OPERATIVES of the Department of the State Security Service (SSS), on Tuesday, quizzed former governor of Lagos State, Senator Bola Tinubu.
 
According to a high security source, the Action Congress of Nigeria (ACN) chieftain was reportedly quizzed at the SSS headquarters, otherwise known as Yellow House, Abuja.
Though no official reason was given by the SSS for the questioning, the Nigerian Tribune learnt that it might not be unconnected with Tinubu's pending case at the Code of Conduct Tribunal, as well as his recent outburst at the Action Congress of Nigeria (ACN) rally in Ibadan, during which he reportedly called President Goodluck Jonathan a "drunkard."

It was gathered that Senator Tinubu, who received the SSS invitation on Monday, arrived at its headquarters at exactly 3.15p.m. in Abuja, on Tuesday.

According to our source, he was quizzed over his utterances which the service considered as security "risk" but was later released on self recognisance.

"He (Tinubu) has been making some statements considered unhealthy for peaceful coexistence in recent times. The service deemed it fit to interact with him over such issues," a source said.

The former governor is also said to have a case file before the Economic and Financial Crimes Commission (EFCC).

The Nigerian Tribune learnt that the former governor was left off the hook after the questioning around 4.15p.m.

Efforts to get official confirmation on the questioning of Senator Tinubu from the service were not successful as the telephone lines of SSS spokesperson, Maryln Ogar, an Assistant Director of Public Relations, were defective.

However, a top operative in the service, who wanted anonymity confirmed the questioning, saying it was a normal routine that could be extended to anybody.

Meanwhile, with the swearing in of the new acting chairman of the Code of Conduct Tribunal, Danladi Yakubu Umar on Tuesday, the stage appears set for the commencement of the prosecution of past and present public officers indicted for alleged violation of the asset declaration law.

The covert swearing in reportedly took place around 10.00 a.m at the Supreme Court, with a handful staff of the Code of Conduct Tribunal present.

Code of Conduct Bureau spokesperson, Mrs Idowu Jokpeyibo, confirmed the swearing-in to the Nigerian Tribune, on Tuesday.

It was also gathered on Tuesday night that the Federal Government, through the office of the Attorney-General of the Federation, had almost concluded arrangement for the appointment of two other members that would be sitting on cases with the acting chairman.

The tribunal is a three-member panel, though two members are required to form a quorum.

It was further learnt that the tribunal might start sitting from next week, which would see to the commencement of the trial of Senator Tinubu and others charged before the tribunal by the Code of Conduct Bureau for violation of assets declaration law.

The two members are expected to be appointed and sworn in before the end of the week.

448x252.jpgBill first wrote about digital money 15 years ago in his book “The Road Ahead”. These days, he’s excited about financial services being offered in Africa over mobile phones. They provide an easy, safe and affordable way for millions of poor people to send, receive and store money.

When I visited Kenya last December I had a chance to observe M-PESA, which is a mobile money service that is being used by more than 13 million people for storing and transferring money. Services like M-PESA are exciting because financial services of any kind have been available to only 10 percent of the 2.5 billion people who live on less than $2 per day. M-PESA showed me a new world of possibility brought by that great piece of technology, the mobile phone. A recent study found, among other things, that M-PESA allows users to maintain steady levels of consumption, particularly of food, through shocks such as job loss, illness, harvest failure and livestock deaths.

This sense of promise and excitement came through loudly in a recent foundation-hosted Global Savings Forum, which explored a number of approaches to solving the micro-savings challenge.

I participated in a panel discussion about the types of partnerships that can take financial services to every household in developing countries. We discussed how technology-enabled models can allow service providers to focus on particular services or customer segments, and scale them up quickly.

The panel included representatives of different kinds of financial service providers, including a national commercial bank (Equity of Kenya), a global association of community-based banks (World Council of Credit Unions), a promoter of informal village-level savings and loan associations (CARE), and the mobile phone company behind the most successful deployment of mobile financial services to date (Safaricom of Kenya). The panel also included representatives of a global online payments provider (PayPal) and solution providers (MPower Labs and Obopay)...

The discussion began with the dynamic duo of Michael Joseph, outgoing CEO of Safaricom, and James Mwangi, CEO of Equity Bank, talking about their prominent M-KESHO partnership. They have developed a jointly-branded service that connects Equity Bank accounts with M-PESA’s powerful network.

