as required.

Jean's five-paragraph statement Friday said he disagreed with the council's ruling but "respectfully" accepted its decision.

I want to assure my countrymen that I will continue to work for Haiti's renewal; though the board has determined that I am not a resident of Haiti, home is where the heart is – and my heart has and will always be in Haiti," he wrote.

The winner of the November vote will take charge of recovery from the Jan. 12 earthquake, coordinating billions of aid dollars in a country with a history of political turmoil and corruption. The quake killed an estimated 300,000 people and left the capital, Port-au-Prince, in ruins.

There was little evidence in Port-au-Prince on Saturday of protests or unrest due to the electoral council's decision.

Still, both Jean and U.N. peacekeepers called for calm after the release of the candidates list.

People in Croix des Bouquets were crushed.

"It makes me feel sick, and there's a lot of things now which are not going to come true for the people of Haiti," said Caneus Eugonte, 27. "I don't want to vote for no one, no other candidacy."

Marie Michelle Claude, who lives in an earthquake survivor camp there, stayed up late listening to the radio for the election board's decision. Jean has given many of the camp residents tents, radios and even clean water.

"Since January 12, we have lived in this camp, and we have never seen anyone else come to give us support. It's only Wyclef," she said. "The CEP kicked Wyclef out of the race. But it's us they've kicked out. They leave us here in misery."

Jean's candidacy merged politics with entertainment, charity with self-promotion.

In the weeks after the earthquake, Jean released a single, called "Hold On." It was a message to Haiti – and the first single on a yet-to-be-released album called "The Haitian Experience." All proceeds from the song went toward earthquake relief.

"Hold on, be strong/No matter what you're goin' through/You know it's gon' be okay, okay today/Even when the earth quakes," he sang.

Long before the earthquake, Jean had founded Yele Haiti, a group to help poor young Haitians. But Yele came under criticism for alleged improprieties, including that it paid Jean to perform at fundraising events and bought air time from a television station he co-owns. Jean resigned as leader of the group earlier this month as he prepared to run for office.

The electoral council approved 19 candidates and rejected 15, spokesman Richardson Dumel said Friday. While rejecting Jean, the board approved two leading contenders: former Prime Minister Jacques-Edouard Alexis and Yvon Neptune, who was the last prime minister under ousted President Jean-Bertrand Aristide and has been active in helping to coordinate reconstruction efforts.

Also allowed to run are: Jude Celestin, head of the government's primary construction firm and the candidate supported by President Rene Preval; and Michel Martelly, a well-known Haitian singer known as "Sweet Mickey." The Constitution bars Preval from running for re-election.

Well-known Haitian writer Edwidge Danticat wrote in Saturday's Miami Herald that Jean can still use his celebrity to Haiti's advantage.

"Now there will, of course, be people who lose interest in the race, who feel that they have no dog in the fight. I hope Wyclef Jean is not one of them," she wrote. "What he has promised to do before – create jobs and educational opportunities and inspire young people who have already lost so much to the earthquake that inspired him to run – he can continue to do through a reformed version of his Yele Haiti foundation and his music."

“And my people shall know the truth and the truth shall set them free” “Will a man rob God? Yet ye have robbed me. But ye say wherein have we robbed thee? In tithes and offerings. Ye are cursed with a curse for ye have robbed me even this whole nation. Bring ye all the tithes into the store house and prove me now herewith saith the lord of hosts if I will not open the windows of heaven and pour out a blessing, that there would not be room enough to receive it.” Malachi 3 : 8 -10

The above quoted scripture is probably one of the most quoted in the bible.
Unfortunately, it is being quoted out of context and used as a weapon of mass intimidation, manipulation, extortion, oppression, cajolery and outright lies and deceit by some church leaders to collect 10 per cent of the gross income of their church members who have been hoodwinked into believing that they are doing God’s will.
Before I go into the details of this discourse, I want to state categorically that I am a God-loving, bible-believing Christian who has the fear of God in his heart. I am also not writing this article to undermine any church or pastor, but to let people realize the truth about tithes and remove the yoke placed by some pastors upon them. I also want to state categorically that I strongly believe in giving to the church for the sole purpose of propagating God’s work and the Christian ministry. I will continue to encourage all Christians to give their all to God as exemplified by the widow’s mite which Jesus Christ himself referred to in the bible.
Now, back to Malachi 3:8-10, the first question one should ask is who was this message directed at? The answer lies in the book of Numbers 18:25-28 which states that “The Lord commanded Moses to say to the Levites, when you receive from the Israelites the tithe that the Lord gives you as your possession, you must present a tenth of it as a special contribution to the Lord. This special contribution will be considered as the equivalent of the offering which the farmer makes of new grain and wine. In this way you would also present the special contribution which belongs to the Lord from all the tithes which you receive from the Israelites. You are to give this special contribution for the Lord to Aaron the priest.”

From the above, it is clear that it was the Levites that were directed to pay a tithe they collected from the Israelites to the priest who represents God and not the people of Israel. It was these Levites that were being referred to in the book of Malachi as those who rob God. A thorough study of the book of Malachi would reveal that in those days the Levites were collecting the tithe from the people of Israel and not remitting a tithe of it to the house of God, hence Malachi’s statement which is now being quoted out of context..

To understand what tithe really means one would have to understand the social reasons and cultural/religious setting within which it was situated. This concept of tithes was properly explained in the bible as stated in the laws of the tithe which can be found in the books of Leviticus 27:30-34, Numbers 18:25-31 and Deuteronomy 14:22-29. Upon reading these passages one would understand what tithes really mean, but unfortunately most pastors prefer to neglect these passages that tell us the true meaning of tithes and emphasize on Malachi 3:8-10 which was directed to the Levites of that time to remit the priest’s share of the tithes they collected to him. It is worthy of note that Malachi does not even define what tithe is and how it should be paid.

The definition of tithes, as practised today, was manufactured by modern day pastors to suit their purpose as it is completely in contrast with what is in the bible and it only seeks to manipulate Christians to believe that God requests 10 per cent of their gross income from them.
So what is tithe and why did God request that it be paid to the Levities? The answer can be found in the following passages: Leviticus 27:30-32 which states that “one tenth of the produce of the land, whether grain or fruit belongs to the Lord. If a man wishes to buy back any of it he must pay the standard price plus an additional 20 per cent. One in every ten domestic animal belongs to the Lord. When the animals are counted, every tenth one belongs to the Lord.” And Deuteronomy 26:12 which states that “every third year give the tithe, a tenth of your crops to the Levites, the foreigners, the orphans and the widows, so that in every community they will have all they need to eat.”

