The Palace of Benin Kingdom on Monday gave the Esama of Benin, Chief Gabriel Igbinedion, one week within which to show remorse by apologising to the Omo N’ Oba, Uku Akpolokpolo, Oba Erediauwa for his sin against the palace.advertisementPublic Relations Consult to the Oba of Benin, Obi (Dr.) Martha Dunkwu, conveyed the palace position on the face-off between the palace and Igbinedion during the quarterly media briefing with the Benin monarch.Igbinedion, who was suspended from palace functions 18 months ago by the Benin Council of Chiefs over allegation of parading himself as the Oba of Benin outside the shores of the country among other offences, was advised to do the right thing by going through the palace chiefs to apologise to and seek forgiveness from the Oba.In the same vain, the Independent Television station (ITV) owned by the Igbinedion was asked to also tender unreserved and unconditional apology to the Oba of Benin for allegedly despising the Oba of Benin.The palace also on Monday asked the Benin Market Women Leaders Association led by one Mrs. Josephine Omoregie, to come to the palace of the Oba and tender apology to the monarch over their conduct and utterances at the palace ground two weeks ago.The women were said to have protested to the palace in their bid to seek forgiveness for Igbinedion by the Benin monarch.Their action, which was given wide publicity in electronic media reportedly, angered the palace, which had queried the behavior of the women.Meanwhile, chairman of the Edo State Council of the Nigeria Union of Journalists (NUJ), Friday Obanor, however tendered apology to the Oba over comments he reportedly made in electronic media when the market women protested to the palace.Reports had it that journalists who had gone to the palace to cover the protest were restricted by palace security, but the NUJ chairman reportedly berated their actions, which were said to emanate from palace authority.The comments of the NUJ chairman on television, it was learnt, angered the Oba of Benin.Consequently, the palace on Monday during the parley demanded apology from the NUJ Chairman and he was subsequently forgiven by the Oba.Vice Chairman of the Edo NUJ, Ms Flora Bassey, who stood in before the arrival of the chairman, had earlier urged the Benin monarch to continue his good relationship with journalists in the state, noting that no other traditional institution in the country was doing what the Oba of Benin was doing to journalists in hosting them quarterly for the past 11 years.

China sentences 6 to death - For shipping fake drugs to Nigeria
For shipping fake anti-malaria drugs to Nigeria, the Peoples Republic of China, has sentenced six of its nationals to death, the Director-General of the National Agency For Food, Drug Administration and Control (NAFDAC), Dr. Paul Orhii, has said.
The NAFDAC boss, therefore, canvassed for a life sentence for all drug peddlers in Nigeria, as was the case in China and other countries in Asia, adding that the agency was tightening the noose round drug traffickers as part of efforts to reposition the agency for more efficiency.
Dr. Orhii spoke at a five-day strategic planning retreat for NAFDAC staff in Kaduna, saying that while other countries like India and China were in the vanguard of waging war against drug traffickers, Nigeria, which had assumed the toga of a “dumping ground” for manufacturers of fake drugs was fighting the war with levity, due to weak legislation.
According to him, it is so paradoxical that Nigeria which is at the receiving end of fake drugs is so lenient in terms of law, adding that NAFDAC was planning to review the existing law in its quest to fight the war against drug trafficking in the country.
Already, he added, NAFDAC was in contact with some legal luminaries and human rights activists in order to review the law establishing the agency.
He said the law which had the blessing of the National Assembly once passed, would make drug trafficking a non-bailable offence, just as an offender risked going to jail for life.
“We are going to implement severe punishment like in India and China,” he said, adding that apart from the jail term, offenders, when caught would have their assets confiscated and proceeds from the sale of the assets would go to victims.”
“Those people in China are facing death penalty. The India parliament also passed a law for manufacturing of counterfeit drugs. It will be difficult for Nigerian drug traffickers to go to India. In China, it is even worst the counterfeiter will be facing death penalty,” he said.
“For the first time, we have achieved tremendous progress in our campaign against fake and counterfeit drugs and today, most of the culprits are being brought to justice.
Today, six people are facing cases on death penalty, while those people traced to India will also risk life jail sentence”.
Orhii further argued that it was time the government strengthened its own laws against the importation of counterfeit drugs, stressing that “it is paradoxical that Nigeria which is at the receiving end is lenient in terms of laws against fake and counterfeit drugs.”
He said NAFDAC would collaborate with India and China in the fight against drug trafficking in such a way that going into these countries to manufacture fake drugs or to import it into Nigeria would be very difficult.

