FG denies $1bn loan, as Jonathan signs N4.6trn budget

ABUJA—ACTING President Goodluck Jonathan, Thursday, signed into law a N 4.6 trillion budget for 2010, with more than a third earmarked for the development of roads, power and the Niger Delta.

The government also said it had no plan to borrow $1 billion to fund the N1.3 trillion deficit in the 2010 budget, stressing rather that it was considering raising about $500 million Bond from the International Capital Market.

Fielding questions from State House Correspondents after Acting President Goodluck Jonathan signed the 2010 Budget, the Minister of Finance, Mr Olusegun Aganga, denied reports that the government was in the process of borrowing from the World Bank to fund the shortfall in the budget.

He said: “This is absolutely wrong. We are not borrowing a $1 billion to fund the budget, I think what they are referring to is something which we are working on with the World Bank, and the World Bank as you know helps a number of developing countries. That is just a quantification of the work they are doing which is broken down to quite a few segments, maybe eight or nine of them.”

This process, he said, cannot be borrowing, adding: “It is not one billion dollars borrowing up-front, it doesn’t work like that. It has nothing to do with the budget.”

Capital expenditure on projects

The 2010 budget provisions signed into law includes N1.85 trillion as capital expenditure and N2.077 trillion as recurrent, non-debt expenditure. The capital expenditure is about 40.21 per cent of the total budget meaning that for every N100 to be spent this year N40.21 will go for infrastructure and other developmental projects while about N45 or 45.15 per cent will be devoted to the payment of salaries of federal civil servants, debt payment and the running of government.

The 2010 budget increases expenditure by 50 per cent from last year’s as the Federal Government tries to spend its way out of a downturn, pushing the economy into a budget deficit of more than five per cent. The budget when fully implemented has the capacity to improve on existing infrastructure and boost job creation as well as power supply.

The fear, however, is that Nigeria has never been able to implement its budget fully. Last year Ministries, Departments and Agencies were only able to execute about 47 per cent of the capital projects which resulted in the extension of the 2009 budget to March 2010.

“Acting President Goodluck Jonathan said at a signing ceremony in Abuja, yesterday: “It is with a deep sense of responsibility that I sign the 2010 budget for the acceleration of development in our country.”

Analysts had welcomed the government’s move to boost the economy but cautioned the quality of spending would be key, given Nigeria’s reputation for inefficient budget implementation.

Finance Minister Olusegun Aganga said: “The most important thing for us is to make sure that in spending we get good value for the money spent.”

The budget assumes an average oil price of $67 per barrel and oil production of 2.35 million barrels per day. It is based on an exchange rate at 150 naira to the dollar, an inflation rate of 11.2 per cent and growth of 5.47 per cent. The budget assumption of 2.35 million a day is predicated on peace returning to the Niger Delta which at the moment remains suspect.

The silent point in the 2010 budget is the non provision for subsidy. It is expected that subsidy on petroleum product will be removed during the implementation of the budget. This will result in consumer inflation remaining in double-digits through 2011 as the government slashes fuel subsidies, engage in.

Minister explains govt’s borrowing

Explaining the issue of borrowing to finance the 2010 budget, the minister of finance said: “I think that it has been made clear from the beginning. There are other sources of revenue in which we are looking at, there was some mention of sales of some assets and it has been mentioned that we are going to raise a bond this year.

“We are going to the international capital market this year to raise about $500 million but I think the most important thing we should understand is that in a recession, there is nothing wrong about spending, in fact if you look at any of the western world they all have deficit.”

He pointed out that the deficit was growing at an alarming rate, but noted that “the most important thing for us is to make sure that in spending we get good value for the money spent, that it is spent in areas where we generate both social and economic returns.

This, he added, “is what is critical and that is why we should all be pleased that the acting president made it very clear today that this administration is going to be focused on the execution of the budget is going to be heavily focused on how money is being spent and the minister in charge of special duties has been mandated to handle that, so you will see changes in that direction”.

Speaking on the budget, the Minister said that the assent or signing of the budget “is something that is going to help to grow the economy and it is something that we have been waiting for and it is something that has been done. My focus now will be on three major things.

“One, is about the management of our revenue, which will make sure that there are no leakages, making sure that we risk manage whatever we need to risk manage. Secondly, we are looking at what will be enhancing the quality of spending. It is ok to spend but it is important that you spend wisely and people are held accountable”.

“You may have heard what the Acting President said; he made it very clear that the minister in charge of special duties has been mandated to make sure that we get real value for money spent. So, the idea is to enhance the efficiency and the quality of our spending and the last one, which I of course continue to look at, is how we manage any excess revenue.

“As you know, the budget is based on benchmark of $67 dollars per barrel, where the oil is trading today, so obviously over time we will hopefully accumulate some excess reserve and the idea is how we build some fiscal policy around it or prudential guideline around it to make sure that that is properly managed.”

On the controversy surrounding the Joint Venture Cash-Call, Aganga said “It will not in any way affect the budget. We are looking into it already and the issue has been raised before.”

The Homeland Security Department said the passenger would be interrogated before his identity is made public. U.S. Customs and Border Protection Agency issued a statement identifying the passenger only as a “potential person of interest” who was removed from the flight for further questioning and kept in custody. Spokeswoman Jenny Burke declined to provide details, but Delta said it received a request from the government to board and remove the passenger during the refueling stop in Puerto Rico. A passenger, Joan Mower, told the Associated Press (AP) that the pilot disclosed the apparent breach as the flight stopped to refuel. She recounted that the pilot said he was informed about the passenger while over the Atlantic. The man detained had apparently boarded the jet in Nigeria, even though he is on the U.S. no-fly list. There was no incident on board, passengers were not in any danger, and the flight continued to New York’s John F. Kennedy International Airport afterward, according to Delta Spokeswoman Susan Chana Elliott. Flight 215 originated in Abuja, where the man boarded the jet, which continued on to New York after he was detained. U.S. Customs and Border Patrol said the man is being held for questioning. He was taken into custody without incident. Customs officials had no immediate comment. U.S. aviation authorities have been on heightened alert since a Nigerian, Farouk Abdulmutallab, tried to set off a bomb in his underwear on an American passenger plane in December last year. It was learnt that the Delta aircraft had at press time left Puerto Rico enroute John F. Kennedy Airport where it was expected to land at 11:51 a.m. Washington time. However, the Nigerian Civil Aviation Authority (NCAA) denied knowledge of the detention of the aircraft. (CNN) -- As the country was sinking into its worst financial crisis in more than 70 years, Security and Exchange Commission employees and contractors cruised porn sites and viewed sexually explicit pictures using government computers, according to an agency report obtained by CNN.

"During the past five years, the SEC OIG (Office of Inspector General) substantiated that 33 SEC employees and or contractors violated Commission rules and policies, as well as the government-wide Standards of Ethical Conduct, by viewing pornographic, sexually explicit or sexually suggestive images using government computer resources and official time," said a summary of the investigation by the inspector general's office.

More than half of the workers made between $99,000 and $223,000. All the cases took place over the past five years.

The inspector general's report includes specific examples of misuse by employees.

A regional office staff accountant tried to access pornographic Web sites nearly 1,800 times, using her SEC laptop during a two-week period. She also had about 600 pornographic images saved on the hard drive of her laptop.

Separately, a senior attorney at SEC headquarters admitted to downloading pornography up to eight hours a day, according to the investigation.

"In fact, this attorney downloaded so much pornography to his government computer that he exhausted the available space on the computer hard drive and downloaded pornography to CDs or DVDs that he accumulated in boxes in his office," the inspector general's report said..

"It is nothing short of disturbing that high-ranking officials within the SEC were spending more time looking at pornography than taking action to help stave off the events that brought our nation's economy to the brink of collapse," said Rep. Darrell Issa. The Republican is a ranking member of the House Committee on Oversight and Government Reform.

"This stunning report should make everyone question the wisdom of moving forward with plans to give regulators like the SEC even more widespread authority," he said. "Inexplicably, rather than exercise its existing regulatory enforcement authority, SEC officials were preoccupied with other distractions."