The above quoted passages clearly tell us what tithe is and the reason why God directed the people of Israel to pay tithes. It is very evident that it was a social arrangement for the less privileged in the Jewish society of that time. It was also meant to take care of the Levites because they had no land or property of their own (today, pastors are amongst the wealthiest property owners in Nigeria). This social arrangement is obviously not relevant to us today. It also states that every third year is the year of tithing, not the weekly/monthly tithes being extorted from church members today.

Another passage illustrates the true meaning of tithes properly and also states clearly that tithe is not money. Deuteronomy 14:22-29 says: “Set aside as tithe a tenth of all that your fields produce each year then go to the one place where the Lord your God has chosen to be worshiped and there in his presence eat the tithes of your grain, wine and olive oil and first born of your cattle and sheep. Do this so that you may learn to have reverence for the Lord your God always. If the place of worship is too far from your home for you to carry there the tithe of the produce that the Lord has blessed you with, then sell your produce and take the money with you to the one place of worship, spend it on whatever you want ,beef, lamb, wine, beer and there in the presence of the lord you and your family are to eat and enjoy yourselves. Do not neglect the Levites who live in your towns for they have no property of their own. At the end of every third year, bring the tithe of all your crops and store it in your towns. This is food for the Levites since they own no property and for the orphans, foreigners and widows who live in your towns. Do this and the lord your God would bless you in everything you do.”

From the above passage, it is very clear that tithe is not money and it is not the exclusive preserve of the Levites (church). It was a religious practice in those days to give reverence to God and to celebrate God in his place of worship. The Levites were only included for the main reason that they had no land of their own and that reason is not relevant in today’s society. Yet some pastors would tell you that you are cursed and would not go to heaven if you don’t give them 10 per cent of your gross income. All this hypocrisy would not have bothered me if all the money being collected was being used to propagate God’s work. But the truth as we all know today is that this money is being used to finance lavish, flamboyant and exotic lifestyle that is unbecoming of a man who truly claims to serve God, as a pastor who is expected to be meek and humble like our Lord Jesus Christ was.

As a concluding part to this article, I would want to refer us to the book of Hebrews, which was written to the early Christians. This provides irrefutable proof that Christians are not meant to pay tithes as the priesthood of our Lord Jesus Christ does not require it.
Hebrews 7:5, says: “And those descendants of Levites who are priests are commanded by the law to collect one tenth from the people of Israel, that is from their own countrymen even though their countrymen are also descendants of Abraham.”

From this verse, we can jump to verses 11-13 which say: “It was on the basis of the Levitical priesthood that the law was given to the people of Israel. Now, if the work of the Levitical priests had been perfect there would be no need for a different kind of priest to appear, one who is in the priestly order of Melchizedek not of Aaron. For when the priesthood is changed, there also has to be a change in the law. And our Lord of whom these things are said belonged to a different tribe of Judah and Moses did not mention his tribe when he spoke of priests.”
The above passage is self-explanatory and it states clearly that the practice of tithing has no place under the priestly order of our Lord Jesus Christ. In fact, the passage suggests that the collection of tithes is belittling of the priestly order of our Lord Jesus Christ. It states that it is wrong for us as Christians to receive or pay tithes and is not relevant to us as Christians because we belong to a superior priestly order.

Once again, I would like to state that this article is not meant for us as Christians to revolt against the church or our pastors. It is just meant to establish the biblical truth about tithes and remove the yoke from people who labour to pay tithes–not required of them by God–while their pastors are living luxuriously. Today, many pastors see the church as their personal business and even fraudulent people are opening up churches so that they can have access to people’s tithes and use it for their personal comfort. I encourage all of us as Christians to remain vigilant and continue to serve God in truth and in faith to the glory of his holy name. Amen.

Another point of note is: how come out of the 613 biblical laws of Moses which were handed out to the people of Israel, it is only an adulterated version of the law of tithe that is still being practiced today, apart from the Ten Commandments? How come we are no longer required to offer burnt sacrifices? How come we no longer stone people to death for sinning? The truth is that only tithing was dug out of the laws of Moses because it presents material benefits to the collectors of tithes. Given that most Christians do not study their bibles and depend on their priests to guide them through, it was easy for pastors to pick a passage in the bible (Malachi 3 : 8-10),

quote it out of context and use it to manipulate the flock into parting with 10 per cent of their income. Furthermore, it is worthy of note that neither Jesus Christ nor any of the apostles ever preached about or collected tithe. In fact, in the bible, Jesus Christ only spoke about tithes in Luke 11:42 which states that: “But woe unto you Pharisees! For ye tithe mint and rue all manner of herbs, and pass over judgment and the love of God: these ought ye to have done, and not to leave the other undone.” Here we can see that Jesus Christ is rebuking the Pharisees for laying emphasis on tithes instead of the more important things of the spirit, like our pastors are doing today.
In Acts 15, we find outlined what the apostles all agreed was necessary for the newly converted Gentiles to practise, and by inspiration of the Holy Spirit of God, tithing is conspicuously missing. Yet, what is one of the very first legislated duties taught to Gentile converts by the Church today? It is that they must tithe their annual salaries to the Church. Where did this unscriptural law of Christian tithing come from?

Notice this telling bit of history from the Encyclopaedia Britannica (1963, volume 22, page 253, ‘TITHES’). “Tithes in Christendom—The earliest authentic example of anything like a law of the State enforcing payment appears to occur in the capitularies [Ecclesiastes] of Charlemagne at the end of the 8th or beginning of the 9th century. Tithes were, by that enactment, to be applied to the maintenance of the bishop, clergy, the poor, and the fabric of the church. In the course of time the principle of payment of tithes was extended far beyond its original intention. Thus, they became transferable to laymen and saleable like ordinary property, despite the injunctions of the third Lateran Council; and they became payable out of sources of income [not just farming and herding, but other trades and occupations and salaries paid in the form of money] not originally tithable.”
The Catholic Church knows its own history. Here is how tithing got back into the Church after being absent for nearly five centuries:

“As the Church expanded and various institutions arose, it became necessary to make laws which would insure the proper and permanent support of the clergy. The payment of tithes was adopted from the Old Law… The earliest positive legislation on the subject seems to be contained in the letter of the bishops assembled at Tours in 567 and the [canons] of the Council of Macon in 585.”—The Catholic Encyclopaedia.