I was interested to hear from both Mr. Joseph and Mr. Mwangi about the challenges involved in such a competitive yet cooperative joint product offering. Both are extremely protective of the powerful brands they have created, and putting them together without diluting either is a concern. I very much welcomed their challenge to other telcos and banks to be bold in their approach.

I was also struck by how Brian Branch, CEO of the World Council of Credit Unions, recognized that scale is a problem for the smaller community-based banks he represents, but also an opportunity. They are seeking ways to band together to find common technology solutions and partner with bigger players with national payment platforms such as Safaricom. This way they can remain true to the interests of the local communities they serve, offering more services at a lower cost.

Technology can be a major force to advance financial inclusion, which can help improve the lives of the poor in the developing world. This is an important focus of the foundation’s efforts. At the Global Savings Forum, we pledged $500 million over five years to help create access to savings accounts that will help increase the financial security of the world’s poorest.

I’m personally very excited about these efforts, which have the potential to replicate in other key markets. As I mentioned at the forum, I look forward to seeing similar partnerships replicate at scale in big countries such as India, Ethiopia and Nigeria.

Atiku in Trouble may Face Jail Time

in Trouble Proponents of the zoning arrangement in the Peoples Democratic Party (PDP) may have pushed the presidential ambition of former Vice President Atiku Abubakar into troubled waters following fresh indications that the proposition contravenes the extant Electoral Act. Sunday Sun learnt at the weekend that another round of legal battle is about to commence that might not only end Atiku’s quest for the presidency but could also see him and the advocates of zoning sent to jail if found guilty of contravening the law. A concerned Nigerian citizen, Mr Paul Abbey, has fired a letter to the Attorney-General of the Federation and the Inspector-General of Police demanding the prosecution of Atiku and all those pushing for zoning, saying they have breached Section 102 of the Electoral Act. Section 102 of the Act states: “Any candidate, person or association who engage in campaigning or broadcasting based on religious, tribal or sectional bias for the purpose of promoting or opposing a particular political party or the election of a particular candidate commits an offence under this Act and is liable on conviction to a maximum fine of N100,000 or imprisonment for twelve months or both.” The Abuja-based businessman and public affairs commentator accused the former vice president and some northern leaders of embarking on a biased and tribal campaign aimed at stopping President Goodluck Jonathan from contesting the PDP primaries and the 2011 presidential election. Citing a letter dated September 17, 2010 written by Atiku, Adamu Ciroma, Yahaya Kwande, Bello Kirfi, Dr Iyorchia Ayu, Lawal Kaita and Bashir Yusuf Ibrahim to the PDP National Chairman, Abbey said the writers opposed the candidacy of President Goodluck Jonathan on grounds of his tribe and promoted the candidacy of any aspirant from northern Nigeria solely on grounds of sectional bias.. “(These) persons have continued to prosecute political campaigns with tribal or sectional bias to imbue in Nigerians a sense that classes of Nigerians with different political rights do exist,” he stated, adding that by their alleged action, they are not seeking for the emergence of the “best possible administrator from any part of Nigeria” but have insisted that Nigeria be divided into North and South and the next presidential election be the exclusive preserve of the ‘northern candidates.’ In the letter to the AGF and the IGP entitled: “Demand to investigate criminal acts committed by Atiku Abubakar, Adamu Ciroma, Yahaya Kwande, Bello Kirfi, Dr Iyorchia Ayu, Lawal Kaita and Bashir Yusuf Ibrahim,” Abbey through his counsel, Offia Valentine, demanded that the aforementioned persons be investigated within seven days to ascertain their alleged culpability. “The offices of the Attorney General of the Federation and the Inspector General of Police have the duty to the public to investigate and prosecute crimes. It is my client’s view that these virulent political campaigns tinged with sectional and tribal bias contravene the Electoral Act, which prescribed appropriate penal sanctions. My client, therefore, demands that the offices of the Attorney General of the Federation and the Inspector General of Police investigate these acts within seven days of the receipt of this letter to ascertain the culpability of these persons.” Sources in the two offices confirmed that the letter was received on Thursday and that appropriate action would be taken on it “if it becomes necessary.” The legal practitioner warned that his client would file proceedings in court against the AGF and IGP if they fail to investigate Atiku and the northern leaders at the expiration of the ultimatum. “Mindful of the violence hinted at by Atiku Abubakar at a recent political campaign if his biased sectional campaign is unsuccessful, my client will file a suit against the offices of the AGF and IGP if the said public officers do not commence an investigation within seven days of the receipt of this letter and notice to that effect is hereby given. “My client will also file a suit against these persons to compel them to commence campaigns on how to proffer solutions to national problems and stop their extant illegal campaigns,” the lawyer stated. The Atiku presidential campaign organization, however, refused to comment on the matter when contacted. Its Director-General, Senator Ben Obi, who spoke on the telephone, said he cannot comment because he has not seen a copy of the letter nor have information on the claims therein. Presidential spokesman, Mr Ima Niboro, also gave a similar response when he was contacted on the telephone. He simply said: “Sorry, I cannot comment. Let the AGF and IGP be allowed to do their job if the petition is valid.” Last month, Atiku emerged as the consensus candidate of the Northern Political Leaders Forum (NPLF) ahead of former Military President, Ibrahim Babangida, former National Security Adviser, Aliyu Gusau, and the Kwara State Governor, Dr Bukola Saraki. Since then, the Adamu Ciroma-led NPLF and some aggrieved members of the PDP have continued to insist that President Jonathan was not eligible to vie for the presidential ticket of the PDP in the January 13, 2011 primaries on the ground that his aspiration runs contrary to the zoning principle in the party’s constitution. Last Monday, an Abuja Federal High Court fixed January 4, 2011 as hearing date in the suit filed by three members of the PDP and supporters of Atiku - Kwande, Kaita and Dubem Onyia - asking the court to bar the Independent National Electoral Commission (INEC) from accepting Jonathan as the party’s flag bearer in the 2011 presidential poll. They also want the court to restrain the PDP National Chairman, Dr Okwesilieze Nwodo, from presenting Jonathan as the party’s candidate for the election. The fresh plot to stop Jonathan is sequel to a November 30 ruling of another Abuja High Court that the President can contest next year’s election. Although the court upheld the zoning arrangement enshrined in Article 7.2(c) of the PDP constitution, it however refused to declare that the North was entitled to produce the President in 2011.