The investigation came to light on the same day President Obama gave a speech in lower Manhattan, calling for reform in the finance industry.

On Capitol Hill, the Senate is working on a reform bill that would set up regulatory oversight of the financial industry's practices with the goal of preventing another Wall Street meltdown like the one in 2008 that launched the U.S. recession..

The bill includes an "early warning" system intended to spot signs of crisis, as well as a $50 billion liquidation fund created with money from banks and other finance industry corporations to ensure an orderly transition in closing down failing entities. It's approved by the Senate's Banking and Agricultural committees.

The House passed its version of the bill in December.

Minister justifies N138billion loan


The federal government yesterday strived to explain away its determination to borrow $915m from the World Bank. The Minister of Finance, Olusegun Aganga, who was speaking at the presidential villa shortly after the signing of the 2010 budget said the loan will be spent wisely. "The most important thing for us is to make sure that in spending we get good value for the money spent, that it is spent in areas where we generate both social and economic returns; that is what is critical.".

He refuted speculations that the money will be used to finance the 2010 budget saying the administration was planning to raise a bond of about $5oo million from the international market for that. Mr Aganga who said the entire deal has been misrepresented, sought to clarify the matter: "This is absolutely wrong. We are not borrowing a billion [US dollars] to fund the budget. I think what they are referring to is something which we are working with the World Bank on. The World Bank, as you know, helps a number of developing countries and that [amount] is just a quantification of the work they are doing - which is broken down to quite a few segments. So, it is not one billion dollars borrowing up front; it doesn't work like that. It has nothing to do with the budget."

He also explained that government was looking at securing other sources of revenue, which could include sales of some assets and the possibility of raising a bond. However, he down-played fears about the potential for waste in the nation's spending plan.

He said, "I think the most important thing we should understand is that in a recession, there is nothing wrong about spending. In fact, if you look at any of the Western world they all have deficit[s].

Spending wisely

Mr. Aganga said all sectors of the government will be held accountable for its spending and promised that the new administration would be heavily focused on the proper execution of the budget. He announced that the Minister of Special Duties, Ernest Olubolade, had been mandated to handle the issue.

"It is ok to spend but it is important that you spend wisely and people are held accountable," he said. Mr. Aganga assured the nation that the creation of a Sovereign Wealth Fund to replace the old Excess Crude Account was a step in the right direction.

"As you know, the budget is based on benchmark of $67 per barrel - where oil is trading today. So obviously, over time, we will hopefully accumulate some excess reserve and the idea is how we build some fiscal policy around it or prudential guideline[s] around it to make sure that that is properly managed."

A reluctant support

At yesterday's sitting of the House of Representatives, a motion moved by the deputy leader, Baba Shehu Agaie, urging the lawmakers to approve the World Bank loan to fund the nation's "infrastructural deficit" was vehemently opposed by members of the minority parties. Although the session degenerated into rowdiness, the opposition could not stop the over 270 members of the Peoples Democratic Party, from approving Mr. Jonathan's request.

The approval followed a discussion that the leaderships of the Senate and the House had with the executive on Tuesday night.

The chairman of the House finance committee, John Eno, said members had to approve the request since the executive had complied with the relevant laws requiring it to forward such requests to the legislature for approval.

He recalled that the executive had in the past ignored this law and praised the acting president for not just forwarding a request for approval of the fresh loan, but also formally submitting the external borrowing plan of the government.

He also argued that since the money being requested for was already factored into the budget as a funding item, it was only right to approve the request.

The chairman of the committee on rules and business, Ita Enang, who also spoke in favour of the motion, said the acting president complied with Section 21 of the Debt Management Office Act, which he said allows the government to borrow upon the approval of the National Assembly.

Mr Enang, a PDP member from Akwa Ibom, reminded his colleagues that in the 2010 Budget passed by the National Assembly, there was a provision for borrowing to fund the document, adding that the legislature has already committed itself.

Those who opposed

But the deputy minority leader, Abdulrahman Kawu opposed Mr Jonathan's request, although he said he was one of the leaders of the legislature that met with Mr. Jonathan on Tuesday night on the plan to take a fresh loan. A member of the All Nigeria Peoples Party (ANPP) from Kano State, Mr Kawu said history will not forgive the lawmakers who approved the loan. He faulted the procedure for considering the request for the loan, regretting that members were only given the 235-page external borrowing plan just before the plenary commenced. He argued that the lawmakers would have no time to read it before voting on the request.

Also, the Minority leader, Mohammed Ali Ndume, who also objected to the request, said it would not only amount to mortgaging the future of Nigerians,

it may also return the country to another era of huge indebtedness from which it came out only few years ago when its debt was forgiven by the external creditors.

He recalled that at the meeting with Mr Jonathan, the acting president merely said that the World Bank was willing to give Nigeria $915 million, but did not clearly seek for approval.

Mr Ndume, who is also the ANPP leader in the House, said "There was no opportunity for me to say our mind. That does not mean we (minority parties) are in support. It is not fair. We have just been given this voluminous borrowing plan and you want us to read it now before we approve. It is not fair. Those people that want us to borrow must come here to explain," he said.

Despite the opposition, members voted overwhelmingly for the approval of the acting president's request when it was put to vote, forcing Messrs Ndume, Kawu and other members of the ANPP to leave the chamber.

Unnecessary loan

At a press conference, Mr. Ndume explained that the country does not need to obtain the fresh loan since, according to him, it makes about $800 million daily from oil.

"As at today they are telling us that we are producing 1.02 million barrels of crude a day and the market price is about $80. If you can make that money one day why should you need the loan? If you multiply that, you get more than $800 million," he said. "Why would you go and mortgage the future of our children?"

The minority leader, who admitted that the opposition had already lost the battle to stop the loan, lamented that members of the House approved it without knowing the implication of doing so. He added that they may have done so because certain things, which he did not disclose, were dangled before them by the government.

Mr. Ndume also revealed that Mr. Jonathan and Mr. Aganga also discussed the plan to increase Value Added Tax (VAT) from five percent to 10 percent and also bring two bills to the legislature.

Throwing more light on why he could not object to Mr. Jonathan's request for the loan during the Tuesday night meeting, Mr. Ndume explained "We (members of the leadership) went in a bus and when we got there we ate food first and the acting president said the finance minister will brief us. The minister said we had problems with some sections of the budget. He said they selected nine critical ministries (to review).

"But after that I was the one who complained that how can one man (finance minister) review what (budget) 469 members (of the National Assembly) did? After that the chairman of the Senate Committee on Appropriation (Iyiola Omisore) was also hard on them."

Also speaking at the press conference, the chairman of Public Accounts Committee, Usman Adamu, who is also a member of the ANPP, wondered if Nigeria could manage the loan since it could not manage its own resources efficiently.

An Ikeja Magistrate’s Court on Wednesday sentenced a randy father, who raped his two daughters, to seven years imprisonment with hard labour.

The Magistrate, O.A. Adedayo, ordered that Emmanuel Obott,46, be kept behind bars after finding him guilty on an eight-count charge of assault, battery, and rape.

The News Agency of Nigeria (NAN) reports that the plea of Mr. Obott, who raped the girls aged 24 and 22, was not taken.

Enraged by Mr. Obott’s offence, the magistrate called out his family members to enquire whether he had a psychiatric problem. The family members, however, said he had no such ailment.

“It is the most atrocious of crime that could be meted out on one’s flesh and blood. The action of the accused will leave a psychological torture on the girls,” the magistrate said.

Mr. Adedayo advised the family to take the girls to a church for counselling.

The Prosecutor, Chris Takim, a police inspector, had earlier told the court that Mr. Obott, who claimed to be a clearing and forwarding agent, raped his daughters to satisfy his sexual urge.

“On many occasions, he threatened to kill the two girls if they failed to give in to his amorous advances,” Mr. Takim said.

He stated that the accused wilfully destroyed one of the girl’s skirt and blouse valued at N10, 000 in the process of raping her.