Yejide Gbenga-Ogundare and Omankhanlen Odidison report the plight of a bank customer who alleged that fraudsters stole money from his account with Automated Teller Machine while the bank claimed innocence.

THE increasing cases of fraud perpetrated through automated Teller Machine (ATM) have been causing sleepless nights to virtually all security outfits in Nigeria, bank executives, and especially ordinary Nigerians, operating accounts in various banks.
All efforts towards eradicating this crime by banks and security personnel in the country have proved abortive while the problem has defied all solutions proffered by professionals. As a result, ATM fraud continues to thrive in the country.
Another disturbing aspect of ATM fraud is the allegation that it could not be possible without the connivance of insiders in the banks, but the link has so far not been authenticated. Also, many syndicates said to have been apprehended by security operatives never paid back what they stole.
Many victims have, as a result of this, taken ATM fraud as personal issue to be resolved by individuals involved in the way they deem fit.
Akintayo Afolabi Akinbode is one of those victims who had decided to take legal action as a means of recouping his stolen money. What was his solution? He decided to go to court, based on his belief that the bank cannot claim innocence of the fraud perpetrated on his account which he operates in one of its branches in the state.
Meanwhile, the lingering altercation between Mr. Akintayo Afolabi Akinbode and Sterling Bank over the unauthorized withdrawals from his account via ATM, has continued unabated with the bank keeping mum.
Efforts by the Nigerian Tribune to get the bank’s officials to react to this development proved abortive as they refused to comment.
Narrating his ordeal to the Nigerian Tribune in Lagos, Akintayo said, a total sum of N1,630, 300.00, was withdrawn from his account No – 226/20449/110 domiciled in Ikoyi branch of the bank between 18th May and 26th June this year, without his knowledge or notice, stating that efforts to get the bank to redress the anomaly proved abortive.
According to him, he operated two accounts at the Ikoyi branch of the bank and was last year issued two ATM cards, though he did not request for any, stating that when he tried to activate the cards, the activation process failed, and he immediately notified the bank.
He said that since the cards could not be activated last year, he had neither reactivated nor used it to make withdrawals from his accounts.
He further explained that any withdrawal of money that were in excess of N100, 000 from his account were always confirmed through a phone call to him or his wife by one Mrs. Sherifat Adediwin, through mobile phone number 08025019938 or 01- 7301077 before such payments were made. He is still wondering how the said amount was withdrawn from his account without his knowledge.
Akintayo, who is already in court, had filed a writ of summons against his bank, Sterling Bank Plc, at the High Court of Lagos State through his counsel, Olaleke Akinloye Esq. to demand for some declarations and orders.
He is asking for a declaration of the court that the alleged activation of the ATM card by his bank without his knowledge or notice is illegal; a declaration that all the alleged withdrawals made with the said ATM card between 18th May 2009 and 26th June 2009, without his notice, were illegal; and a declaration that the bank owed him care, by virtue of customer/bank relationship. The bank, he said, had breached the said care by allowing and permitting the usage of an ATM card for withdrawals of his money without his knowledge.
Also, he is asking for an order mandating the bank to refund N1, 630, 300, being the total sum of money withdrawn from his account, with 10 per cent interest per month, beginning from 26th June until the money is fully refunded. He is also asking for the sum of N5,000,000 as damages, and N500, 000 as cost of legal action.
Akintayo said following the discovery of the unauthorised withdrawals with the ATM card on 26th June this year, he immediately notified his bank that the said ATM card be hot-listed or deactivated, and further transactions on the account be suspended, and immediate commencement of investigations to unravel the masterminds of the said withdrawals be conducted.
He, however, claimed that the bank refused to honour his instruction concerning his account. As a result, after the day, a total sum of N75, 000 was still withdrawn from his account with an ATM card.
The bank, on their part, decided to write back to Akintayo, denying liability for the unauthorised withdrawals.
In his final resolve, Akintayo, through his counsel, claimed that the almost daily withdrawals from his account with ATM, without notifying him, was planned, hatched and executed by his bank, or in collusion with other persons