They “extended” their base of tithe collecting to eventually include all forms of income. All Christian scholars know that although money was in wide use in ancient Israel, it was never a titheable commodity. But modern pastors don’t want tithes of goats or oil or corn, they want money–cold, hard cash! God has a word to the “shepherds of the sheep”, and it is the very same message that He had for the Levites in the book of Malachi. And it is this:

“My people have been lost sheep, their shepherds have caused them to go astray” (Jer. 50:6).
Were Israelites aware that they were being led astray by their spiritual leaders? Not most, and neither are Christians today aware that they are being led astray by their spiritual leaders.

The police said in Abuja on Thursday that two persons suspected to be behind an alleged attempt to kill the Chairman of African Petroleum Plc, Mr. Femi Otedola, and six directors of the company had been arrested.



Inspector-General of Police, Mr. Ogbonna Onovo, who disclosed this at a press conference, said the suspects were being interrogated by the police.



Onovo said that Otedola and the six directors were trapped in the lift at the AP Plaza in Lagos on July 25, while on their way to an emergency meeting of the board of the company.



The IG explained that Otedola and his team entered an empty lift, but were trapped for more than two hours.



Onovo, who addressed journalists at the Force headquarters through the Deputy Inspector-General, Force Criminal Investigation, John Ahmadu, said that three elevator engineers that examined the lift to ascertain the possible cause of the incident concluded that it was tampered with.



“The chairman was ushered into an empty lift with six other members of his team. Soon after they entered the lift, all the seven occupants were trapped for over two hours,” he said.



He explained that the experts, who inspected the lift, discovered that its safety switch was pressed down, leading to the halting of the facility and trapping of the AP chairman and the others for about two hours.



The suspects, according to the IG, were in charge of the lifts supplied by Otis Lifts Limited, and he gave their names as Celestine Ononobi and Moses Oluremi.



Otedola and the directors were to attend an emergency meeting of the board of AP where crucial decisions affecting the company were to be taken on July 25, 2010 when they were trapped in the lift.



The incident was believed to be in connection with the infighting among the management team, which resulted in the sacking of the managing director and the suspension of an executive director as well as the company secretary.



The case was being handled by the Lagos State Police Command before Onovo directed that it should be taken over by Force CID for diligent investigation.



He stated that the lift was powered by a 625KVA generator at the time of the incident and should not have had any problem, since it was installed barely one year ago and was regularly serviced by technical staff of Otis Lifts Limited.



He IGP said, “The technical experts who examined the lifts after the incident found out that the lift was tampered with because the safety switch was pressed down.



“The moment they depressed the switch, the lift started working again perfectly, indicating that the incident was an act of sabotage and an attempt to murder its occupants.”



Femi Otedola Goes into Exile as "attempt" on his life escalates literally




The crisis rocking the oil marketing firm, Africa Petroleum (AP), has led to the self exile of its chairman, Femi Otedola, NEXT has learnt.

Mr. Otedola, whose company, Zenon Petroleum and Gas limited, is the major investor in AP, is currently in England to avoid another attempt on his life. This is according to a senior official of AP who spoke to NEXT on condition of anonymity.

The businessman, who was named by Forbes magazine as being among the world's richest billionaires last year, first alleged threat to his life when an elevator in his company's headquarters malfunctioned mid-way with him in it.

The management of AP reported the incident to the police alleging sabotage with fingers pointed towards another senior official of the company Clement Aviomoh, who is the executive director, finance and information technology.

Mr. Aviomoh, in a press statement, however denied any involvement in the incident explaining that the incident was caused by the actions of Mr. Otedola.


"On the 5th of July 2010, there was a scheduled board meeting of AP Plc; the chairman stormed the venue with 150 armed mobile police men. He entered the lift with too many security operatives thereby overloading the lift. Thereafter the lift got stuck and we got a report from CFAO and the maintenance engineer that clearly stated that there was no foul play," Mr. Aviomoh stated.

Our source, however, said the police have concluded a forensic examination of the lift and it is clear that it was tampered with. According to the source the police will soon make public their findings and also effect the arrest of those implicated in the plot.

Conflicting police statements

NEXT could, however, not get an independent verification of the claim. In fact, the police yesterday gave conflicting reports on their investigation of the incident.

Emmanuel Ojukwu, the police public relations officer at the force headquarters in Abuja stated that though he was aware of the case, the matter was being investigated in Lagos and so was under the Lagos State Police command.

"It (the case) can be moved from Lagos to force headquarters, Abuja, but I am not sure it has been moved," Mr. Ojukwu said.

The Lagos police spokesman, Frank Mba, however, claimed ignorance of any investigations saying, I don't know anything about it; I don't have any information about it.

NEXT learnt that Mr. Otedola had expressed his distrust of the Lagos State police command, which made the police transfer the investigation to the force headquarters in Abuja.

While the police are being economical with the truth over their investigations, two members of the board of AP: Osa Osunde, the Vice Chairman; and Nebolisa Arah, a director; on Wednesday secured an injunction from the federal high court in Lagos restraining the Inspector General of police, the commissioner of police, Lagos State, and the Special Investigation Unit from "incessant invitation to the police station, threatening to arrest or further arresting, impeding the liberty ... of the applicant pending the determination of the application." The injunction was granted by O. Abang, the presiding judge.

The AP crisis was first brought to the fore in July last year when Access Bank, one of the company's creditors asked a court to wind up AP following its inability to pay its debt.

"The company is insolvent and unable to pay its debts. In the circumstances, it is just and equitable that the company should be wound up," a statement by the bank said.

Following Access Bank's statement, other creditors, as reported by NEXT on Sunday in previous stories, started asking for their money fearing the worst for AP. The company however challenged some of the banks including Access Bank of refusing to pay their own debt to the company.