Mr. Takim said one of the girls became pregnant for Mr. Obott, who went ahead to obtain an abortion for her, while he flogged the other girl on many occasions for refusing his sexual advances.

Mr. Takim said the unsuspecting mother of the girls had packed out of the house, leaving them behind.

He said the offences, which were committed on April 15 at 3, Jadesola Street, Mende, Maryland, Ikeja, contravened Sections 86, 214, 230, 249, 355, 357 and 360 (d) of the Criminal Code, Laws of Lagos State.

Acting President Goodluck Jonathan will finally sign the 2010 Appropriation Bill today nearly one month after it was passed by the National Assembly..

Mr. Jonathan said he delayed his assent because of some discrepancies he discovered while going through the document.

At the meeting of the Executive Council of the Federation yesterday, the acting president announced that he would only sign the budget when the issues he had raised with leadership of the National Assembly are resolved. Mr. Jonathan had met with the lawmakers at his Aguda residence on Tuesday night to work out the differences.

The delay in signing the budget was one of the major issues deliberated at the weekly council meeting which lasted for three hours. However, hours after the meeting, the Senior Special Assistant to the Acting President, Ima Niboro, said that his boss will be signing the budget at 10.00am today.

Although the statement did not say wether the acting president met with the leadership of the National Assembly after the council meeting, a source said that the issues complained about by Mr Jonathan have been resolved.

Apart from the 2010 budget, the council meeting which featured no memos, also discussed Nigeria’s Golden Jubilee celebration.

Almost all the ministers were in attendance, and some of the new ministers who have yet to understand the terrain, got lost on their way to the chambers where the meeting usually holds.

The reason for delay

Earlier, while briefing the media on the outcome of the meeting, the Minister of State for Information and Communications, Labaran Maku, promised a speedy resolution of the budget issue.

“The acting president is still studying the budget and having discussions with the leadership of the National Assembly to resolve the discrepancies. In a few days, this will be concluded and the budget will be signed probably before the end of this week.”

Mr. Jonathan, it was gathered, was not comfortable with the huge gap between the N4.07 trillion he presented to the National Assembly, and the N4.6 trillion the lawmakers approved and sent to him for assent.

“In all democrac[ies], there is always the discrepancy between what the executive gives and what the legislatures [give]. The legislatures have oversight duties on how the resources of Nigeria should be used. They have a constitutional role and there is hardly any democracy where the budget returning to executive remains the same,” said Mr. Maku.

“What the legislature does is that it looks at the areas it believes are important, which have been overlooked by the executive. And the executive, that has the constitutional duty of managing the economy, will now look at the implication of those variations in relation to the law, [and] in relation to what the national economy can afford, to ensure that what is approved generate the economy rather than creating more problems. I am sure in the end, what comes up will be for the good of Nigeria.”

He added that the acting president was concerned about the time wasted and the failure of past budgets. The minister, however, could not say which specific areas caused the discrepancies, stating that there were no figures tabled for discussion at the council meeting.

Problems in the past

On November 24, 2009, President Umaru Yar’Adua presented a budget proposal of N4.07 trillion for the 2010 fiscal year to the National Assembly. However, the budget was not passed until after four months and the country’s planned spending for the year was raised to around N4.3 trillion ($30 billion more) by the federal lawmakers.

The National Assembly eventually passed a budget of N4,608,616,278,213, of which N180,279,158,994 was for statutory transfer, while N497,071,797,452 was earmarked for debt service. N2,077,358,560,347 was billed for recurrent expenditures, and N1,853,906,761,420 was for contribution to the development fund for capital expenditure for the year ending 31 December 2010.

It was based on a projection of $67 per barrel of oil and crude oil production of 2.350 million barrels per day. The joint venture cash call projection was $7billion, with a GDP of 5.47 percent, an inflation rate of 11.2 percent, and an exchange rate of N150 to a US dollar.

The budget had included some additions and adjustments by the executive in the sum of N336 billion, which raised the executive proposal from N4, 079 trillion to N4, 415 trillion.

Golden Jubilee celebration

On the preparation of the nation’s 50th year celebration, Mr. Maku said it will be coordinated by the office of the Secretary to the Government of the Federation (SGF).

As part of the measures to make it an integrated national affair, the council encouraged both states and local governments to make sure their preparations complemented the federal government’s plan, in an effort to make the celebrations grand and worthy of a nation’s golden jubilee.

Late Major Daniel Idowu Bamidele , was among the officers that was executed 5th of March 1986 by the IBB regime on the suspicion of conspiracy to commit treason.

In October 1983, My father heard rumors of a planned coup against President Shehu Shagari,s government. My father immediately reported this information to his GOC (General Officer in Command) who was Brigadier Mohammed Buhari, who was ironically the master planner of the coup.
My father was arrested a week later, and detained at DMI(Directorate of Military Intelligence) and he was accused of plotting a coup against the Shagari regime. Fake witnesses were paraded to give false statements against him. While the real coup plot was going on underground with the full involvement of the same DMI group of officers that was interrogating my father.

After a month, he was released based on the fact that there was no legal basis to charge him for a "one man coup conspiracy"
I remember the day my father came back home. Our house was flooded with relatives, friends and neighbors. I could feel the tension in the air when he arrived, tears of happiness, joy and relief was pouring down from my mum’s eyes.

I remember seeing my father’s bruised back and arms due to the savage beatings he received in the detention cell, just because he wanted to be a good soldier that loved democracy and civil rule, and even if he was a military officer, he was not in support of a military regime taking over a stable civilian government.

Then on the 1st of January 1984, Brigadier Buhari (My father’s GOC that he reported the rumor of a coup) was announced as the new Head of State.
Everything now became clear to my father as to why he was arrested for reporting about a coup.
He was later transferred from jos,Plateau state to Command and Staff College Jaji, Kaduna state.

Two years after, he was arrested again for allegedly knowing about the Phantom-vatsa-coup and not reporting to his superiors.
A Special Military Tribunal was set up and my father was convicted and sentenced to death by firing squad.
I remember that day, 5th of March 1986. General Domkat Bali came on air and read out the list of names. 10 officers!!! 10 fathers!!! 10 breadwinners!!!
And he adds,” Have been Secretly Executed 1 hour earlier"

Then 14 years after, On the 22nd of May, 2006. General Domkat Bali grants an interview with THE NEWS magazine, that whatever evidence the panel had against mamman vatsa and the 9 other officers were weak, and his only regret was that he could not stop the execution from taking place.

Even when Mamman vatsa,s wife, my mother, and other widows pleaded to IBB for their husbands corpses to be released to them, it all fell on deaf ears, because IBB instructed that ACID should be poured on their bodies and they should be given a mass burial.
IBB requested that the execution process should be recorded for him.

For 24 years, I’ve lived with something in my heart!

Relief as flights resume in Europe Lagos gets Euro passengers after 1 Week !

CHEERS and whoops of joy rent the air at airports around the world as airplanes took to the skies after five days of being grounded by a volcanic ash cloud that had crippled European travel.

But weary passengers might have to temper their enthusiasm as only limited flights were allowed to resume at some European airports. United Kingdom (UK) authorities also said London airports - a major hub for thousands of daily flights worldwide - would remain closed for at least another day due to new danger from the invisible ash cloud.

And in Lagos, it was a cocktail of emotions as some Nigerian-bound passengers that had been stranded in Europe finally arrived yesterday

Some felt marooned, while others felt they were providentially domiciled at the various airports in Europe, due to a most unexpected natural cause-the volcano ash from Iceland that blanketed the skies

With over 95,000 flights cancelled in the last week alone, airlines face the enormous task of working through the backlog to get passengers where they want to go - a challenge that certainly will take days.

Still, in airport hubs that have been cauldrons of anxiety, anger and sleep deprivation, yesterday marked a day of collective relief.

The boards at Paris' Charles de Gaulle Airport announcing long-distance flights - which had been streaked with red "cancelled" signs for five days - filled up with white "on time" signs yesterday and the first commercial flight out since Thursday left for New York's John F. Kennedy Airport.