Buhari set to endorse Ribadu, Fashola tipped as running mate
In a surprising move, which is sure to send jitters through the spine of the ruling party, former President and two time Presidential candidate of the ANPP Gen. Muhammadu Buhari has finalized plans to endorse the former Chairman of the Economic and Financial Crimes Commission, Mallam Nuhu Ribadu to contest the upcoming Presidential elections in 2011.
The move, which is rumoured to have been hatched in the residence of the late human rights activist Gani Fawehinmi will see Buhari emerging as the Chairman BOT of the party with Asiwaju Bola Tinubu taking over as substantive party Chairman. Presenting the position of his organization, TBO, Gen Buhari said “this is indeed the time to set aside personal ambitions for the good of the entire country. I, and other eminent Nigerians will campaign through all nooks and cranny’s of the country side-by-side with Mallam Nuhu Ribadu and Babatunde Fashola to ensure we rescue Nigeria from its directionless state.”
Under the proposed administration, Professor Pat Utomi is expected to assume leadership of the Finance Ministry while the current special Adviser to the President on MDG’s, Amina Az-Zubair takes over the Ministry of National Planning. Reknowned nobel laureate Wole Soyinka and Justice Uwais are being considered for the position of INEC Chair. Prominent northern Statesman and former Governor of Kaduna State Mallam Balarabe Musa has described the arrangement as “a masterstroke” and has called on all patriotic elements to unite under the movement for the upliftment of Nigeria. "Nigerians at home and abroad should participate and fund this electoral revolution and let us put our country on a radically different path of progress and development" he added.
Feelers from the candidate, Nuhu Ribadu indicate that if elected, the administration would focus solely on the war against corruption. Buttressing this view, Arc Odu Ahaneku, the party’s youth leader in Imo State said “you don’t redesign your building plans when your workers are stealing the money! You redesign the system that ensures every worker gets his budget and does what he’s supposed to do. Accordingly if elected, we intend to make sure the system is redesigned to correct anomalies in our incentive structure to accelerate service delivery and development.”
Former Senate President Ken Nnamani and Gen. TY Danjuma are also rumoured to play a significant role in the coming months.

A woman suspected to be a child-trafficker was yesterday caught in a Chanchangi flight 137 from Owerri to Lagos, by passengers who became suspicious when they noticed the lack of bonding and hostility of a five-month-old baby boy to the woman who was pretending to be its mother.
The behaviour of the woman aroused suspicion of the passengers when she could not breastfeed the child or provide a feeding bottle which she was supposed to be feeding it with; rather, she tried to spoon-feed it amid the child's resistance, which heightened the passengers' suspicion that the child might have been stolen.
According to eye-witness account, when the now infuriated passengers literally bombarded her with questions, she confessed that the baby was not hers and admitted that she was into child trafficking racket.
“This baby was stolen by a woman who confessed openly she was into the racket and was identified by Chachangi airline officials. On landing, the woman further confessed she had a man as an accomplice but the man could not be found even after all the passengers had been identified”, an eye-witness told THISDAY.
The flight left Owerri, Imo State at about 3.00 pm and landed at the new domestic terminal of the Murtala Muhammed International Airport, MMA2, at about 4.00 pm.
Spokesman of the airline, Ibrahim Adamu, confirmed the attempted kidnapping and according to the senior cabin crew on board the aircraft, Mr. Suma Inyang, the baby was crying profusely throughout the flight and after disembarkation, prompting the passengers to continue harassing the woman who later confessed to the crime.
The baby, on arrival in Lagos, was handed over to a Chanchangi crew member, Anwal Rufai. But Adamu later explained to THISDAY, “A female lawyer from the United States wanted to adopt the child and asked the younger sister to bring the baby from Owerri to Lagos, but the girl did not know how to handle it and when she was arrested at arrival in Lagos, her sister came with all necessary adoption documents. The matter was handed over to the Federal Airports Authority of Nigeria (FAAN).”
But the General Manager, Public Affairs, FAAN, Akin Olukunle could not confirm that the baby was handed over to the agency and the management of Bi-Courtney, the operators of MMA2 refused to comment on the matter as its head of communications, Olugbenga Adegbesan told THISDAY he was on leave.