Things got worse when Mr. Aviomoh, the finance director, alleged among others that "in 2009, African Petroleum plc made a loss of about N15 Billion, this was due to the fact that the Chairman's companies (Zenon Petroleum and Gas Company Limited, Platinum Fleet Limited and Fineshade Energy limited) started selling products to African Petroleum Plc at Higher prices than normal, at times higher than the retail pump price at gas station."

Mr. Aviomoh, who has now been suspended by the AP management, accused Mr. Otedola of mismanaging AP to the benefit of his own companies.

Our source in AP however said there is no truth in the allegation and that it is a campaign orchestrated by those who bought AP shares and have been unable to pay. ''They are angry that our Chairman is insisting on payment and want to damage him by peddling lies," the source said.

Meet the 'Michelin Baby': Chinese boy,

A Chinese baby has become so chubby he now weighs the same as a six-year-old child.

Ten-month-old Lei Lei has been nicknamed the ‘Michelin Baby’ after tipping the scales at a whopping 20kg (3.1 stones).

According to his mother, Cheng Qingyu, her son was a normal weight at birth, but thanks to his ravenous appetite he has steadily ballooned since.Chubby chops:

That accolade goes to Karan Singh, of Meerut, in India, who weighed an astonishing 3 stone 7lbs at the same age.

Weighing in at a hefty three and a half stone and standing 3ft 2in tall, 10-month-old Karan Singh is a giant among babies.

But her son's size is no surprise to his mother Svetlana - who at 7ft 2in is Asia's tallest woman.

The delighted mother, who is an inch taller than basketball star Shaquille O'Neal, hopes her giant baby will grow up to become the tallest person in the world.


Speaking in the family's modest home in Meerut, on the outskirts of Delhi, India, Svetlana told how the hungry boy needs feeding an astonishing 20 times a day.

"He just doesn't stop eating and never stops growing," she said.

"He is only ten months old and wears clothes designed for five-year-olds. Karan has never fitted into baby clothes.

"Even when he was first born he was 2ft 2in tall and was the same size as a normal two-year-old."

Svetlana's husband Sanjay, who at 6ft 6in has to look up to his wife, hopes his son's height will help him become a basketball player so he can study in America.

"Both sides of our family are very tall - my father is 6ft 5in and Svetlana's father is 6ft 7in - so Karan could not really have been born any other way," he said.

Despite being proud of their size the family admit it can cause problems.

Travelling in buses and cars is almost impossible because both husband and wife have to stoop to fit in.

And shopping becomes an ordeal as hordes of curious onlookers gather to stare at the couple and their giant baby.

"Despite his size everyone treats Karan normally because he is such a happy baby," said Sanjay.

"People who don't know us stare initially but Karan always wins them around with his smile and personality.

"He has a very jolly nature. He laughs and giggles a lot and has already started walking. The amount of food he demands must give him extra energy because he is very strong."

The couple, who are both doctors of naturopathy, a holistic medicine, met at university where their size immediately attracted them to each other.

"I was unsure if I would ever find a wife to match my height, but as soon as I met Svetlana I knew we would make a great couple," said Sanjay.

"I dream Karan will become a doctor like his parents. Perhaps his size will help him - we would love to send him to study in the US and he would be naturally gifted at basketball.

"We hope an American college might take him because he will be so tall."

To former vicar Colin Coward, it is nothing short of a marriage made in heaven. But the 65-year-old is expected to raise a few traditional eyebrows when he walks down the aisle with the man in his life – a 25-year-old Nigerian model called Bobby.

Mr Coward and his African partner are due to hold a civil partnership later this year, followed by a service at the vicar’s church, St John the Baptist church in Devizes, Wiltshire.

The couple met at a Christian conference three years ago, and are planning to make their relationship official in a few weeks’ time.

This is expected to be a formality but the ‘marriage’ cannot go ahead until permission is granted. Mr Egbele, who will then become a British citizen, said yesterday: ‘I’m excited about the wedding and that people are interested in it.

Mr Coward, a former architect and now a gay campaigner, met Mr Egbele in 2007 at a Christian conference in Togo, West Africa, and the pair got engaged earlier this year.

The men are due to ‘marry’ on October 9 at the Register Office in Devizes before having a service at St John the Baptist church.

However, the service will not be a blessing, which is forbidden by the Anglican hierarchy for homosexual couples. But Stephen Green, director of campaign group Christian Voice, yesterday described Mr Coward’s marriage ‘an abomination before God’.

Mr Green added: ‘Mr Coward is just an emotionally disturbed man trying to inflict his predilections on the rest of the Church I fail to recognise him as a Christian because he doesn’t keep the commandments of Lord Jesus.’ A spokesman for the Diocese of Salisbury confirmed it has permitted the service to go ahead but described it as ‘separate’ from the civil ceremony.

Ex chief judge, Belgore, dies at 76


A Large crowd witnessed the interment of the late Justice BabatundeMahmud Belgore at his Isale_Koto, Ilorin, family house. The latejustice was buried according to Islamic rites late Friday afternoon.

The former Chief Judge of the Federal High Court who died early in the hours of Fiday at his residence in Lagos at the age of 76 was flownto Ilorin for the burial.

Announcement by the family members yesterday afternoon, said the late legal luminary died after a protracted illness. Family sourcesrevealed that the former chief judge died from multiple organ failureat the St. Nicholas Hospital in Lagos as a result of diabetes.

He is survived by several children, four of them lawyers, one of whom is Dele Belgore, SAN.

Justice Belgore was the longest serving Chief Judge of the Federal High Court from where he retired. Justice Belgore was appointed thefourth Chief Judge of the Court on September 22, 1988.

Kwara state governor, Dr. Abubakar Bukola Saraki, described his death as a monumental loss to Judiciary and Nigerians.

This was contained in a press statement issued by the Chief Press Secretary to the Governor, Alhaji Mus’ud Adepimbe.

The governor said the late Justice Belgore died when the nation needed him most, and that his contributions towards the growth ofJudiciary in the country will always be remembered.

“The governor, the people of Kwara state and the nation in general have lost somebody that will never be forgotten in the history ofJudiciary and the country,” added the statement.