"We were in the hotel having breakfast, and we heard an aircraft take off. Everybody got up and applauded," said Bob Basso of San Diego, who has been staying in a hotel near Charles de Gaulle since his Friday flight was cancelled.

"There's hope," he said. Basso, 81, and his son had tickets for a flight to Los Angeles later yesterday.

At New York's JFK, the first flight from Amsterdam in days arrived Monday night.

"Everyone was screaming in the airplane from happiness," said passenger Savvas Toumarides of Cyprus, who missed his sister's New York wedding after getting stranded in Amsterdam last Thursday. He said the worst part was "waiting and waiting and not knowing."

The Eurocontrol air traffic agency in Brussels said it expects 55 to 60 per cent of flights over Europe to go ahead yesterday, a marked improvement over the last few days. By midmorning, 10,000 of Europe's 27,500 daily flights were scheduled to go.

"The situation today is much improved," said Brian Flynn, deputy head of operations at the Brussels-based agency. "The outlook is that bit by bit, normal flights will be resumed in coming days."

The agency predicted close to normal takeoffs by Friday.

Still, an international pilots' group warned that ash remains a danger and meteorologists say Iceland's still-erupting volcano isn't ready to rest yet, promising more choked airspace and flight delays to come.

Ash that had drifted over the North Sea from the volcano in southern Iceland was being pushed back over Britain yesterday by shifty north winds, Icelandic scientists said.

"It's a matter of wind directions. The volcano's plume is quite low actually, still below three kilometers near the volcano," said Gudrun Nina Petersen, meteorologist at the Icelandic Met Office.

A Eurocontrol map showing the ash cloud yesterday listed the airspace between Iceland and Britain and Ireland as a no-fly zone, along with much of the Baltic Sea and surrounding area. The ash cloud also spread westward from Iceland, toward Greenland and Canada's eastern coastline.

The volcano in southern Iceland is still spewing smoke and lava, but the ash plume is lower than it previously was, posing less threat to high-flying aircraft.

Three-year old daughter of Mr. Gbolohan Diyan literary flew like a cat from a two-metre distance into the arms of his father, who had arrived from Frankfurt, Germany, with a Lufthansa Airline flight.

Diyan described the experience, during his three-day stay at Frankfurt airport as "highly discomforting".

"The turn of event was most unexpected. When the news of the flight inhibiting volcano ash reached us, some of us thought that it would only last for a day or two. So, with enthusiasm, I went to Frankfurt Airport, expecting a minimal delay, which however, stretched till this morning (Tuesday).

"All along, my worries were centered on my family at home here in Lagos. With uncertainty enveloping everywhere at the airport, some little comforts that came our way were far from relieving us. People were sleeping everywhere, mostly on the floor. Some had sleeping materials provided by the authorities. But I am happy to be home at last, to the warm embrace of my darling daughter, other members of my family and friends."

Meanwhile, airlines and other operators at Nigerian airports have been counting their losses. Among these are the Nigerian Airspace Management Agency (NAMA), the Skyways Aviation Handling Company Limited (SAHCOL), the Nigerian Aviation Handling Company (nahcoaviance), the Federal Airports Authority of Nigeria (FAAN), the bureau de change operators and the duty free shops.

Investigations by The Guardian revealed that Arik Air, which operates from the Murtala Muhammed International Airport (MMIA), Lagos with A340 aircraft daily and B737-800 from the Nnamdi Azikiwe International Airport (NAIA), Abuja has lost close to N700 million to the disaster even as it promised to resume flight operations immediately the airspace is opened.

Spokesperson for the airline, Mr. Banji Ola confirmed that the airline has recorded huge loss due to the suspension of operations since last Thursday, but could not put a figure to the amount lost.

He said that since the volcanic eruption began last Wednesday, the airline has been unable to operate its flights into London Heathrow, adding that the suspension was in compliance with directive from UK Air Traffic Control Services (NATS) and for safety reasons.

Also, the General Manager, Public Affairs, NAMA, Mr. Supo Atobatele, confirmed that the agency had lost some revenue from the navigational charges it collects from the international airlines, especially from Europe. Atobatele noted that the agency is currently compiling its losses.

The Corporate Affairs and Business Development Manager of nahcoavaince also said most of the foreign airlines especially from Europe for which the company does ground handling services for have not been landing at the country's international airports.

Bureau de change operators at the international wing of the Lagos Airport are not left out. One of them who spoke with The Guardian, Alhaji Musa Jibril, lamented that business had been dull since last week, stressing that most of their clients who are businessmen and women have not been coming.

He said:

"The fact is that we have been affected by the recent disaster, which has enveloped the whole of Europe. Most of our customers who usually patronise us on a daily basis have not been coming because they have not been able to travel out or come in to the country and since they can't move, there is no way we can generate revenue too."

Ibb "shareholder" in Globacom

Equatorial Trust Bank Plc (ETB)

Otumba Mike Adenuga is the Chairman of this bank and it was the second bank, where $I65million PTDF funds were fixed at various times. The first placement was on June 25, 2002 in the sum of USD50million transferred from its account in UBA Plc, New York, US. After the deposit, Mr. Mike Adenuga, an associate of the VP, paid the sum of $20million sometime in 2002 as part payment for Globacom's license. Some few months after the receipt of the $50million, Mike Adenuga, through one of his accounts called Deep Sea Ltd, gave Marine Float Ltd the sum of N300million (on 27/11/02). Deep Sea Ltd is an internal account in ETB funded by another related account, Yuletide Ventures, whose source of funds was unauthorized overdrafts granted by the bank. Another N22 million was also given to Marine Float on 06/03/03 by same Mike Adenuga through Deep Sea Ltd. These funds were transferred from Lagos to Messrs Akinyera and Ajibade in Abuja but drafts were raised in favour of Marine Float Limited. These payments showed direct benefit of the VP in ETB. There was another ETB draft of N21million issued in favour of Alhaji Umar Pariya, an aide to the VP around the same time the $50million deposit was made. Messrs Akinyera and Ajibade are close aides of Otumba Mike Adenuga just as Alhaji Umar Pariya is a close aide of Alhaji Atiku Abubakar.

The trio of VP, ES of PTDF (Alhaji Yusuf Hamisu Abubakar) and Otumba Mike Adenuga met in the office/residence of the VP to discuss the placement of the USD115million in ETB by PTDF. It was at this meeting that Hamisu Yusuf Abubakar was introduced to Otumba Mike Adenuga as the chairman of ETB. Immediately after the meeting, the placement of the $115million by the PTDF in ETB followed and Mike Adenuga rolled out his Globacom Network in the country.

A scrutiny of Globacom revealed its ownership structure as follow; Conpetro Limited-51%; Alhaji G. Subair-24%; Prince Babatunde Akinyera-12.5% and Festus Okechukwu Igbomor-12.5%. This is contrary to Otumba Mike Adenuga's statement of being the sole owner of the company. The given address of Alhaji G. Subair of 2/3, Dawaki Road, Kaduna, was found to be a property belonging to Mohammed Badamasi Babangida. When the other addresses of the shareholders were checked, they were found to be non-existent.

Mr. Jeffrey Tesler, a business associate and friend of both Ibrahim B. Babangida and Mike Adenuga facilitated the payment of $180milion for Globacom license. Jeffrey Tesler also facilitated the granting of a loan of $700million to Con Oil, a company owned and controlled by Otunba Mike Adenuga.

The ES was rewarded with a so called loan in excess of N200million by ETB after the placements of the $165million in the bank, for transportation/dealership business with Conoil, a company belonging to Otumba Mike Adenuga. The duos are now fugitive from justice.