Internet Explorer, Microsoft's browser, has long led the market, but has seen a steady decline in recent years, which may allow Firefox and Chrome to eventually reach its formerly insurmountable market share peak. Microsoft's key hope here is a new product, Internet Explorer 9.

So while it seems that CNN Money's recent headline, "Microsoft is a dying consumer brand", is a bit sensational, it is a claim that is grounded in some reality.

One of the key points in the article is that aside from the struggles of many of Microsoft's consumer "expansion" business units, it is also bleeding executive talent, like many other struggling firms (HP, Yahoo, etc.). States the report, "Microsoft's executive suite is in turmoil. CFO Chris Liddel, entertainment unit head Robbie Bach, device design leader J Allard and business division chief Stephen Elop have left within the past year. Ray Ozzie joined the exit parade last week."

The report praises Microsoft's recent efforts, but concludes in cautionary fashion, "Microsoft just has to hope [they're] not too late."

Much like the Romans or Greeks, Microsoft has built a mighty empire, a key part of which are expansions into new arenas -- in Microsoft's case phones, video game consoles, and internet services.

But much like the Roman empire fell, Microsoft appears dangerously close to losing its expansions to hungrier parties. But much like Rome, it will likely hold on to its central holdings (Windows, Internet Explorer, Xbox, and Microsoft Office) for some time, even if its other efforts fall into commercial purgatory.

The talent gap is absolutely a concern for Microsoft. And equally concerning is the fact that the company is being led by Steve Ballmer. Mr. Ballmer, while a brilliant tactician in some regards and a man with obviously enormous love for the company, has failed to execute a strategy to turn around the company's struggling units -- or one that works at least.

To succeed, Microsoft may need to move on without Mr. Ballmer. But who to pick to lead the world's largest software company, perhaps the most powerful technology company in the world? The leading candidates have already left the company. That means that, essentially, there's no easy answer to Microsoft's leadership issues and that the ongoing risk to the company is tremendous.

Is Microsoft's consumer brand "dying"? Not yet, in our minds. But it lacks the hunger that it once did. And it most certainly sorely misses the leadership of its founder and chief visionary -- Bill Gates..

•ACN governorship aspirant calls for emergency rule The Abia State government may soon arraign the impeached deputy governor of the state, Comrade Chris Akomas, for terrorism and kidnapping..


Akomas was invited to the Police headquarters in Umuahia, the state capital, last Friday, for questioning. He was interrogated for about four hours before he was allowed to leave. He was also invited on Monday.