Chairman, Nigeria Bar Association of Nigeria(NBA), Kwara state chapter , Barrister Salman Jawando, in his reaction described his deathas a great loss to the law profession in the country.Former Presidentof the Nigerian Bar Association, NBA, Mr Olisa Agbakoba, SAN, saidBelgore was a “Great Jurist who extended foundation of the modernFederal High Court laid down by Anyaegbunam CJ.”

Another legal practitioner in Ilorin, Mr Rasaq Gold, said: “Mahmud Belgore was a principled man who lived his life for humanity and forthe rule of law. He was a detribalized Nigerian, whose interest was toensure that justice is done accordingly.”
Belgore was appointed the fourth Chief Judge of the court in 1988, and retired in July 2001.

The failure of the Federal Government and the Power Holding Company,PHCN, to provide sustainable power to the people has pushed about 60million Nigerians into generating their own power.

The cost of this self power generation through the fuelling of all manner of generating sets is put at a staggering N1.56 trillion($13.35bn) annually.

This is aside from the N97.2bn the manufacturing sector also spends yearly to power their plants, with attendant high cost of productionand equally high cost of goods and services.

Making the disclosure in Lagos on Thursday, the Governor of the Central Bank of Nigeria, CBN, Mallam Sanusi Lamido Sanusi, noted thatpower challenges have contributed to frustrating Nigeria’s economicdevelopment.

Mallam Sanusi, who spoke at the August Conference on ‘Gas to Power: Prospects and Challenges’ organized by the Nigerian Association ofEnergy Correspondents, NAEC, expressed concern that Nigeria ranks theleast in per capita energy, even as energy development is key to rapideconomic development.

“Increased provision and use of energy services, is an integral part of economic development,” he said.

The CBN governor, represented by his Deputy Governor (Financial System Stability), Dr. Kingsley Chiedu Moghalu, quoting the UnitedStates Central Intelligence Agency World Fact_Book reports, said, “onper capita electricity consumption in kilo_watt hours (kWh) for 2009,which ranks Nigeria 178th with 106.21 kWh per head, far behind SouthAfrica (4,921.26), Libya (3,281.87), Iraq (1,377.75), Gabon (900.00),Ghana (283.65), Cameroon) (176.01) and Kenya (124.68). This is indeedvery disturbing.”

Furthermore, he said that other challenges such as “the transmission and distribution networks which are poorly maintained and inefficientlyoperated making it difficult to move power from generation sites toconsumption points. The low tariffs coupled with high level of lossesin the system points to the fact that the sector is not financiallyviable.”

He said that these very disturbing factors caused the Central Bank’s recent intervention in the power sector to ensure that Nigerians getcritical services from the energy sector.

Sanusi explained that the CBN’s intervention “is derived from the desire to use monetary policy to fast_track economic growth and createjobs. In other words, to ensure that Nigeria has an electricity supplyindustry that can meet the needs of its citizens and power our economyinto the 20 top economies of the world by the year 2020.”

A cholera outbreak in 11 Northern states has killed 231 people thisyear and infected more than 4,500 others, the country’s chiefepidemiologist said on Friday.

Neighbouring Cameroon has been suffering its worst epidemic of cholera, a disease generally spread through food and water contaminatedwith bacteria, since 2004 and there had been fears that the outbreakcould spread into Nigeria and Chad.

“Recent cases are mainly from the northeastern part of the country,” said Dr Henry Akpan, head of epidemiology in Nigeria’s ministry ofhealth, adding that 4,665 cases had been recorded in Africa’s mostpopulous nation since January. Nigeria is also fighting a measlesepidemic.

The disease, characterised by a high temperature and red spots on the body, has killed more than 1,400 people in Africa this year in someof the most serious outbreaks seen for a decade.

Health Minister Onyebuchi Chukwu said Nigeria had confirmed 4,771 cases in 2010, a ten_fold increase on the same period last year. Hesaid government would provide N2.1 b ($14 million) of vaccines andsyringes to combat the epidemic.

A six member gang suspected to be armed robbers has raided SaintTheresa Catholic Parish in Naka, Gwer West Local Government Area ofBenue State few hours after N3 million was raised by the church at aSpecial Thanksgiving Service held in honour of Governor Gabriel Suswam.

Saturday Vanguard gathered from a source that the gang members who were well armed stormed the Church premises late into the night afterthe service, shooting sporadically in the air to scare inhabitants ofthe community.

They were said to have gained entrance into the residence of the Parish Priest, Rev. Father. Thomas Orhena, in search of the N3 milliongenerated at the Thanksgiving service.

Luckily, the parish priest had removed the funds from the church and travelled out of the parish at the time of the attack, but his servantswere not lucky as they were attacked by the invading assailants.

A Dogs Life

This is a sad story but there is a very good lesson to be learned from it.

There is a woman who had a faithful dog. This dog was so faithful that the woman could leave her baby with it and go out to attend other matters. She always returned to find the child soundly asleep with the dog faithfully watching over him. One day something tragic happened.


The woman as usual, left the baby in the "hands" of this faithful dog and went out shopping. When she returned, she discovered rather a nasty scene. There was a total mess. The baby's cot was dismantled and his nappies and clothes torn to shreds with bloodstains all over the bedroom where she had left the child and the dog. Shocked, the woman wailed as she began looking for the baby.


Presently, she saw the faithful dog emerging from the under the bed. It was coveredwith blood and licking its mouth as it had just finished a delicious
meal. The woman went berserk and assumed that the dog had devoured her
baby.
Without much thought she clubbed the dog to death. But as she continued searching for the "remains" of her child, she beheld another scene.


Close to the bed was the baby who, although lying on bare floor, was safe. And under the bed the carcass of a jackal torn to pieces in what must have been a fierce battle between it and the dog which was now dead. Then the reality hit the woman who now began to understand what took place in her absence.


The dog fought to protect the baby from the ravenous jackal. It was too late for her now to make amends because in her impatience and anger, she had killed the faithful dog. A dog deserving praise and adoration that fought to save the life of her dear beloved child received death in return. How often have we misjudged people and torn them to shreds with harsh words and even with physical assault before we have had time to evaluate the situation? It is called the sin of presumption. Presuming things are one way without taking the trouble to find out exactly what the situation really is. A little patience can drastically reduce major life long errors.