The business of banks is basically to mobilize funds (deposits) and advancing them as loans to their customers, among others, but not as unsecured and unauthorized loans that was distributed to companies, relations and politicians. It is clear that these monies were paid to companies and individuals contrary to the original intention of the so called loans


iGate Inc. US (iGate)

iGate is a US based technology company that is into communication technology. Sometimes in June 2003, while in Nigeria, Congressman Jefferson introduced the officials of NDTV (Otumba Fashawe, Dumebi Kachikwu and Ahmed Vanderpuije) to Vernon Jackson, the Chief Executive of iGate Inc. Through various negotiations, NDTV ultimately entered into a Distributor Agreement with iGate whereby NDTV agreed to pay iGate $44,943,400 for the rights to iGate's technology and to distribute its products in Nigeria. By January 2004 and in accordance with the agreement, NDTV paid approximately 15% or $6.5million to iGate as an advance for the right. $1.5million was initially remitted to iGate and the balance of $5million was later wired to iGate being the balance of the 15% with the remaining 85% or $38.4million expected to be financed by US EXIM bank.

Business relationship between NDTV and iGate became strained towards the end of 2003 and ultimately broke off in 2004. Consequently, NDTV hired legal representative, Jean Micheal Malek, in the US to seek the refund of the $6.5million it paid iGate. The sum of $5000 was paid to the lawyer as his fee to facilitate the refund to NDTV.

iGate agreed to return $4million after negotiation but only $1.7million had been refunded to NDTV through TIB, leaving a balance of $2.3million unpaid. It was at this stage that Congressman Jefferson wrote to the President in defense to an alleged petition sent to the president by Otumba Fasawe. Jefferson wrote that Mr. Vernon Jackson had told him that before the payments to iGate, the MD of NDTV, Ahmed Vanderpuije, informed him that they were expecting funds from PTDF which would be used for the payments for the contract between NDTV and iGate.

After the business relationships between NDTV and iGate soured, Congressman Jefferson continued to look for an investor in telecommunication venture that would utilize iGate's technology and products. This effort yielded fruits with the agreement between Rosecom. Net, an Internet Service Provider (ISP), and iGate Inc. for the use of iGate technology to provide internet services in Nigeria over Nitel's copper wire infrastructure (Co-location). However, Nitel refused to allow the co-location agreement to subsist because it had already entered into another agreement with a Chinese based company for the same purpose.

As a result of Nitel refusal, Congressman Jefferson decided to enlist the cooperation of the VP, first, for assistance in extinguishing the $2million debt to NDTV relating to the previous NDTV procurement of the right to use iGate technology in Nigeria and secondly, for assistance in gaining Nitel's cooperation for the co-collocation of iGate technology at Nitel's facilities.

It is pertinent to note that on May 3, 2006, Mr. Jackson pleaded guilty to charges of conspiracy to bribe and bribery in the US. He claimed to have bribed Jefferson with more than $400,000 in cash, company stock and shares in iGate technology business ventures in Nigeria and other African countries.

7. The VP, Atiku Abubakar
Atiku Abubakar is the Vice President of Nigeria and he was the one overseeing the activities of PTDF. He inaugurated the Interim Management Committee of the Fund in September 2000.

He played prominent roles in the approvals for release of PTDF funds and their placements in two banks. The VP had an outstanding interest in the placement of the PTDF funds in these two banks. For one, even the $125million for the implantation of some specific projects was not utilized for that purpose, rather caused their diversion to their placements in the two banks (TIB & ETB). Prior to the placements of the PTDF funds, the VP held several meetings with either the ES alone and sometime the ES and Mike Adenuga to discuss modalities regarding the placement of the funds either in TIB or ETB. The placements were done at the detriment of the Fund as they were made at interest rates below the average CBN Minimum Rediscount Rate (MRR) even when he was strongly advised against that.

The request for the release of the $20million, was predicated on the issue of the ongoing projects being executed by the Fund, whereas it was not so. The funds were released again by the VP and were sent straight to the same placement in TIB. This second release was done without the knowledge and approval of the Presidential Adviser on Petroleum and Energy, Mr. President and the FEC. As these funds were hitting the two preferred banks, "loans" were packaged by TIB, even without adequate collateral, for his long time friend and business associate, Otumba Oluwole Johnson Haliru Fashawe through NDTV and Mofas. In Mofas, one of the directors is Alhaji Adamu Abubakar, a son of the VP. Though the VP's name was not stated as a director of Marine Float, evidence abounds that the account is controlled by him. First, the VP admitted he paid N30million for the property from that account; secondly, most of the beneficiaries from the account are his friends, associates.

Similarly, as the funds were hitting ETB, Otumba Mike Adenuga made $20million deposit for Globacom license, the second national carrier. A little scrutiny of the equity ownership structure of the company revealed that Otunba Mike Adenuga lied about the ownership of the company. When the transfer of the $50million by PTDF from its account in UBA Plc New York was made in ETB, Mike Adenuga gave the VP the sum of N322million (i.e N300m on 27/11/02 & N22m on 06/03/03) through his Marine Float account domiciled in Bank PHB Plc through his aides - Akinyera and Ajibade. The sum of N21m was paid to the VP through a draft raised in the name of Umar Pariya, his Personal Assistant.

The VP held several meetings with the US Congressman Williams J. Jefferson both in Nigeria and abroad in relation to business ventures which included NDTV and Rosecom.Net, an ISP. When the business relationship between NDTV and iGate collapsed, his assistance was sought to extinguish the outstanding approximately $2million already paid by NDTV. Even though he denied assistance on extinguishing the amount, he accepted conveying a letter from US Congressman Jefferson to the Honourable Minister of Communication, Chief Cornelious Adebayo in relation with iGate and Rosecom.Net business venture.

The VP's business interest in NDTV was confirmed when he made an initial deposit of N30million on January 7, 2003 from his Marine Float account in Bank PHB Plc for the purchase of the N200million property being used as NDTV Head Office. His interest also influenced the placement of PTDF funds in TIB from where Otunba Fashawe obtained 'loan' and completed the payment of N170million for the property at Wuse. The VP's interest in NDTV is further buttressed by the fact that he even acted as a referee to Otumba Fashawe for the sourcing of the licensing of NDTV in Nigeria Communications Commission (NCC). Ref. Appendix AB. Investigation also revealed that the VP severally met contractors of NDTV at Jada, his hometown on his interest in the company.

Guru of Gangstarr is Dead !

Guru founded Gang Starr in 1987, and built a sizable following in the early 1990s, releasing classic albums such as Step in the Arena (1991) and Daily Operation (1992).

In 1993, he released his first solo album, Jazzmatazz, Vol. 1. The album featured collaborations with Donald Byrd, N'Dea Davenport, and Roy Ayers, while his second LP, Jazzmatazz, Vol. 2: The New Reality, featured Ramsey Lewis, Branford Marsalis and Jamiroquai.

His "first proper solo album", in his own words, was Version 7.0: The Street Scriptures (2005), released with the help of producer and new backup MC Solar (who is not to be confused with MC Solaar from France). The album reached #1 on the college hip-hop charts, but was a failure with both fans and critics. It still managed to sell relatively well for an independent release.

Guru's last projects were the fourth installment in the Jazzmatazz series, entirely produced by Solar, released in early June 2007, and Guru 8.0: Lost And Found, released May 19, 2008 (also in collaboration with Solar). Although there were hopes for a Gang Starr reunion, Guru stated he would not work with DJ Premier again.[4]

Death

On February 28, 2010, Guru went into cardiac arrest and, following surgery, fell into a coma.[5][6] He was said to have woken from the coma[7]but died on April 19, 2010, after a long battle with multiple myeloma.[8]

In a letter allegedly written by Guru on his deathbed, asked that Solar should manage his posthumous image, likeness, etc. on behalf of himself, and his son KC, and wished that DJ Premier not associate himself with Guru.[9]. Members of Guru's family have claimed that Solar prevented contact with him during his fatal illness.[9]

Tireless Inter Milan produced a rip-roaring home performance to overpower Barcelona 3-1 and leave the holders in real trouble after an inspiring Champions League semi-final, first leg on Tuesday.