FG begins payment of N65,000 monthly allowance to ex-militants

Each repentant militant is entitled to an allowance of N65,000 per month for the period of rehabilitation.
There are two rehabilitation camps in Rivers and Delta States.
Former militants camped at Aluu, near the University of Port Harcourt, staged a protest on November 16 over non-payment of the arrears of their allowances and alleged neglect by government.
The Media Coordinator of the Amnesty Implementation Committee, Dr Timiebi Koripamo-Agary, said yesterday on phone that the payment commenced earlier in the day.
“As I speak to you, the Federal Government has commenced payment of the arrears owed former militants at various camps in the Niger Delta region.
“Normalcy has also been restored at the Aluu camp, near Port Harcourt,’’ she added.
Koripamo-Agary said government was resolutely committed to the implementation of the post-amnesty programme and would ensure that the former militants were properly rehabilitated.
She declared: “The delay in commencing the rehabilitation programme was caused by the leaders of the former militants.
“At a meeting we held with their leaders, they asked for time to enable them to study the programme. They have not responded and we are still waiting for them,’’ she said.
The Coordinator urged the former militants to exercise restraint and patience, stressing that violence would not achieve anything.
“The former militants should adopt peaceful means of conveying their grievances to government. We appeal to them to remain calm, because the programme is on course,’’ she added.
Ex-militants clash
Meanwhile, some ex-militants yesterday clashed at their Aluu rehabilitation camp yesterday. But for the timely intervention of soldiers on ground, the development would have recorded casualties, some of the ex-militants told Vanguard.
According to the ex-militants, there are about five different groups being quartered at the rehabilitation centre.
They are boys loyal to Prince Amachree aka General Adekunle; boys of General J.J.; Osama Bin-Laden; Soboma George and others.
They said the clash erupted after one of the ex-militant leaders led about 20 boys loyal to him to attack another ex-militant leader at a drinking spot in front of the rehabilitation centre.
According to them, the situation almost degenerated to an orgy of violence but for the timely intervention of soldiers on ground who stepped in to calm frayed nerves.
They said the rehabilitation centre has already been divided along lines. They therefore urged the soldiers on ground to beef up security to avert a repeat of the clash.
Meanwhile, at press time, the ex-militants at the camp were still expecting their allowances.
They said they were assured that they would be paid that yesterday, but as at 5pm when Vanguard called, they said the Major who does the payment was yet to come to the rehabilitation centre.