It was gathered that he arrived the police headquarters about 4 p.m. on Monday and stayed till 10 p.m. before he was allowed to go and asked to return yesterday at 8 a.m.


A close source to Akomas told the Nigerian Compass in a telephone interview that he (Akomas) was advised not to report early to the police station yesterday because of the fear that he may be charged to court. He was rather advised to report late in the afternoon.


It was gathered that the government is alleging that Akomas have recruited hoodlums and kidnappers allegedly to destabilise the state.


It would be recalled that Akomas declared his intention to contest the governorship election in 2011 on the platform of the Progressives Peoples Alliance (PPA).


Meanwhile, an Action Congress of Nigerian (ACN) governorship aspirant, Prince Paul Ikonne, has called on the Federal Government to declare an energency rule in the state over the incessant killings, kidnapping, armed robbery, assault and despoiling of women in Aba and its environs.


Residents of Aba, the commercial nerve of the state, have been living under fear of insecurity and neglect of government. Business activities in the city have dwindled, as a result of the broad-day attack of kidnappers and hoodlums who operate in the full glare of the public and security operatives sent to the city.

Abubakar, a former vice-President, made the call after submitting his nomination form at the PDP national secretariat on Tuesday in Abuja.



The Adamawa State- born politician said the economy should be the main issue in the 2011 election campaigns.



“The issue of economic recovery for Nigeria cannot be a matter of wishful thinking nor of rhetoric. It is a subject for rigorous analyses and provision of well-thought, viable, practicable and sustainable strategy,” he said.



Abubakar said that all aspirants must be able to tell Nigerians how they intended to confront the challenges of the economy and reposition it for the benefit of all at the shortest possible time.



He said, “Of all the aspirants that have declared interest in the presidential election, I consider myself the most qualified to address the daunting economic challenges facing the country.



“I am the only one who has successfully managed a business and you need extensive knowledge of the private sector to combine its potential with the authority of the public sector to address this challenge.”



The former vice-president said his approach to resolving the economic crisis in the country was contained in a 47-page Policy Document he presented on August 15, 2010 while announcing his intention to contest the 2011 presidential poll.



He said, “We are faced with a job crisis of monumental proportions. Unless we evolve strategies to dealing with the teeming population of young people churned out almost on a daily basis, we may risk the destruction of the next generation.



“If we fail to channel the energies of this huge population, they could be a potent force for instability and social unrest.”



Abubakar, however, stunned journalists when he said that he was not aware that the President had declared his intention to vie for the PDP ticket.



“I didn’t see it (declaration). Honestly, I didn’t watch it,” he said.



Twenty seven out of the 28 PDP governors were among thousands of people that attended Jonathan’s presidential declaration at the Eagle Square on Saturday in Abuja. The event was shown live by some public and private television stations nationwide.



On the reported move by some politicians to produce a consensus presidential candidate among the Northern aspirants, Abubakar said, “There is a process for the emergence of a consensus candidate in the North. It shows that North is even more united if “they” agree to bring out a consensus candidate.”



He also said he was not aware of the support that Jonathan was getting from the northern states.



Reacting to the challenge, the Presidential Adviser to Jonathan on National Assembly Matters, Senator Mohammed Abba-Aji, said the President was ready for such a debate.



“We are ready for it (debate) anytime. The President has talked about all the aspects of the economy when he declared. If they want more, we are ready for them,” he said.



Another aspirant, who is also the Kwara State Governor, Dr. Bukola Saraki, also expressed readiness for the debate.



“We are ready for the debate. That is what we have been calling for. Without such an issue-based debate, we will not be able to get the best candidate. Saraki is ready for it,” one of the governor’s aides, Mr. Billy Adedamola, said.

2011: Obasanjo may dump Jonathan

The relationship between the Chairman of the Board of Trustees of the Peoples Democratic Party, Chief Olusegun Obasanjo, and President
Goodluck Jonathan may have come under severe threat.

Saturday Punch gathered from authoritative sources on Thursday that Obasanjo, a former President of the country who had hitherto supported Jonathan to
run for the presidency next year, was considering a change of
allegiance in favour of another presidential aspirant from the northern
part of the country.

It was learnt that Obasanjo had started yielding to pressure from the camp of the presidential aspirant who before now had persistently mounted pressure on him for his
support.