Bankole, Oshiomhole, Fashola, others stranded in Europe • EU to resume limited air traffic today

Speaker of the House of Representative Dimeji Bankole, Edo State Governor Adams Oshiomhole, and Lagos State Governor, Babatunde Fashola are among Nigerians stranded in Europe as result of rising Iceland volcano ash. Others stranded included some aides of the Acting President Dr Goodluck Jonathan. Also, the governors of Imo and Akwa Ibom States, Ikedi Ohakim and Godswill Akpabio are said to be among those stranded in the UK.

The socio- political implication of this development that government business, which the affected officials were supposed to address have been left unattended.

For instance in Edo State, the launch of the ‘one man, one vote’ campaign earlier schedule for tomorrow has been postponed by one week because of the absence of Governor Oshiomhole..

Meanwhile, European officials carved up the sky yesterday, creating three zones to more quickly break the flight deadlock caused by volcanic ash flowing from Iceland over Europe. Many more flights will be able to take off today, the bloc said.

European countries can resume airline traffic in designated “caution zones” where the threat of ash is considered less dangerous, French officials said after a meeting of the bloc’s 27 transport ministers.

Under the accord, one area defined by the European air traffic control agency Eurocontrol will remain entirely off limits to flights. Another area will be open to all flights and a third area will be a caution zone in which some flights will be allowed.

Jean-Louis Borloo, the No. 2 French Cabinet official, said flights in the caution zone will be “very secure” with many tests to make sure jet engines are not damaged by ash.

EU Transport Commissioner Siim Kallas said after a videoconference with EU transport ministers and industry officials that “the decision increases air space available to air traffic. This is the final outcome.”

The EU said as of Tuesday morning “we should see more planes starting to fly.”

Meanwhile, airline losses from the volcanic ash cloud spiraled over $1 billion yesterday, the industry demanded European Union compensation and criticized European governments for relying too much on scientific theory not fact in their decisions to shut down airspace across the continent.

Shares of some European airlines fell as flight disruptions from the volcanic cloud moved into a fifth day, and the International Air Transport Association complained of “no leadership” from government leaders, one of whom admitted to EU dissension about how to respond.

“It’s embarrassing, and a European mess,” IATA CEO Giovanni Bisignani told The Associated Press. “It took five days to organize a conference call with the ministers of transport and we are losing $200 million per day (and) 750,000 passengers are stranded all over. Does it make sense?” IATA officials said the $200 million estimate was at the low-end of their projections, and that it could run as high as $250 million-$300 million a day.

Even as airline officials were clamoring for relief, both financial and operational, a senior Western diplomat told The Associated Press that several NATO F-16 fighter jets had suffered engine damage after flying through the cloud, suggesting government caution was warranted..

The official declined to provide more details on the military flights, except to say that glasslike deposits were found in the planes’ engines after they patrolled over unspecified European airspace. European civil aviation authorities held a conference call Monday about what steps could be taken toward opening airspace, and transport ministers of all 27 European Union members were conferring by phone and videoconference.

Dominique Bussereau, France’s transport minister, told reporters Monday that he had urged EU president Spain. ever since Saturday. to call the ministerial meeting immediately but Madrid declined. “Naturally, it would have been better if had taken place Sunday or Saturday,” Bussereau said.

British Airways said airlines have asked the EU for financial compensation for the closure of airspace, starting last Wednesday. With London among the first hubs shut down, the British carrier said it’s losing as much as 20 million pounds ($30 million) per day.

BA Chief Executive Willie Walsh pointed out that compensation had been paid to airlines after the closure of U.S. airspace following the Sept. 11, 2001 terrorist attacks. “This is an unprecedented situation that is having a huge impact on customers and airlines alike,” Walsh said. “We continue to offer as much support as we can to our customers, however, these are extraordinary circumstances that are beyond all airlines’ control.”

Environment Minister Jean-Louis Borloo, the No. 2 in the French Cabinet said a meeting of French airlines, travel agencies and the government was planned for Tuesday to examine possible state aid to the industry. “This aid will evolve of course based on the severity of the crisis. For that, we need a European pre-accord that we have obtained, an accord in principle so this sector aid can be allocated,” Borloo told France’s i-Tele.

German Transport Minister Peter Ramsauer said government decisions were based on a “sea of data” and defended the continued closure of air space in his country. He brushed off airlines’ complaints about losses, saying they know about their susceptibility to weather conditions.

“It is completely obvious that you have to calculate with such risks,” he told Radio station Deutschlandfunk. “And I defend myself right away against any calls to the government,” to compensate for the corporate losses. The IATA, in a statement, called on governments to place “greater urgency and focus on how and when we can safely reopen Europe’s skies”, such as through more in-depth study of the ash cloud.

“We have to not just use as the Europeans were doing, a theoretical model, let’s try to use figures and facts,” Bisignani said.” It means sending test planes at certain kinds of altitudes to check what was the situation with the ashes.”

While the association says “safety is our top priority,” Bisignani said in the statement that its member airlines have run test flights with no problems and “they report missed opportunities to fly safely.” Bisignani said that Europe, unlike the United States, for example is “not well-equipped” when it comes to planes that can test the air quality in the skies. He estimated that once flights in Europe do resume, it would take three to six days for traffic to return to normal.

France’s Borloo said disparate analyses needed to be brought together based on “real tests on real planes with real pilots,” so some air “corridors” could be reopened. “The issue today is not to reopen all European commercial airspace, the issue today is to increase the ability to reopen corridors to allow the general de-congestion of European traffic,” he told reporters.

Pierre-Henri Gourgeon, the No. 2 executive at Air France-KLM, said his company is losing euro35 million a day and called for more test flights to see if routes are safe to fly. He said the French-Dutch carrier conducted five test flights on its own Sunday and planned another seven Monday.

Speaking to reporters Monday at Air France headquarters near Paris’ main airport, Gourgeon said aviation authorities had relied on “insufficient” information when they imposed a near-blanket flight ban in some countries.

The prospect of continued losses and flight cancelations pushed down shares of many airlines. In early afternoon trade Europe, German carrier Deutsche Lufthansa AG was down 3.9 percent to euro12.24 in Frankfurt; Air France-KLM SA dropped 4.5 percent to euro11.87, and British Airways was down 4.4 percent to 224.6 British pence.

One of the officers who could not hide his emotion after the bag which contained parts of the woman was zipped opened simply described the act as ungodly. “This is the height of man’s inhumanity to man.” The woman, who residents said was very popular in the community, was identified as Rashidat Akinsola. She was said to be nursing a 3 -year-old boy before she met her painful and sudden death in the hands of yet to be known killers.

Already, a 45-year-old welder, Okanlawon Efukayo, who was picked up from an apartment in the uncompleted building and on whose bathroom some dangerous weapons including cutlass, knives and hammer were allegedly recovered, is in police net undergoing interrogation. But in swift self defence, the self-acclaimed father of 8 has flatly denied the allegation saying he was just a victim of circumstance.

Crime Guard scooped that a night preceding the discovery, a deafening noise was heard coming from the building as if some people were pounding yam in a mortar. After a while, remarked some anonymous respondents, the noise calmed down and everybody went to sleep only for residents to wake up the following morning to behold a bag soaked in blood and carefully dumped in an uncompleted building on Olorungbebe street, Isuti-Egan in Igando.

The building, it was learnt, had some tenants including the arrested welder as illegal occupiers. Residents promptly raised an alarm and alerted the police. Meanwhile, the late woman, said to be very popular and friendly with many in the sleeping community report was not seen for three days before the discovery of her butchered remains.

However, on scrutiny, sources hinted that the police discovered that her vital parts like the lips of her private part, her breasts and finger tips were missing, fuelling speculations that she may have been a victim of ritual murder.

Describing the act as “wicked”, a resident who simply gave his name as Baba Ibeji said, “This woman you are seeing in this bag like an animal, is well known in this community and very jovial too. To discover her butchered body like some pieces of meat is to show you how wicked people can be in their quest to hide their dastard act.