TALKING POINTS
There was some symmetry in the two meetings between Chelsea and Wigan last
season - up to a point at least. Both home sides were leading 1-0 when
a key opponent - 'keeper Petr Cech
at the DW, defender Gary Caldwell at the Bridge - were shown a red
card. Within minutes of both incidents the visitors had conceded two
goals and were a man short.

The Latics clung on to their 2-1 lead against Chelsea's increasingly desperate attack before stinging the Blues with a breakaway third to
earn their first-ever victory over one of the Premier League's 'big
four.'

In the return, Carlo Ancelotti's men built extravagantly on their 2-0 foundation, running up an 8-0
tally on the last day of the season. Surely that will remain the most
emphatic way the title was won for a long, long time.

KEY STAT
Chelsea's all-time record league win was the 8-0 against Wigan at Stamford Bridge in May.


The troubled Latics must be wary of further humiliation. Following last weekend's action, on the two most recent league results,

Nigeria employment crisis worsens

ABUJA—NATIONAL Economic Management Team, NEMT, and the World Bank, yesterday, endorsed a pact with stakeholders in the public and private sector to stem youth unemployment in the country.Meanwhile, the World Bank has observed that Nigeria was facing an urgent job challenge, in spite of noticeable growth in the national economy.A Private Sector Development Specialist with the Bank, Mr. Richard Sandall told Vanguard: “About a quarter of working_age citizens are not in the labour force at all. Only around 10 percent of the labour force is in formal waged employment, with the rest in the low paid, insecure informal sector.“Despite its riches from oil and growing economy, waged employment in Nigeria is actually falling. Only with job growth can Nigeria meet its commitments to poverty reduction, and its Vision 2020 objectives.”He said the NEMT’s ‘Growth and Employment Pact’ was a recognition that more can be done to boost employment, especially in sectors that have great promise for the country, adding: “The pact is an opportunity for key job creating sectors of ICT, construction, entertainment, tourism, and meat and leather; to identify the barriers of growth, and to work together with Federal and state governments to unleash their full potential.”On his part, the Minister of Finance, Mr. Olusegun Aganga, declared the readiness of the team to address “the paradox of a growing GDP at the same time as we are witnessing growth in unemployment, which is most severe on youth in urban areas.”He noted that the event was unique because “it is the first time we have brought key stakeholders in five sectors of our economy together with the public sector to discuss the barriers to growth and to agree on a pact on what each party has to do to improve the business climate and grow the economy and create jobs.Assessment of progress“The pact will be monitored to ensure that each party delivers and in the coming months we plan to meet to assess progress made.”The minister said real GDP had been strong for each of the last five years, measuring at six percent or higher each year between 2005 and 2009. He noted: “However in the same period, the national unemployment rate has risen annually, from 11.9 per cent in 2005 to 19.7 per cent in 2009, according to the National Bureau of Statistics.President Goodluck Jonathan, has made it absolutely clear that this is unacceptable.”Aganga observed that in the last few months, the NEMT had consulted with various business leaders in various sectors of the economy as well with the development financial institutions such as the World Bank, focusing on how to support growth that was rich with job creation opportunities.He said the sectors were chosen because they “are sectors of our economy that already enjoy a high rate of growth in spite of the infrastructure and other challenges (leather is consistently one of the country’s highest non-oil exports); and they are centred in key economic clusters such as Lagos (construction), Kano (leather), Abuja (ICT) etc;“Also, they have long local value chains meaning that they are high employers of labour and have relatively high multiplier effects on the rest of the economy. They are also sectors that are particularly sensitive to government and private sector policy intervention matrix where some actions are best done by government alone.“This is the solution that will ensure that when the 2010 unemployment rates are calculated, we will experience a drop in the unemployment rate for the first time in five years.”Meanwhile, the Lead Economist of the World Bank, Mr. Volker Treichel, who spoke at the forum, said that more than 40 percent of youth in the country were unemployed, a situation that had made the country a hot-bed for youth restiveness.He said: “Youth unemployment is rising in the country causing unrest and other social problems. Growth has not been in line with the aspirations of the people and has not been driven by higher productivity.”He noted that since 2003, non_oil growth has “doubled to about seven percent from 3-4 percent during the previous five-year period,” adding, however, that “public perception is that there has been little job creation.”

ABUJA—AS the nation anxiously awaits the decision by President GoodluckJonathan whether to contest the presidential elections or simply stepaside, elders and leaders of the South East and the South Southgeo-political zones of the country, yesterday, in Abuja vowed to worktowards the actualization of President Goodluck Jonathan as Presidentin the 2011 elections.

Just as representatives of the geo-political zones were meeting to concretise their work plan, leadership of 1,027 groups supporting the2011 presidential ambition of President Jonathan, urged the Presidentto declare his intention to run for next year’s presidency immediately.

The leaders of the South East and the South South geo_political zones met for over six hours at the Asokoro residence of former FederalCommissioner for Information, Chief Edwin Clark under the aegis of“South_South Elders and Leaders Forum and Representatives of theSouth_East”.

They said it became imperative for them to “give attention more to the issues that unite the people of the South_East and South_Southgeo_political zones who live contiguously than the issues that divideus because there is no ocean without debris”.

In a communiqué issued at the end of the meeting, the groups also agreed to “Continue consultations at a wider forum to address, onsustainable basis, issues of common interest to both geo_politicalzones; continue to work together to seek the support and endorsement ofthe entire South East zone for the actualization of President GoodluckJonathan, GCFR, in the 2011 elections.”

It said the groups would continue to “hold a meeting of the elders and leaders of the South_South and South East geo_political zones at ano distant date in the South East to discuss core issues such asmarginalization, loss of jobs, creation of states and 2015 presidency”.

The communiqué was signed by former Minister of Education, Mrs Chinwe Obaje, ex_Military Governor of Akwa Ibom State, Air CommodoreIdongesit Nkanga, former Minister of Health, Professor I. C. Madubuike,Engr. Francis Orji. Dr. Osita Ngwu, Senator Chris Ukpabi; Chief RichardLamai, Professor B.I.C. Ijomah; Brigadier General S.E. Oviawe and ChiefAyakeme Whisky.