A reliable source, who spoke to our correspondent on condition of anonymity, said that Obasanjo had decided to shift his allegiance to the presidential candidate from the North,
contrary to the impression he has been creating in the public lately.
It was further learnt that the former President has held three secret
meetings with the presidential aspirant who is also pursuing his
ambition on the platform of the Peoples Democratic Party.

The source said the relationship between Obasanjo and Jonathan came under threat after some appointments the President made recently.

The former president, who is widely believed to have some influence on Jonathan, was said to be uncomfortable with some of the
appointments,including that of Lt. Gen. Theophilus Danjuma (retd) who
was appointed as the Chairman of the Presidential Advisory Committee.

The relationship between the two retired generals had fallen apart when Obasanjo revoked one of the oil wells allocated to Danjuma by the
regime of the late dictator, Gen. Sani Abacha.

It was further gathered that Obasanjo introduced some companies to Jonathan for some high profile jobs in the oil sector, which were not honoured.

Saturday Punch gathered that for some undisclosed reasons, the President did not accede to the demand of the PDP BOT Chairman who was said to be unhappy
with the development.

It was learnt that an angered Obasanjo had commenced discreet discussions with the candidate.

Obasanjo was said to have told his close confidants that he was making a U-turn on Jonathan because the President was not listening to him. The source
added that the new beneficiary of Obasanjo’s support had continually
reminded him of the relationship between them and how his efforts had
culminated in his emergence as the President in 1999.

It was gathered that Obasanjo was reconsidering the aspirant’s plea on the premise that he owed him a lot and would not lose anything if he threw
his weight behind him.

However, this turn of event was said to have created a big rift among key players in the Obasanjo camp.

It was learnt that while people like Dr. Doyin Okupe are seriously opposed to a deal with Obasanjo’s new favourite candidate, politicians like the
Osun State Governor, Prince Olagunsoye Oyinlola, are irrevocably
committed to the aspirant’s agenda.

President Jonathan’s Special Adviser on National Assembly Matters and Co-ordinator of his presidential campaign, Senator Muhammed Aba-Aji,
however, said he doubted the claim that Obasanjo could sway his support
for Jonathan in favour of another presidential aspirant.

He said, “I doubt it very much. Obasanjo is supporting us 100 per cent. He is 100 per cent pro-Jonathan. He is committed to the Jonathan project.
In fact, we are relying on him to deliver the five states in the
South-West and other states to us. He is our leader; we also rely on
his influence in some other states. He is more than committed. It is
mischief makers who are at work. We should discountenance false rumour.
It is baseless. In fact, our opponents are already jittery because of
the level of acceptance that the President has garnered across the
country and beyond.”

But speaking with one of our correspondents shortly after returning from Kenya on Friday night, Obasanjo said it would be inappropriate

for him as the Chairman, Board of Trustees of the PDP to support any of the presidential aspirants of the party before

the party’s primaries.

He said he would only

be able to lend his open support for the party’s candidate after the

party’s primaries.

The former president, who spoke through his Media Consultant, Mr.

Adeoba Ojekunle, said, “The BOT chairman is the father of all party members and

aspirants in the party. It is inappropriate for the BOT chairman to

support any of the contestants in the party. The issue is not who he

supports but who the party chooses. He can only begin to support the

party’s candidate after the party’s primaries. By the way, the party

has not elected its candidate and so, how can we begin to speculate

who the BOT chairman is supporting? “In any case, the leaders of the South-West zone have not spoken on

their stand on who to support for the PDP presidential candidate. The

BOT Chairman is the father of everybody in the party.”

BARRING any last minute change by the authorities, new states may be announced on October 1, to coincide with the 50th independence anniversary of the country.

A source told the Nigerian Tribune in Lagos, at the weekend, that the thinking in official quarters was to make it a special gift for the agitators for new states on the historic date.

The source hinted that the plan was for President Goodluck Jonathan to announce the new states in his national broadcast to mark the independence anniversary.

But the source was silent on the level of collaboration of the presidency with the National Assembly, which had received hordes of memoranda for new states.

There was also no clue on the number of states that might be created, though the authorities had said the whole exercise would be based on merit.

About 25 requests for new states had been tabled before the National Assembly by various groups to replace the existing 36 state structure.

Some of the proposed states include Lagoon state from Lagos; Oke-Ogun from Oyo; Oduduwa from Osun and Savannah from Borno.

It will be recalled that the Senate President, David Mark, recently promised the creation of new states in line with the yearnings of the people.