The Creative Workers Union of South Africa recently stated that the use of foreign actors for films such as the one to tell the story of the former wife of South Africa’s first black president hinders efforts for expanding the film industry in the country on a broad scale.Mabutho Sithole, President of the union, is quoted by AFP as stating to The Citizen newspaper on the matter, “It can’t happen that we want to develop our own Hollywood and yet bring in imports… This decision must be reversed, it must be stopped now… If the matter doesn’t come up for discussion, we will push for a moratorium to be placed on the film.”As noted in the report, Hudson was cast for the role last month.Controvery has always followed Winnie Madikizela-Mandela like a giant shadow she just couldn’t shake off. Even now her unauthorised film biography is embroiled in controversy.News that a film is to be made of her life, with former American Pop Idols contestant Jennifer Hudson, playing the leading role, has sent local actors and actresses reaching for their affirmative action vuvuzelas and making noise.The Creative Workers Union of South Africa, leading the cacophony of howls, claims that using foreign actors to tell South African stories undermined efforts to develop a national film industry.Udo Froese, a close friend of Madikizela-Mandela, says: “There’s a lot of good local talent, why not use them? Winnie herself is not involved in this, and in no way has given any sort of green light.”Duh, it’s not a movie commissioned by Winnie of South Africa for that matter. It’s only a movie about her.The film is an unofficial biography by Anna Marie du Preez, a local journalist and will be directed by local film maker Darrell J. Roodt, who also directed Cry, The Beloved Country and Sarafina.Now what the local natives don’t understand is that the film industry is a business, and money talks and bulshit walks. The movie has nothing to do with ubuntu, economic empowerment or affirmative action. It’s an outside production. If they want to do their own version of a Winnie movie, they are free to do so. But what they can’t do is piggyback on those who took the initiative – for comercial reason I must add – and then dictate what should happen and who should be cast.The movie has to sell for its producers to give investors the expected returns on their investments. Political sentiment never paid anybody’s bills. Instead of criticising, we should be glad that Hollywood is taking an interest in our stories for a change.Our actors and the rest of the noise makers should understand that one has to develop him or herself into a brand to be marketable. Take the leader of the Creative Workers Union of South Africa leader, Kid Sithole for instance; who in Korea, Vietnam, Senegal, Morocco or Russia would go watch the movie if he was the lead actor?Good stories neeed big names to sell. Viewers need names they know. If you want to sell to the global audience, you go for a name even mainland Chinese would recognise and say “aah, Jehnifah hassen, pop adols”.Hudson is not a bad choice, except she should play Winnie in the later years, because the “mother of the nation” has only gained weight as she got over 50. She was always slim and trim and wore her dresses well – except the rediculous hats of course.Sidney Poitier played Nelson Mandela and Michael Caine the apartheid leader F. W. de Klerk in Mandela and De Klerk (1997), in a made-for-TV movie. Morgan Freeman plays the old man in Invictus, a recent movie about how Madiba and Francois Pienaar united the nation around the 1995 rugby world cup, which SA won. . Matt Dillon played Pienaar.There have been some dud imports too. Whoopie Goldberg failed to sell Sarafina. Some might argue that the story didn’t have as much global appeal as the Pienaar and Mandela rugby story.To play Winnie in her early years I thing Nia Long would be a good candidate. We all know her from Soul Food, Ware We There yet, The Best Man and Love Jones. Other possibilities are Gabrielle Union, Tamala Jones and Elise Neal.But I guess Hudson is Hollywood’s current flavour of the moment, after her successful acting debut in Dream Girls.Angela Basset can also carry the lead role well. She is by far the best living female African american actress. Her roles in in “Boyz n the Hood”, “Malcolm X”, “What’s Love Got to Do with it”, “Waiting to Exhale” and “How Stella Got Her Groove Back”, showed her versatility.Halle Berry has for years been considered to be one of the most beautiful and sexiest women in the world, but she just can’t play Winnie. Whoopie Goldberg, is disqualified purely by her looks. Wendy Raquel Robinson, could fit the role, except I haven’t seen her outside the sitcom The Steve Harvey Show.

A new study suggests that lonely people attract fellow "lonelies" and influence others to feel lonely, too.
"Loneliness can spread from person to person to person -- up to three degrees of separation," said James H. Fowler, co-author of the study published in the December issue of the Journal of Personality and Social Psychology, and professor of political science at the University of California, San Diego.
The study says that not only is loneliness contagious, but lonely people tend to isolate themselves in small groups that somehow compound or increase those feelings of solitude.
According to Fowler, the data suggests that the average person feels lonely about 48 days a year, but for the lonely, that feeling can be ever-present. In addition, the study indicated that people who felt lonely were more likely to be friendless, or constantly shedding friends, a few years later: Compared with those who are never lonely, lonely people can lose about 8 % of their friends over a four-year period, for instance.
The researchers worked with more than 5,100 participants.
The team constructed graphs tracking the participants' ongoing friendship patterns over two to four years. They found that, among neighbors, an increase of loneliness of just one day per week triggered a rise in loneliness among neighbor-friends, as well. And that loneliness actually spread throughout the community as affected neighbors saw each other less, the researchers said.
Women appeared more vulnerable than men to "catching" loneliness, the researchers found.
Mark R. Leary, professor and director of the social psychology program at Duke University, whose work zeroes in on the need for social acceptance, called the study impressive in its sample, analysis and conclusion. He added that the contagion of loneliness could be, to some degree, a situation of people mimicking the styles of those around them.
So what can be done to help the lonely, to integrate them better with others? Leary suggested that those who interact with lonely people recognize that their tendency to pull inward emotionally and be less outgoing is a trait of loneliness, not of something else. "It reflects loneliness and a need for connection, rather than indifference, dislike or rejection. People can reach out to their lonely loved one rather than withdraw themselves," he said.