The meeting which was also attended by Chief Willy Okeke with former Governor of Bayelsa State, Chief Diepreye Alamieyeseigha, had notablepoliticians from the East such as former Senate President, Ken Nnamani,ex_Governor Chukwuemeka Ezeife, Chief Simon Okeke, Chief EmmanuelIwuanyanwu, Senator Ben Obi, ex-Governor Achike Udenwa, Senator UcheChukwumerijie, Professor Alphonsus Nwosu, Senator Ifeanyi Ararume,among others.

Candidate for election

It would be recalled that the South East zone had, Monday, at a meeting held in Enugu unanimously endorsed President Jonathan as itsPresidential candidate for the election.

The Communiqué read in part, “that there has been a long standing relationship of mutual cooperation, common bond, common support andcommon understanding between the peoples of the South East andSouth-South geo-political zones right from pre_independence days.

“That since the end of the civil war in 1970, certain happenings in the country appear to suggest that some people in the country aredoomed to play the second fiddle in perpetuity and that relics of grossinjustice and inequity still pervade our polity.
“That the high level deprivation and poverty prevalent in the countryparticularly in the rural communities of the South_South geo-politicalzone where oil and gas resources are explored and exploited to producethe wealth of the country is a product of deliberate policy ofjettisoning the principle of federalism which was practiced at thebirth of the Nigerian federation.
“That as creatures of God, all men are created equal and therefore noone is and should be regarded inferior to the other. That it is onlyunity of purpose and common understanding that would guarantee freedomand equal opportunities for all oppressed people of this country.
“That consultations and permutations for the emerging politicaldispensation in 2011 may not have sufficiently recognized thecontributions of the South_East during the constitutional crises thatfollowed the indisposition of late President Umaru Musa Yar’ Adua inNovember, 2009.
“That the emergence of President Goodluck Ebele Jonathan, GCFR, asPresident of the Federal Republic of Nigeria is a divine call to serve.
“That there has been substantial improvement in electricity powersupply and stability in the supply of petroleum products sincePresident Goodluck Jonathan mounted the saddle of leadership.
“The Consultative Meeting resolved to give attention more to the issuesthat unite the people of the South_East and South_South geo_politicalzones who live contiguously than the issues that divide us becausethere is no ocean without debris.”

1, 027 groups urge Jonathan to declare

Leadership of about 1,027 groups supporting the 2011 presidential ambition of President Goodluck Jonathan, yesterday, urged the Presidentto declare his intention to run for next year’s presidency immediately.

The coalition, which said that President Jonathan was the most qualified person for the office, also hinged its argument on the factthat he has not only performed well in office but had also made sincereefforts in addressing the challenges facing the country.

A communiqué issued at the end of the groups meeting, and signed by Alhaji Ahmed Ali Gulak, said the groups resolved to commence rallies inall the six geo-political zones and to fund a grand rally in Abuja toensure that President Jonathan declared early enough.

The communique said the groups fused together to present a common front to drag President Jonathan into Presidential race in next year’selection.

The communique stated: “An appeal is humbly made to Dr. Goodluck Ebele Jonathan to please urgently declare his intention to contest the2011 Presidential election based on his performance and sincere andcommitted efforts to address challenges facing our country.

“The 1, 027 groups expressed their unflinching loyalty to President Jonathan and promise to rededicate their support and commitment in themarch to move Nigeria positively forward.”

Gulak said the groups had been constituted into a central coordinating committee and six sub-committees in the six geo-politicalzones to harmonize their working relationship.

He added that the group also berated northern elder statesmen who were insisting that the North should complete the remaining tenure oflate President Umaru Yar’Adua, by virtue of zoning.

Gulak said the groups urged Adamu Ciroma to give the northern youths a chance to present Goodluck Jonathan, adding that Jonathan was poisedto deliver services the nation had been denied in the past.

Minister of the Federal Capital Territory, FCT, Alhaji Bala Mohammed told the groups that from the President’s achievements, he nowrepresented the new face of politics in Nigeria.

He said: “The issue of religion should not be at play in selecting our leaders. Jonathan is the realization of the aspiration of ourfounding fathers, he is a Nigerian par excellence.

We are not antagonistic of those who want to run for the Presidency. We can’t denounce them; but they should give us the opportunity toconvince them to join us.

All that glitters is Goldie

Much can be said about Susan Harvey a.k.a Goldie, one of the very few Nigerian female pop vocalists around. While the press and tabloids seem to focus on her ‘Victorian costumes and infamous eyelashes,’ surprisingly, fans have over time chosen to embrace her very daring musical style with many describing her as ‘bold’.

When she hit the scene in 2007 with the single “Spin Me” and an accompanying video, it elicited comparisons ranging from her idol Madonna to Amy Winehouse. However, judging from the response, it was pretty obvious that Nigerians were not quite ready for her style of music. “When I recorded the ‘Spin Me’ video, MTV base loved it but Nigerians were not crazy about the track; people were like ‘why does she like these outfits?’ So it was a bit difficult,” she remembers. “Then I did ‘Shift’ and took it to the next level. I went all out and said let me just do the outfits and the response was too much. People were like this is something new from a female artist. Of course there were other female artists but my style was unique. I am a contemporary pop artist with a blend of Afro-Hip-Hop sound.”

Shifting focus

Realising that appreciating her music had become even more difficult as time went by, she decided to record ‘Nothing Has Changed’ and toned it down because “I wanted to be simple. ‘Nothing Has Changed’ spoke of my feelings of satisfaction. People [still] love it.” The video for ‘Nothing Has Changed’ featured a lot more dynamic urban backdrop, luxury shots with champagne popping and boat cruises; a shift from her other videos.”

On this day she isn’t sporting her signature long eyelashes and also has on very subtle makeup as well as a wicked micro mini skirt, prompting me to ask if she has rebranded. She bursts out laughing and says, “I don’t think I have changed that much. I no longer wear the long lashes and the makeup is a lot less. I discovered that after I started wearing long lashes a lot of artists began wearing them in their videos and I thought it’s a new year that I could be more creative than all that.”