The people who perpetrated this act thought by severing her into parts, it would be difficult to identify her and so escape justice. But they forgot that God is alive. There is no hiding place for the wicked.”

Continuing, the respondent said, “ This morning, people were screaming that there was a bag soaked in blood and kept in this uncompleted building. So everybody raced to the scene. When the bag was opened, it was discovered that it contained human body cut into pieces and somebody was able to identify the face as Rashidat. That was why we invited the police.

Arrest

When the police arrived the scene, they turned the entire uncompleted building upside down, following which the suspect was fished in a hide out in one of the apartments.

An officer who did not want his names in print told Crime Guard that, “When we arrived the scene of the crime, we saw a bag soaked in blood and when it was opened, we discovered a woman’s body that was cut into pieces like that of an animal.

The body was packed in a ‘Ghana Must Go’ bag. During investigation, we spotted some blood stains and we followed it until we got to a room. In that room, we discovered a carton was used as carpet; that too was soaked with blood.

Then, on the walls, we spotted a pair of trousers which was also stained with blood. We moved further to the bathroom and we saw some weapons, like the knife and cutlass and hammer which had blood stains on them, and eventually we discovered the suspect in one of the adjacent rooms. He was of an unsteady posture and we had not alternative than to arrest him.

We are of the strong conviction that he may have used the weapons to slaughter the defenceless woman for whatever purpose.

Suspect’s denial

But Mr. Efukoya whose tales sounded convincing vehemently denied the allegation blaming his desperation to get an apartment for taking to reside in an uncompleted building.

Said he, “ I have been

looking for an accommodation for long time now, and since I lost my shop to officials of the Lagos State Kick Against Indiscipline (KAI) in Igando, life has been difficult for me. There was no enough money to rent a good apartment, that was how I found myself here through an agent, Olorungbebe.

“I did not kill this woman even though the police is claiming that I am responsible for her death. How I go take kill somebody wey I never see in my life before? I am not a killer, I did not kill her. God bear me witness.”

In the mean time, the mutilated remains of Mrs. Akinsola has been deposited in a public mortuary for forensic analysis..

Christ Embassy fraud: Suspects docked, members scold critics

Hope of getting reprieve by the suspects who were alleged to have defrauded Christ Embassy Church to the tune of N60m has been dashed as all efforts to convince their General Overseer, Pastor Chris Oyakhilome to forgive them failed. The suspects have been charged to court on a two-count charge at Ikoyi High Court and risk being jailed if found guilty.

They pleaded not guilty to the charges and were granted bail. Those arrested are, Chinelo Ezeagwuna, Essien Mabel Ufonabasi, Keneyinboh Miriam Eneyi, Orie Nwakego Felicia and Bassey Bassey Charles.

Saturday Sun reported last week that the suspects who were active members of the healing school, a department of the church, had begged Oyakhilome to apply the principles of forgiveness by dropping the charges against them..

According to the Commissioner for police, Special Fraud Unit (SFU), Moses Sabo, the suspects where arraigned on a two count charge bordering on conspiracy and stealing. “ No body is above the law that is why upon completion of the investigation they were charged to court. It is left for the judge to decide what becomes of them.”

As reported in the newspaper, in a bid to be among those who testify in church to speedy progress, four members of the church engaged in what the police suspect is fraudulent in the micro finance bank, popularly known as ‘Parralex’, established in the church’s premises in Lagos. These persons allegedly diverted over N60m into two dedicated personal accounts and shared it.

The bubble burst when operatives of the SFU, Lagos swooped on them. The suspects were alleged to have opened several accounts with the bank, using fake names. The fraudulent account was used to divert the money. They were alleged to have debited the bank’s general ledger and transferred same sum of money to the various fraudulent accounts. This act which started in 2008, continued till 2009 when the fraud was detected.

Meanwhile, Nigerians have condemned the act, blaming the church for deceiving these people into stealing in the name of God.

Some Nigerians who felt scandalized about this sordid development in the house of God reacted accordingly

Sekuru Gora said he is yet to understand how these churches manage to brainwash people to lose their minds. “They prey on peoples greed. The suspects were aware that what they were doing was wrong. They were encouraged by the pastor to get rich quickly by latching at existing opportunities. Prosperity gospel is nothing other than legalized thievery. Religion has been abused especially by these Pentecostal churches. I for one will never be fooled by some greedy men of God to enrich them at any cost. I don’t need to go to church to do well and live a good life. I work hard and help a lot of people, something that most of these churches don’t do.”

On his own part, Kunle, lashed out at the suspects for asking pastor Chris to forgive them instead of blaming them for their act. “Are they not aware that it is the twisted get rich quick gospel that their pastor has been preaching to them that pushes most of his church members to engage in illicit and criminal activities? I am even made to understand that most of the prostitutes in Ikeja attend CEC. What is the church’s business in setting up a micro finance bank in the first instance? Personally I think Pastor Chris should be held accountable for this fraud as he is in the business of breeding criminals.”

While some are blaming the act on Pastor Chris others are of the view that everyman is accountable for his own sin, as Pastor Chris never encouraged them to steal.

Steven asked the suspects to admit that it was their greed not Pastor Chris’s message that led them to steal. “Some people in a congregation steal and blame it on the message they heard. Did the message say go and steal? Their greed for quick wealth led them to do what they did and does not in any way invalidate the message and the existence of members that are obedient to the dictates of the word of God in the same congregation.”

Adebayo Ogunsaya called on the critics of Pastor Chris to listen to his messages and pinpoint where he encourages anyone to steal. “One of the things he emphasized early this year is that the year will not favour a man with criminal tendencies. He said doors of prosperity would be shut against people with such character. He said some people didn’t know that some doors have been shut against them already by criminality. He even went as far as saying that if any one has supplies to do in a contract, minimize the gain, such one should not inflate the amount beyond proportion. You should get to hear his teachings yourself than all these hearsays of yours. Pastor Christ is a balanced teacher and can never condone criminality. If he teaches on prosperity, its only because its scriptural. Paul and Jesus taught on prosperity too. So will you blame Jesus for the criminality of Judas?”

Chioma Onwubiko threw a poser to Christians who are busy condemning Christ Embassy. She asked: “Now for you Christians that worship in the “Perfect Church”, I have this question for you: “Can you beyond reasonable doubt proclaim that the church where you worship is 100% free of those that steal, those that fornicate, those that lie, those that commit murder, those that covet, those that harbour hatred against others, those that commit adultery, love-peddlers, etc”?

“Can you vouch for every member of that your “Perfect Church”, that every single one of them is obedient to every single dictates of the word of God? Can you?”

Former military president and presidential aspirant on the platform of the Peoples Democratic Party (PDP), General Ibrahim Badamasi Babangida, yesterday said he was planning a come-back to office because of the non-availability of capable younger people who can steer the ship of state..

Speaking to the Hausa Service of the British Broadcasting Corporation (BBC) monitored in Kaduna, Babangida said: “Because we have seen signs that they are not capable of leading this country and so we feel we should help them. “But a country like Nigeria cannot be ruled by people without experience. People like the (President Barack) Obama that you are speaking about have the experience. He started from the state House of Assembly to the House of Represen-tatives and to the Senate. If our youths are like this, we will say they have the requisite experience. But we have not reached that level. Honestly, it is our wish that God will bring the younger people that will take over from us if they are available.”

Babangida, who answered questions from the BBC on almost every aspect of his administration during his eight years in office, said he was seeking a return to the Presidency, if elected next year, to contribute his quota in taking the country to the next level.

The former military President in the 15 minutes interview also absolved his eight year tenure of promoting corruption. He said the level of corruption in the country today is a far cry from what was witnessed during his time.

Asked what was attracting him to run for the office of president this time around when he declined to run in 2007, Babangida said, “I gave my reasons for not contesting in 2007 and it was published in many newspapers in the country. Therefore, Nigerians know my reasons for not contesting at that time. But now, Alhamdudillahi, things have changed.

“My position as a Nigerian. Anything that God wants me to do to help this country, I will do it. If I am given the chance, I will know what to do and by the grace of God, I will do it. Nigeria is a country of 150 million people and any of this 150 million people can be president.