Outrage and amazement are some of the emotions currently on display in Yola, Adamawa State, after the startling revelation contained in a letter addressed to a radio station in the state capital, Radio Gotel, by a lady who claimed to be an undergraduate of the Federal University of Technology Yola (FUTY).The lady, in the letter which was sent to the producer of the programme, "Heart to Heart", said she contracted the Human Immuno-deficiency Virus (HIV) from her student boyfriend and has, in revenge, willfully slept with some 124 students and lecturers at the school.
The letter also contained the writer's threat to make public the names of those who have had sex with her "on the notice board." This has led to panic and spirited discussions among the male population in Yola, especially within the school community. The school's authorities, however, claim to be unaware of the letter, but promised to look into it.
The letter reads, in part: "I have a well-documented report of all those guys and lecturers who crossed my path, since I got infected with this deadly disease in the campus. So far, I have had 124 students and lecturers; out of these, only six (6) used condoms".
On a revenge mission
Continuing, she said in the letter, "I owe nobody an apology and am still on a spreading till I spread it no more."
The writer, who did not hide the trauma and disappointment she faced, explained in the letter that her first impulse upon the discovery of her HIV status was to take away her own life.
"I, however, did not confide my status to anyone until today (i.e the disclosure via the letter)," she said. "Since 2006, I promised myself that it's in the university I got it and here I will leave it. I have indeed lived to keep my promise.
"I was in year three when a student on his attachment in our school proposed for a relationship. He had all the qualities a woman would want in a man so I gave in. He told me all a girl would want to hear. In my innocence and naivety, I succumbed to his pressure to have sex with him. Consequently, I lost my virginity to him.
"After his placement, he reported for his final year and we still had contacts. I visited him on a number of occasions, I have even lost count the number of times I visited him. He was my first and only love and, therefore, hanged on every word he told me.
"My boyfriend later graduated and we lost contact until last month when his sister told me about his whereabouts. Before registration in the faculty of science, I went for medical test as is the requirement. I then opted for an HIV/AIDS test, which unfortunately turned out to be positive.
"It then dawned on me that I have traded the rest of my life for a university student who had deliberately and intentionally preyed on my innocence".
Danger of casual sex
A medical worker, who gave her name as Agnes, said the only lesson from the letter is that people should be careful about casual sex.
"Whatever you think, it is a fact that casual sex is very popular and for a lot of people, it's something that either satisfies a desire or serves a purpose," she said. "It is, therefore, an issue that affects many young people today, as they patronise casual sex under the various terms like ‘No strings attached' and ‘the one night stands' culture gaining foothold in our social life."
According to the United Nations AIDs agency, a vast majority of people with HIV and AIDS live in lower and middle-income countries. Around half of all people who become infected with HIV do so before they are25.

Susanne Moeller said the move was meant to protest an anti-prostitution initiative undertaken by Copenhagen city hall.
The city, host of the December 7-18 UN climate summit, distributed postcards in Copenhagen's hotels that said "Be sustainable: Don't buy sex." It also sent letters to hotel managers inviting them to take measures to avoid prostitutes meeting clients in their establishments.
The prostitutes, whose work is not illegal in Denmark, promptly reacted to the move.
"All delegates who come to Copenhagen for the world climate summit will be able to use the postcards for payment after making a request on our website," Moeller, of the Danish association for the defense of sex workers, said.
"We do not expect many delegates (to make use of the offer), but we want to protest what we consider discrimination," Moeller said, adding the offer was good for the duration of the climate talks.
The Copenhagen summit aims to craft an international climate accord to replace the Kyoto protocol, which expires in 2012.

Can Nigerians develop the culture that abhors corruption? Can Nigerian leaders toe the path that has transformed a poor nation like Malaysia into an Asian Tiger?