Now you know

With the release date of her highly anticipated debut album drawing near, the leggy singer who recently signed with Kennis Music has a controversial song and video titled ‘You Know it’ whose Yoruba chorus translated to English means “I can take your man.” Shedding light on the inspiration behind the song which featured eLDee she said, “We (Kennis Music artists) were in Abuja for lunch and while we were talking, Kenny Ogungbe went out and then Eedris started saying, ‘you are a bad girl, you should sell badness because everyone wants the bad girl. You are a “Gb’oko lowo e” girl. Kenny came [back] asking who Eedris sang the song for and he was told I was the one. He compelled me to sing the song.”

Visibly happy with the video’s reception since its release, the singer says she isn’t in any way bothered by the negative comments “I was not referring to anyone [in particular] contrary to what some people think but at the same time, maybe I was referring to someone (laughs) and she knows herself.”

Entertainment fanatic

When not busy in the studio, the University of Sunderland, Business Management graduate is involved in other entertainment projects. “I love writing.

The other day, I was in a stage play titled Peace of the Grave Yard. It was a Black Image production. I love the general process of entertainment and embodying a character like what I am doing right now is my passion.”

With a September release date for her album already set, the Ekiti state born singer is yet to come up with a title. “My fans say I should call it Duchess but my management say I should look for something more simple like Goldie.

All tracks are ready but we just want to streamline and get it all tight. I don’t want it to be like other Nigerian albums; I want all my songs to be classic!”

LAGOS—CENTRAL Bank of Nigeria has directed banks operating in thecountry to immediately set machinery in motion to implement a Nigerianuniform bank account number standards.

The CBN which gave the financial sector a mandate of nine months to realise this, explained that the new measure was designed to enhanceFederal Government policy of automated direct credits in which paymentsare made through direct transfer to beneficiaries’ accounts in theplace of cheque payment.

Vanguard gathered that the policy which started, January 1, 2009, has led to an upsurge in the volume automated direct credits at thebankers clearing house.

The CBN said that before arriving at the decision, it consulted with three major providers of Core Banking Applications in the bankingsystem to ascertain the feasibility of a uniform account numberstandard and the feasible implementation modalities.

It said that based on the technical advice obtained, it mandated a period of nine months for full compliance by the banks, adding thatcompliance monitoring by the Payments System Policy and OversightOffice would commence six months from the release date of the document.

CBN said: “All banks are expected to submit their comprehensive migration plans to the Central Bank of Nigeria one month from therelease date herein. Any infractions to the dictates and stringenttime-lines provided in this document shall attract severe sanctions asmay be determined by the Central Bank of Nigeria from time to time.

“The Bankers Clearing House has witnessed an upsurge in the volume of automated direct credits cleared through the system since February,2009. This resulted from the directive of the Federal Government to theeffect that all Ministries, Departments and Agencies of the FederalGovernment should replace all forms of cheque payments with electronicpayments as from January 01, 2009.

“As the ACH volume increased, so have complaints of banks and bank customers resulting from the incidents of abuse of the clearing system.Such of the complaints include: delayed presentment of customers’instructions in the clearing house; delayed application of inwardautomated direct credits items by some banks; late return of un-appliedinward ACH items; application of inward ACH items to wrong accounts;bank customers quote account numbers wrongly.

“CAWG observed that many of these complaints are traceable to the non-uniform structure of bank account numbers among Nigerian banks. Forinstance most ACH beneficiaries quote their bank account numberswrongly while providing such account numbers to their employers, inpreparation for electronic means of salary payment.

When this happens, both the employer and the presenting bank would not be able to validate such accounts before presenting such paymentinstructions through the Automated Clearing House.

“A uniform account number structure scheme would enable both the employer and the presenting bank to validate account numbers and thiswould greatly reduce: the volume of items returned un-applied due towrong account numbers; the incidence of posting to wrong accountnumbers, by the receiving bank; the incidence of delayed presentment ofoutward ACH items.

Presently, most banks use days to cross-check, validate and correct account numbers before presenting ACH items through the AutomatedClearing House; the incidence of delayed application of inward ACHitems.

“Most banks expend a lot of energy and time to correct account numbers before uploading inward items just because their core bankingapplications work with too long bank account numbers. We are of theopinion that if the Nigerian banking industry implements a Uniform BankAccount Number scheme, then many of the electronic payment problems wecurrently experience would be resolved and banks would experiencereduced cost of operations and increased efficiency of ACH processing”.

The CBN directive added: “In the course of our study and deliberations, CAWG discovered that Uniform Bank Account Number schemeis best practice. The proposed NUBAN is a 10-digit Bank Account Numberformat, with the following structure: 999999999 – Account Serial Number9 – A Check Digit constructed to support a modulus check, which enablesthe presenting bank to perform checks.

The Check Digit is derived from an algorithm that operates on a combination of the three-digit CBN-assigned Bank Code and thenine-digit Account Serial Number.

Customer records database

“Every bank is required to create and maintain a NUBAN code for every customer account (current, savings, etc) in its customer recordsdatabase, and the NUBAN code should be the only Account Number to beused at all interfaces with a bank customer.

We expect every bank to maintain their present Account Numbers and use them for their internal operations only as from the effective dateof NUBAN, but every such account number would have to be mapped to aNUBAN code as an Alternate Account Number.

“The bank customer should be provided with only the NUBAN code which he/she would use as a means of account identity at every interactionwith the bank. The onus lies on the bank to map such NUBAN codesupplied by the customer to the relevant internal account number withinthe bank’s technology system.

A 10-digit account number is simple and can easily be managed by bank customers. NUBAN frees bank customers from the risk of quotingaccount numbers wrongly – a risk that is higher with account numbers oflonger digits.

“The NUBAN shall be used in ACH operations. Every payer shall obtain the three-digit Bank Code and a 10-digit NUBAN code from the payeewhenever ACH payments are to be set up; the Payer’s bank shall ensurethat all payee accounts supplied by the payer conform to NUBANstandards.

The Payer shall validate the check digit of the NUBAN code of every electronic payment instruction, and only instructions with valid NUBANcodes shall be presented in the Automated Clearing House; the receiving(Payee) Bank shall upload inward ACH payments based only on the NUBANcodes of each payment instruction; such upload programme/software shallvalidate the check digit (10th digit) of the NUBAN code in the uploadprocess.

All inward items with invalid NUBAN codes shall be returned unapplied, and the receiving bank shall not make any manual effort tocorrect such records. d) The Account Number field in the MICR codelineof cheques shall contain only the NUBAN code.”
