EFCC detains U.S.-based Nigerian over alleged $1.6 million fraud

A UNITED States (U.S.)-based Nigerian lawyer, Mr. Ephraim Emeka Ugwuonye, was on Sunday arrested by the State Security Service (SSS) at the Murtala Muhammed Airport and handed over to the Economic and Financial Crimes Commission (EFCC).

 
The EFCC spokesman, Femi Babafemi, said Ugwuonye's arrest was in connection with a $20 million property he sold on behalf of the Federal Government in the U.S. last year and failed to remit the part of the proceeds to the government coffers.

According to Babafemi, "Ugwuonye sold a property worth $20 million in U.S. last year and he is supposed to remit $1.6 million to the government but he refused, claiming that the money was his based on the service he rendered to government.  This is wrong. That was why he was arrested."

However, Ugwuonye's relations have called on President Goodluck Jonathan, the Inspector-General of Police and the chairman of the EFCC for his immediate release as no charge had been brought against him after 48 hours of his arrest.

His younger brother, Uchenna, said Ugwuonye has been denied access to communication while no charge was brought against him over 48 hours since his arrest and detention

Mahmoud Ahmadinejad has received a $1million bid for his 34-year-old car, only a day after it was put up for sale.

The Iranian president, who is auctioning his 1977 white Peugeot sedan to
raise money for a low-income housing project, has been made the offer by
a foreign source.

The project is aimed at disabled and young people in a move by the 54-year-old, who took charge of Iran in 2005, to
appeal to fulfill a campaign promise to put a roof over the head of
every poor Iranian.

An Iranian Sunday newspaper said various bids from abroad have been received by the multilingual website set up
yesterday for the auction, including $1 million, but it did not
elaborate on the identity of the bidders.

The top bidders will be invited to the auction, which will be held in mid-February in the south-western city of Abadan.

And online offers can be made until the end of January.

Foreign bidders paid £43 to register, while locals pay around £30.

The president had made a point of being seen in the humble white Peugeot
504 sedan when he was Tehran mayor before becoming president in 2005.

Ribadu worth N26 million at end of EFCC tenure

images?q=tbn:ANd9GcSK8zaoh4DhamZ4EkpfNvFBVGXd1JIN5BCU2avt6y_-EGRJ-477Nuhu Ribadu, a presidential aspirant under the Action Congress of Nigeria, was worth about N26.59 million in assets and cash while leaving office as the chairman of the Economic and Financial Crimes Commission (EFCC) in 2007, details of asset declaration documents exclusively obtained by NEXT have revealed.

According to the end of tenure asset declaration document which was declared before Abubakar S. Umar, a Justice of the High Court of Justice in Abuja on 26 November, 2008, Mr. Ribadu lost N1.357 million worth of assets during his five-year tenure as chairman of EFCC.

The documents, which were admitted by a three-man panel of the Code of Conduct Tribunal led by Justice Constance Momoh in December 2009, show that Mr. Ribadu was worth N27.94 million by March 2002, before he became the EFCC chairman.

For public scrutiny

Details of the document show that before Mr. Ribadu became the EFCC chair, he had 187 cows valued at N7.5 million, a residential quarters in Yola worth N4.5 million, and a N10 million land in Abuja. He also had a Honda Accord car valued at N2 million, a Honda CRV valued at N2.3 million and N1.6 million and £200 cash in two local banks and a London bank respectively.

The end of tenure asset declaration by Mr. Ribadu shows that while he was leaving EFCC in 2008, he had $8,064 in two local banks, sourced from his allowances, a plot of land at Katampe Hills in Abuja valued at N2 million, a residential quarters in Yola valued at N5 million, and a N200,000 home furniture. He also had a N2.3 million Honda Accord car bought in 2006...

He, however, lost 67 cows and was left with 120 cows valued at N5 million.