These are some of the questions that agitated many minds yesterday at the Nigerian Institute of International Affairs (NIIA), Lagos. The event was the 11th session of the Emmanuel Onyechere Osigwe Anyiam-Osigwe Lecture Series.
This edition's lecture: "Incorruptibility: A spiritual premise for material well-being", was delivered by Mahathir Bin Mohamad who was Prime Minister of Malaysia from 1981 to 2003.
Former Secretary-General of the Commonwealth, Chief Emeka Anyaoku, who was drafted to replace former Director-General of the NIIA and Ambassador to the United States (U.S.), Prof. George Obiozor, said he was elected Secretary-General during the reign of Mohamad. He hailed him as one of the best leaders in the world.
Guest of Honour, and former Prime Minister of Pakistan, Shaukat Aziz, who also said that he had a lot to learn from Mohamad "which is why I flew in from China," said that the nations of the world are in adversity and facing various challenges. One of the challenges, he said, is the global financial crisis, which has humbled many people and nations. He said that the crisis was not yet over.
According to him, "there is the issue of water, food, energy, security" but the good thing, he pointed out, is that the world is coming together and the "solution lies in the home-grown ideologies. Leaders of nations must develop the roadmap and lead the people out of adversities."
He noted further that terrorism remains an issue just like nuclear proliferation. He, however, said that the absence of interfaith harmony has led to some crisis. "We need to promote peace and harmony," he said.
Stressing the importance of leadership and governance, Aziz noted: "We have good politicians but good leaders who can change the world are in short supply in the world today."
On the battle Pakistan waged against corruption in his era, he said: "Corruption is endemic in the world and no country is immune. In Pakistan, to fight corruption in the civil service, we had to deregulate, liberalise, privatise and reduce state involvement and involve the private sector. But the state did not abandon the development and provision of infrastructure. Reforms were embarked upon."
In his lecture, Mohamad dwelt on the sub-themes of leadership, governance and corruption. Listing the ideals of a good leader, he stated that a leader must be learned and well trained; have ideas far above those who work with him; he must be prepared to carry out what he preaches; he must be brave, disciplined; and capable of fighting his base inclinations. He must show a willingness to listen to everyone in and outside his cabinet and government. He must make up for his lack of knowledge with his readiness to listen and learn; he must not listen to only his officials as because they are more likely to be sycophants. He must have good lieutenants and with a good team in place, he is capable of leading a state.
Drawing a parallel between a good leader and a company's Chief Executive Officer, he said that a leader must be in a position to gather information on the assets and liabilities of the nation in all spheres; he must then set realistic targets, taking into consideration the abilities and potentials of the nation.
Mohamad added it was very important that every nation and leader find a model for its development. For developing nations, he said that the models would be recently-developed countries and not countries that developed under circumstances that are not applicable today. In this instance, he pointed out that no nation would adopt the model of the older nations that profited from colonialism.
He said: "It is better to adopt a model than striking out on your own with untested models. It's up to a politician to choose the best model; a good leader must make the best of any model."
According to him, a good leader must be decisive because "nothing is as debilitating as indecision. He must quit when he fails and nothing is shameful about quitting but a lot is wrong if he fails and stays. He needs almost superhuman skills; he needs not just to survive but also to manage things well."
He admitted that "it is obvious that such a man cannot be readily found."
Corruption, he said, is endemic; no country in the world is exempted. It is in the private sector, but if it is in the public sector that it is really bad. Many ways have been tried to stop corruption; many laws have been passed, anti-corruption agencies set but the results have remained dismal.
"Some people have suggested that it is a way of life and there have been going rates for specific favours. It is the bane of governments and countries.
"The reputation of the country is affected, undermining the development of infrastructure, investors stay away, causing unemployment and other social ills.
"Corruption is a function of the culture of the people; it is their value system."
And on how to stop corruption he said that, "every nation has to develop a culture that rejects corruption at home and in the schools." He said that the Japanese have a "culture that allows them to commit suicide, hara-kiri, when they do what is wrong."
Stressing that a sense of shame is perhaps the most important value, he said that, "the fear of being shamed makes the Japanese do the right thing. They commit suicide or resign or return their loot when they are exposed."
Every leader should develop a sense of discipline to reject what does not legitimately belong to him; he must reject corruption so that he will be respected and he will be listened to. There is need to have an incorruptible leader. Even in a clean society, once a leader is corrupt, everything else becomes dirty.
He said that individuals have a role in ensuring that corruption ceases by voting in those who are not corrupt.
"If people elect corrupt people into government, they don't have to complain about their actions. It is them who will decide whether they get good people or not. The government reflects the culture of the people."
Lagos State Governor Babatunde Fashola (SAN) who was represented by the state's Solicitor-General, Mr. Lawal Pedro (SAN), on his part, declared: "Let me further assure you that on the level of good governance, we are not about to fail in Lagos. Nigeria shall overcome its problems in the same manner that Malaysia overcame hers."
A member of the Osigwe Anyiam-Osigwe Foundation, Miss Peace Osigwe-Anyiam said: "Corruption is actually one of the big issues in Nigeria right now and the continent in general... It became an issue because if we want the growth of the nation, we must deal with corruption at all levels and I guess one of the people who can talk about this issue is Muktar who did marvelous things for Malaysia and the country is one of the leading countries in the world today.
"There are people who are not corrupt; we are not all corrupt, it is just a few people that give us a bad name. We cannot generalise on a nation of 140 million people."
In his own address, former Nigerian Vice President, Dr. Alex Ekwueme said: "During my presidential campaign in 1998/99, I used to say that my goal was to transform Nigeria from a third world country in the same way that Mahathir Bin Mohamad did in Malaysia. He is someone I have always admired and I was not surprised with his lecture. He spoke very frankly and I am sure that we have benefited from his frankness."
The former Prime Minister of Malaysia is credited with being the figure behind transformation of Malaysia from a developing nation to a developed economy and prosperity.
It was not quite a gathering of government officials; it was more a gathering of the diplomatic corps and corporate chieftains. The only government presence on the high table was Governor Fashola who was represented by the state's solicitor-general.
Other guests were Alex Ekwueme; Ambassador Arthur Mbanefo, one-time Minister of Information, Chief Nnia Nwodo; Dr. Gamaliel Onosode; former Chairman of the Securities and Exchange Commission (SEC), Chief John Edozie; Executive Director of Ibru Organisations, Olorogun Oskar Ibru; university dons, some members of the religious community and traditional rulers.