Today,Aero Contractors, one of Nigeria’s oldest commercial airline involved in domestic and regional transport business, may suspend its flight operations following accumulated debts of about $200m.

The airline, which has been in regular negotiations with its banker (Oceanic Bank Plc) for about six months, disclosed that it has now reached a point where it is difficult for the carrier to operate on the terms of discussions with the financial institution.

“Though flight services might be affected if this continues, Aero is still flying and operations are still on,” said a reliable source at the carrier on Tuesday in Lagos.

Meanwhile, the airline in a statement “regrettably” disclosed that the unilateral decision taken by the bank on the morning of April 23, have effectively prevented the carrier from paying its suppliers and lessors, including Canadian Helicopter Company (CHC).

“The dilemma centres on the allocation of historical debt. The management teams at Oceanic Bank and Aero have been in constant dialogue about this matter for the previous six months. However, they have been unable to agree on a resolution that will allow Aero to continue trading as a going concern,” said the carrier in a statement.

The carrier, however, disclosed that it has approached Nigeria’s minister of aviation, Fidelia Njeze; the National Security Adviser, Aliyu Mohammed; and the Director General of the Nigerian Civil Aviation Authority (NCAA), Harold Demuren, in the belief that they will intervene as an arbitrating party between Aero and Oceanic.

Commenting on the development, the airline’s chief executive officer, Shaf Syed, disclosed that the carrier is poised to set itself on a better pedestal, regardless of the thorny condition.

“Despite the difficult situation that Aero finds itself in today, I am sure the strategic importance of Aero Contractors to the national economy will be appreciated and good sense will prevail all around,” he said.

“We have every confidence that Aero will be able to set itself on a good platform and we look forward to a bright future, serving a third of the Nigerian Oil & Gas industry and 1.5 million passengers each year.”

It would be recalled that Aero Contractors commenced the online sales of reduced promotional airfares varying from N7,000 to N3,000 across all domestic routes, which it covers for one way trips.

The airline, which is notable for the introduction of online check-in of passengers, recently introduced an advanced pricing strategy and price optimisation application called Aviator, which has a capacity of making available 26 different types of fare on every flight for passengers.

Nigerian passengers may be stranded on Sunday (today) as the ripple effect of a fresh Icelandic volcano ash cloud stretching over Northern Spain and Southern France has resulted in flight delays and cancellations between Europe and North America on Saturday.

In Spain, for instance, 19 airports including the international hub in Barcelona were closed on Saturday with the country‘s airport authority saying that more than 670 flights had been cancelled by 14:00 (1200 GMT).

Likewise, 125 flights in and out of Portugal were cancelled as at noon local time (1100 GMT).

Due to the congestion on the alternate routes, particularly over southern Portugal and Spain where many of the planes were being funnelled, some trans-Atlantic flights were taking significantly longer. An Air France flight from Boston arrived in Paris Saturday with a delay of more than four hours.

Aer Lingus also cancelled flights from the United States to Dublin, citing the exceptionally circuitous routes to get around the cloud.

According to the Associated Press, the prospect for Sunday flights remained grim, with no improvement in sight for trans-Atlantic passengers because of the plume of low-altitude ash continuing to float eastward over Spain and southern France..

Flights had to be rerouted north over Greenland or south around Spain to avoid the 1,200-mile long cloud stretching from Iceland to northern Spain.

Approximately 600 airliners make the oceanic crossing every day.

The disruptions to air traffic did not compare to the five-day closure of European airspace last month, which forced the cancellation of over 100,000 flights, stranded passengers around the world and caused airlines direct losses of more than N1b euros.

An official of Lufthansa in Nigeria said there were a few delays in its transatlantic flights. This is expected to start affecting flights to other countries including Nigeria, according to airport officials.

Information posted on Airfrance‘s website as at 5pm on Saturday said, ”French airspace remains open. Routes for flights going to or coming from North America, Central America and the Caribbean are modified to avoid the volcanic cloud.”

British Airways, KLM, Arik Air and Virgin Atlantic in Nigeria said that they were yet to be affected as at Saturday but could not tell what could happen on Sunday.