Mr. Ribadu, who was finally relieved of his duty as chairman of EFCC, was prosecuted half way by the late Umaru Musa Yar'Adua-led government at the Code of Conduct Tribunal over allegations that he did not declare his assets before taking up the EFCC job.

In late 2008, he went on a self-imposed exile after alleging threats to his life, but the case against him was dropped at the Code of Conduct Tribunal by the federal government after the death of Mr. Yar'Adua and the subsequent removal of Michael Aondoakaa as the attorney general of the federation and minister of justice.

Adetokunbo Kayode, who took over the Justice ministry from Mr. Aaondoaka, had before the dissolution of the cabinet by President Goodluck Jonathan, reviewed the case against Mr. Ribadu and directed that the case should be withdrawn. He later filed a Nolle Prosequi to discontinue the case.

A case of vendetta

Mr. Ribadu, who confirmed the validity of the documents, described the case the government had against him as vendetta by the Yar'Adua administration, which was filled with men he had put up for prosecution while he was in office as EFCC chairman.

He said that although the Goodluck Jonathan's administration withdrew the case and made it easy for him to return to the country, he would have preferred a logical conclusion of the case.

"My lawyers already filed that the case be struck out following the admission of my 2002 asset declaration forms by the Justice Constance Momoh-led panel in December 2009," he said.

The return of Mr. Ribadu and others who went into exile was one of the achievements listed by President Jonathan as one of the tangible achievements of his administration.

On his Facebook page on Christmas Eve the president wrote:

"Last Christmas, several exiles such as Nuhu Ribadu and Nasir El-Rufai, etc., spent Christmas away from their friends and families. But this Christmas, they have the liberty to be with their friends and families in Nigeria. Plus, there are NO Nigerian political exiles outside Nigeria this Christmas."

IBB "bribes" Journalists

Five months ago, a friend of mine, who edits a national daily, sent me a text message agreeing substantially with my column, ‘The Punch and the rest of us’, except the generalised conclusion that “all (journalists) have sinned and fallen short of the glory of the profession”. There are still some journalists, he submits, who toe the narrow path of integrity. Of course I knew where he was coming from, but I also knew the context in which I had made that statement.

I revisit that statement in light of the stories spewing out of the political beat, specifically on the race for the 2011 presidential elections and how it affects the integrity of news.

As part of the effort to sell his candidature for the presidency, former military president, Ibrahim Badamasi Babangida (IBB) invited as many as 40 journalists to his Minna home on August 14 for an interview. I have heard questions asked about why he should invite journalists to his home instead of a public place if he didn’t have an ulterior motive, and why he should offer monetary gifts to the journalists in the name of paying for their transportation.

One news medium, which has championed this opposition in the open, is the online agency, Sahara Reporters. According to SR each of the journalists received N10 million for heeding Babangida’s call on his presidential ambition. That is N400 million just for one night’s interview from an aspirant yet to win his party’s nomination if it were true. But it was not. When some of the journalists complained about the fictional sum, SR changed the story on August 19, saying it was just “a paltry N250, 000 each”. Rather than admit its initial error SR simply said, “our accountants have told us that going by the number of 40 journalists in attendance, we are still around the same ballpark of N10 million”. So much for credible reporting!

Three days later, SR followed up with ‘IBB and his Rogue Journalists’, accusing the journalists of roguery and professional misconduct; roguery, because they collected money from two sources—their employers who presumably authorised and funded the trip and their news source, IBB; misconduct because it is unethical for them to demand/receive gratification from news sources for their services.

And on August 23 in ‘IBB Nocturnal Press Parley: Punch fires Editorial board Chairman’, SR stayed on top of the story by reporting that Adebolu Arowolo, editorial board chairman of the Punch, had lost his job for going on that trip without his management’s approval..

Thousands of online banking customers have accounts emptied by 'most dangerous trojan virus ever created'

Cyber criminals have raided the accounts of thousands of British internet bank customers in one of the most sophisticated attacks of its kind.