ABUJA (Reuters) - Nigerian President Umaru Yar'Adua will travel to Saudi Arabia on Monday for medical checks, his office said.
"President Umaru Yar'Adua will leave Abuja today for the Kingdom of Saudi Arabia. While there, the president will call on his personal physicians in Jeddah for follow-up medical checks," presidency spokesman Olusegun Adeniyi said in a statement.
Yar'Adua has travelled to Saudi Arabia in the past for treatment for a chronic kidney problem, raising questions about whether he will be fit enough to stand for a second term in 2011 elections.
Adeniyi said Yar'Adua had forwarded copies of the 2010 budget, which he had been due to present to parliament last week, to the heads of the Senate and House of Representatives.
The presentation of the spending plans for sub-Saharan Africa's second-biggest economy was postponed because of a row between the two chambers of parliament over which one should host the event.
Government sources have said Yar'Adua will seek approval to breach a 3 percent deficit target for the second year in a row in 2010, due to the cost of development projects in the Niger Delta and rehabilitating the country's ailing power sector.
Yar'Adua has had regular medical treatment in Germany and Saudi Arabia and his health was a source of concern even before he assumed the presidency.
He has not yet confirmed whether he plans to stand again in presidential election in 2011 but key figures in the ruling party have pledged their support if he decides to do so.

It was gathered that sickly Nigerian ruler, Umaru Yar’adua, is due to be flown out today or early tomorrow for what our source described as “urgent medical treatment.”
As at the time we were briefed, the source said insiders close to Yar'adua said the sick former governor of Katsina would be taken to a hospital in Jeddah, Saudi Arabia. Our source said that Yar’adua’s father-in-law is also in an Egyptian hospital. “The president’s medical trip is scheduled to last at least one week,” said the source, adding that Yar'adua “may offer the excuse that he would be visiting his father-in-law in Egypt and that his wife would attend this year’s Hajj in Saudi Arabia as the excuse for the trip.”
Mr. Yar’adua suffers from Churg Strauss syndrome, a degenerative disease. Our source said Yar’adua’s health dipped in the last three weeks. Poor health explained his conspicuous absence at the Abuja stadium during the final game of the FIFA Under-17 football game that featured Nigeria and Switzerland. “Vice President” Goodluck Jonathan stood in for him.
Saharareporters sources also said Yar’adua had only managed to meet with cabinet members at his official residence in Aso Rock Villa, Abuja. “His health took a turn for the worse over the weekend,” said one source. “His doctors have advised that he undertake immediate medical treatment outside Nigeria,” the source added. Yar'adua maintains a retinue of expatriate medical personnel at his residence and office. He travels with two well-equipped ambulances everywhere he goes in Nigeria.