Producer Paul Julius is confident that the tens of thousands of dollars he has spent producing the soap opera “Tomorrow’s Tears” will be recouped, no matter the electricity shortages, lack of investors or grease-palmed government officials hampering his shooting schedule.Fighting to be heard over a steady stream of traffic and actors complaining about the lack of food, money and air conditioning, Mr. Julius explained the plot of his soap, which he hopes to sell to local TV stations. “I changed the subject from the normal stuff: blood, magic, stepmothers, etc.,” he said. “This is going to be about real-life issues.”Mr. Julius is an up-and-coming player in Nigeria’s film and television industry, known as Nollywood, which has grown from its infancy in the 1980s into the one of the world’s biggest movie industries, but is facing some real-life issues of its own.In 2006, nearly 900 movies, almost all straight-to-video, were shot in Nigeria, trailing only India and almost doubling Hollywood’s total for the same year, according to a Unesco report released this month. Currently around 40 movies are shot every month in Lagos, Nigeria’s commercial capital, not counting the dozens of television dramas that are also shot here. The industry generates an estimated $250 million a year, and is popular throughout Africa and immigrant enclaves in Europe and the U.S.But rampant piracy means substantial losses for producers and directors already operating on tight budgets. Understaffed and bribe-ready police means copyright enforcement is minimal. Inadequate roadways inhibit a small distribution network itching to grow. Constant electricity outages stall production schedules. These problems threaten to derail the industry.Nigeria’s messy and often corrupt oil industry drives much of what happens in this country. It is the biggest oil producer in Africa, and as much as 95% of the country’s export earnings come from oil. Nigeria has taken in roughly $400 billion in oil-generated revenue since 1970 but the standard of living for most Nigerians has actually decreased.Nonetheless, the country’s residents have an impressive appetite for movies. The most successful Nollywood movies are often melodramas like “Living in Bondage” and “Domitilla,” filled with adultery, bribery and elements of local mysticism.A comedy, however, may have given Nollywood its best chance at international exposure. “Usuofia in London,” about a Nigerian man who lands in the big city straight from his native village, may be the best-selling Nollywood movie to date, with an estimated 500,000 copies sold. Only a handful of Nigerian movies have made it to international film festivals, such as “The Rivals,” directed by Aquila Njamah, which was shown at the New York International Independent Film and Video Festival in 2007.Most Nigerian movies are produced fast and cheap, shot in a few weeks for $15,000 to $25,000, then roughly edited and handed off to marketers and eventually street-side vendors, or video clubs, as they are known locally. Financiers, usually friends or family members of the producer or director, want to see their investments recouped and care little for artistic exploration or high-quality technical effects.Directors are under pressure to keep each movie on schedule and under budget. Profits, when made, are small. Producers estimate that as much as 70% of their yearly revenue is lost to piracy. “I would say the biggest challenge facing the industry at the moment is lack of structure, and a high level of informality,” said Emeka Mba, the chairman of the National Film and Video Censors Board, the Nigerian movie industry’s main regulatory body.There is no formal distribution network for Nollywood producers. A finished movie in Lagos is burned onto around 15,000 DVDs with no copy protection and released into the market. If it’s a hit, demand swells. Vendors need more copies. But the producers often can’t keep up. So the movie is copied by pirates and thrown back into the market. The producer can only hope he made back his investment in time.“We’ve been crying to the government. If these things are not checked now, Nollywood will go into extinction,” said Cosmas Ndulue, 42, a producer and owner of one of only two indigenous DVD manufacturing companies in Nigeria.Industry officials and government agencies have started paying closer attention to piracy, but so far there hasn’t been much of an effect. A recent police raid on a well-known DVD-copying operation resulted in a brief confrontation between police and piracy-ring leaders. The pirates stood their ground and burned a police truck, then went back to work making knock-off Nollywood copies. The only repercussion for the offenders? A bill for the damage to the police vehicle.As piracy takes a larger and larger chunk of the profits, finding enough money to shoot a movie is becoming even more of a challenge. Chico Ejiro, a producer and director, has been struggling to find financing for his movies. A few years ago, during the shooting of his movie “Sisters on the Run,” he sold his car to keep the production afloat. This year he convinced a local bank to sponsor “100 Days in the Jungle,” a film about abduction and village lore, but it was a flop and Mr. Ejiro says the bank quickly soured on Nollywood.Mr. Julius, despite his production headaches, is optimistic about the future of Nollywood, as are most industry players. While watching two of his actors struggle to finish a scene on a busy Lagos street, Mr. Julius was looking forward to a complicated shoot that would involve a substantial police convoy, hundreds of extras, and foreign actors.“I need someone to play the British prime minister in the big scene we’re shooting this weekend,” Mr. Julius said, eyeing a reporter up and down. “Am I looking at him?”