The fraudsters used a malicious computer programme that hides on home computers to steal confidential passwords and account details from at least 3,000 people..

The internet security experts M86, who uncovered the scam, estimate that at least £675,000 has been illegally transferred from the UK in the last month - and that the attacks are still continuing.

All the victims were customers with the same unnamed online bank, the company said.

Last night online banking customers were urged to make sure their anti-virus software was up to date - and to check for any missing sumsfrom their accounts.

The attack has been traced to a 'control and command' centre in Eastern Europe. However, the nationality of the cybercriminals isunknown.

TROJAN PROTECTION TIPS

  • Make sure your anti-virus software is up to date.
  • Keep firewalls set to the highest level.
  • Never open an e-mail attachment from someone you don't know.
  • Never double-click on an e-mail attachment that ends in .exe. It is an'executable' file and can do what it likes in your system.
  • If you think your machine has already been infected, contact your bankimmediately. If the bank thinks you are a genuine victim of fraud itwill reimburse you.

The attacks were carried out when hundreds of thousands of home computers were infected with a type of harmful computer code called aTrojan.

Trojans hide in websites, emails or downloads. Once installed on a computer they can record every type of the keyboard, steal confidentialinformation or even open up a PC's security so that it can becontrolled remotely from another country.

The latest attack involved a Trojan called Zeus v3 which hides inside adverts on legitimate websites.

Once installed on a home computer, the programme waits until the user visits their online bank and then secretly records their accountdetails and passwords - using the information to transfer between £1,000and £5,000 to other bank accounts.

The attacks began on July 5 and are still progressing, according to Ed Rowley, product manager at M86.

'In the vast majority of cases, if people had kept their computer's operating systems and software such as Internet Explorer up to date theywould not have been attacked,' he said.

'More often than not Trojans exploit known vulnerabilities that can be simply patched and fixed by downloading updates.'

McAfee, the security software maker, said production of software code known as malware, which can harm computers and steal user passwords,reached a new high in the first six months of 2010.

It said total malware production continued to soar and 10 million new pieces of malicious code were catalogued.

It also warned users of Apple's Mac computers, considered relatively safe from virus attacks, that they may also be subjected to malwareattacks in the future.

'For a variety of reasons, malware has rarely been a problem for Mac users. But those days might end soon,' a spokesman said.

THE RISING THREAT OF TROJAN ATTACKS

Attacks by ‘Trojan viruses’ are on the rise in Britain.

Although up-to-date anti-virus software should prevent an attack, experts say analarming number of people leave their computers vulnerable tocybertheft.

Trojans are malicious programmes that hide inside apparently harmless computer files.

They can lurk on websites, online adverts or hitch a lift in emails.

The Zeus v3 Trojan involved in the latest attacks hides in adverts that appear on legitimate websites.

Each time someone clicks on the advert, the code is downloaded to their home computer where it lies dormant.

The code only becomes active when the computer connects to a bank websitewhen it starts to record account details, passwords and otherconfidential information.

It checks to see if the account holds enough cash and then transfers up to£5,000 to a ‘mule’ account - a legitimate bank account held by a realcustomer.

Owners of these mule accounts operate on the edge of the law and agree totransfer sums they receive to someone else, after taking a cut.

By the time the police have investigated a Trojan attack, the recipient of the money has usually vanished without trace.

Security experts say it is relatively easy to protect against Trojan attacks byinstalling anti-virus software and keeping it up to date.

Computer owners should also make sure they have downloaded any updates of theiroperating software - usually Windows - and other programmes such asInternet Explorer, Firefox and Adobe.

People should also be alert to junk emails that pretend to be from banks, theInland Revenue or online shops like Amazon and Ebay.

The emails invite the unwary to click on a link to a webpage containing a Trojan.

'Our latest threat report depicts that malware has been on a steady incline in the first half of 2010,' Mike Gallagher, chief technologyofficer of Global Threat Intelligence for McAfee, said in the reportthat was obtained by Reuters.