Babangida told the BBC that his godfather in Nigeria was the masses when he was reminded by the BBC that the June 12, 1993 election was made possible by the masses but he still went ahead to annul it.

He then said: “But what you should take into consideration is that there has never been an election like that before. That election convinced not only Nigerians, but even the international community that it is possible to conduct free and fair elections in Nigeria,” he said adding that as head of the government at that time he takes responsibility for annulling the election.

The following is the full text of the interview:

You wanted to contest for the Presidency in 2007, but at the end of the day you didn’t submit your papers, how can you assure Nigerians that this time around, you will contest?

I gave my reasons for not contesting in 2007 and it was published in many newspapers in the country. Therefore, Nigerians know my reasons for not contesting at that time. But now, Alhamdudillahi, things have changed.

Don’t forget we are talking of helping the country. What we are talking about, is something that happened some 16 years ago. We should be thinking of what we can do to make progress.

Nigeria is facing a lot of problems, if by the grace of God; you become the president again, what are these new things you never did in the past that you will want to employ in tackling these problems.

God in His infinite mercy gave me the leadership of this country for 8 years…. Remember the Nigerian people have not changed, and since they have not changed, we are in a position to tell them that we can do it again.

There are speculations that the United States of America (USA) wants you to contest for the presidency. What do you have to say about this?

How can that be possible since it is not Americans that will vote? It is Nigerians that will vote.

But America is an influential country in the world and it has its interests in Nigeria.

Nigeria is an influential country too. If somebody wants something in Africa and he hears the voice of Nigeria, it is like he has heard the voice of Africa.

But they said the American Assistant Secretary of State paid you a visit.

Yes, he came to greet me. He is somebody I have known. He came to condole with me over the death of my wife. When we were in the hospital in America, he was coming to greet us…

The issue of the dwindling Nigerian economy is blamed on your administration. You invited former World Bank Economist in charge of Structural Adjustment Programme (SAP), Prof. Joseph Tigris, who you used to ruin the nation’s economy. Why did you do that?

...Today, we are talking of exactly 24 years, but SAP has not changed, they keep on modifying it. If the economy was ruined, by now, we would have been history. The Nigerian economy was not ruined.

But they say Nigerians are going through serious hardship as a result of your economic policies.

I want you to know that if you read all the books on the economy of Nigeria, you will find out that from 1960 to 1995, Nigeria made far-reaching progress. I left office in 1993. You should be asking what have those who came after us done.

Your administration was accused of massive corruption. If you become the president again, how would you address the problem of endemic corruption in Nigeria?

If you compare what is happening now with what happened during my administration, you will commend me. I sacked a governor for embezzling N300, 000 during my regime, but now, what do you see? During our time we were not enmeshed in this kind of things we see today.

During your time, there was this $12 billion made from the sales of oil. What happened to the money?

The $12 billion was the money realised from the sale of oil for 8 years. Let me repeat, it was money made from the sales of oil in 8 years. It was money that we saved in the Central Bank of Nigeria (CBN) within those 8 years. There was an additional $1.2 billion... So all they are saying about this money are lies. If you read the Okigbo report, you will see that the money was made in 8 years.

But the Financial Times reporter who published the story was sent out of Nigeria because of the report. If it was not true, why was he sent away?

Frankly speaking, I can send the Okigbo report to you to read. I have been explaining this over and over. What I realised from oil in eight years is what somebody makes in one year.

You have been a major player in the leadership of this country for a longtime.

Don’t you think it is time to allow the younger generations take over from you the older ones as it happened in America and other parts of the world?

Honestly, it is our wish that God will bring the younger people that will take over from us if they are available. I was the one who introduced the politics of new breed in this country.

Why didn’t you step aside and give the younger generation a chance to lead since they are fresh and strong.

Because we have seen signs that they are not capable of leading this country and so we feel we should help them. May be they are not given the proper education that is why. I have spent 17 years since I left office.

The politicians are asking me what I forgot in the Presidential Villa that I want to go and pick. When I left power, the naira was N22 to the dollar. Petrol was selling at 70 kobo per litre. So there are things that I did that will make me come back.

These things were not like that when you came to power. You were the one that devalued the naira.

How? During my time, the naira did not exceed N22 to the dollar. Now it is N150 per dollar.

But how much was it before you came to power?

It was N4.5 to the dollar.

So you devalued the naira.

The Inspector General of Police, Ogbona Onovo, on Tuesday, ordered his men to arrest former governor of Delta State, James Ibori, after he had withdrawn security aides attached to the man recently declared wanted by the Economic and Financial Crime Commission (EFCC)..

The police team who went to Oghara, the hometown of Mr. Ibori to make the arrest, were, however, ambushed by a group of armed hoodlums who severely manhandled the police officers and beat some of them into coma, the Force Public Relations Officer, Emmanuel Ojukwu, confirmed on Tuesday.

According to reports gathered by NEXT, the police convoy, which included Assistant Inspector General of Police, M.D Abubakar, and the Delta State Commissioner of Police, Yakub Alkali, were attacked on the outskirts of the town by armed men who exchanged gun shots with the police.

The police team had to beat a hasty retreat from the town to provide medical care for their wounded.

Mr. Ojukwu said the police was acting on a warrant of arrest issued by an Abuja High Court Monday that it brings in Mr. Ibori for questioning.

An earlier attempt by journalits at the presidential villa to get answers from Mr. Onovo on an alleged directive by the Acting President, Goodluck Jonathan, that he arrests Mr. Ibori, were rebuffed.

Mr. Onovo had visited the State House to attend the National Economic Council (NEC), which was presided over by the Acting President yesterday.

“I am here to attend a meeting and not to take questions,” he had said.

But residents of Oghara confirmed that heavily armed hoodlums who have moved into the town were members of militant groups in the area.

Mr. Ojukwu, however, said police had not identified those behind the attack.

“I don’t know which group, but I can confirm to you that the group that was sent there was attacked by hoodlums. I don’t know whether they are militants or what by now, but we are still working on it,” he said.

He said Mr. Onovo has also directed Mr. Abubarkar to work with Mr. Alkali to ensure the arrest of the former governor.

“The IG has ordered the AIG in charge of Zone 5, that is M.D. Abubakar and the commissioner of police, Delta State, to effect the arrest of James Ibori and there is a DIG on ground to ensure that the court order is enforced today,” Mr. Ojukwu said.

“We cannot give you the details of what we now want to do, but we will do everything within the law to effect the arrest; and there is a warrant of arrest issued by a court and we are acting within the jurisdiction.”

Denying some media report that Mr. Onovo had refused to obey a presidential order asking him to arrest Mr. Ibori, the police spokesperson said the order of arrest it relies on was served on the Nigeria Police on Monday..

However, when asked why the police has been charged to effect the arrest and not the EFCC, which is the agency looking for Mr. Ibori, Mr. Ojukwu responded that, “you may ask them that question. What we know is that there is court order from the court and the court can direct any law enforcement agency to effect the arrest and get the work done.”

In a telephone interview, the EFCC spokesperson, Femi Babafemi, who also confirmed the attack, said the commission’s operatives were part of the team that went to the village.

The men were attacked by “armed militants at the entrance of the village and have still not been able to effect the arrest,” he said.

Legal tussle

Mr. Ibori, who faces several corruption charges, has refused to obey EFCC’s invitation to come and answer questions on allegations levelled against him by a group of Delta elders, led by Edwin Clark.

Mr. Ibori had, through his counsel, filed a motion exparte on April 12, at an Asaba High Court praying that he should be granted an interim injunction restraining the EFCC from arresting or harassing him. Joined in the suit are the Attorney-General of the Federation; the Inspector-General of Police; and the Director-General of the State Security Service (SSS).

The presiding judge, I.N. Buba, at its last sitting on April 14, adjourned proceedings in the case to April 28 to allow Mr. Ibori serve fresh hearing notices on the respondents in his application.