The internet security company has passed on details of the attacks to the UK Police Central E-Crime Unit in London.

Britain's high street banks declined to comment on the attacks, but urged customers to protect themselves from virus attacks.

A spokesman for HSBC said: 'There are millions of viruses and other malicious software.

'We urge people to take basic measure to protect themselves from virus attacks.

'Any customer who is a victim of fraud will be reimbursed by HSBC.'

Last year £59.7 million was stolen in online banking fraud, while another £440 million was lost to credit card fraud.

A Financial Fraud Action UK spokeswoman said: ‘The idea that criminals are targeting people by using malicious software or Trojans isnothing new.

‘Bank systems are hard to attack so they’re having to go through the easier link in the chain, which is the customers.

‘They’re hoping customers aren’t taking security precautions. We’ve been seeing this for the last few years and we’re constantly urgingpeople to protect their computers to try to mitigate the risk ofbecoming a victim.”

Online banking customers can take measures to protect themselves by keeping their anti-virus software up to date and keeping their firewallsset to the highest level, she added.

Victims of online banking fraud usually get their money back.

Earlier this month, an internet security company Trusteer, warned that 100,000 British computers were infected with an earlier version ofZeus.

The fraud was perpetrated through the collaboration of Accounting, Audit and Circulation sales staff over the last one year.

The police have arrested seven of the suspects, while two of the ringleaders – Messrs Dirisu Andrew Eshorame from Okpella in Edo State and Sola Popoola from Okemesi in Ekiti State - are at large.

Dirisu was the newspaper’s Kakawa, Lagos Island, Sales Representative, while Popoola was its Sales Auditor at the Account Department.

The fraud was carefully carried out by the suspects who had been stealing the organisation’s newspaper sales proceeds using fake bank tellers.

In a petition to the Divisional Police Officer (DPO), Apapa Police Station, Apapa, Lagos, the organisation’s Managing Director, Mr. Eniola Bello, said: “On Wednesday April 28, 2010 a routine check of the account where our newspaper sales are deposited in GTBank showed some discrepancy in what was sold and what was actually paid in from our Kakawa sales point.”

Bello explained that on getting a query about the discrepancy in the payment, Dirisu quickly paid N1 million two days after he should have deposited the money into the account.

Also, Dirisu, Popoola and others paid another N10.8 million, triggering suspicion by senior management.

The suspicion led to investigation which uncovered massive fraud, showing that they had been stealing between N10 - N20 million per week by using fake bank tellers..

Furthermore, it was discovered that in Lagos Island alone, N175 million has been stolen from Kakawa sales point since January this year.

Bello therefore requested the police to assist the newspaper in apprehending Popoola, whose last known address was 9 Idowu Williams Street, Off Toyin Bus Stop, Agbado Road Iju Ishaga, Lagos.

In addition, the paper’s MD asked the police to apprehend Dirisu whose last known address was 30 Ogunbowale Street, Ilasamaja Lagos.

Bello added that THISDAY believes that both Popoola and Dirisu are in a good position to name others involved in the fraud.

The MD also called on members of the public who have information about the suspects to furnish the police with same.

Meanwhile, up to seven accounting and sales staff have been arrested and are currently facing questions.

DUBAI, UNITED ARAB EMIRATES - Even by the standards of a city that celebrates extravagance, it was a spectacular shopping spree: In just two weeks early last year, an 11-year-old boy from Azerbaijan became the owner of nine waterfront mansions.

The total price tag: about $44 million -- or roughly 10,000 years' worth of salary for the average citizen of Azerbaijan. But the preteen who owns a big chunk of some of Dubai's priciest real estate seems to be anything but average.

His name, according to Dubai Land Department records, is Heydar Aliyev, which just happens to be the same name as that of the son of Azerbaijan's president, Ilham Aliyev. The owner's date of birth, listed in property records, is also the same as that of the president's son
