Dr. Peter Otubu and Judith Okosun

Judith Okosun, the 400-level Mechanical Engineering student at the centre of the July 2010 sex-for-grades scandal at the Ambrose Alli University in Ekpoma, Edo State, has been suspended for six semesters.

In a report, THE NEWS said that Engr. Peter Otubu, the lecturer whose demand of sexual favours in exchange for good grades led to the crisis, was fired by the University, this was confirmed by the university authorities today.

In July 2010, Saharareporters broke the story of the scandal.  Governor Adams Oshiomhole, who is the Visitor of the institution, immediately demanded an investigation and report.

The university, which Ms. Okosun’s lawyer claimed to have been informed of the incident from the beginning, although its spokesman denied it, set up two committees.  The student was found guilty of “breaching her matriculation oath”.

Also, the university offers no guarantee that another randy lecturer will not be waiting with a new grading “system”, or to exact vengeance.

Dr. Otubu’s case was instructive according to the university vice chancellor who rendered an account of his past to the NEWS magazine, as stated here: “Professor Sam Uniamikogbo, the university’s Vice-Chancellor, explained why Judith was also sanctioned. “The student was aware of the university’s rules and regulations and once any student violates any of the rules, that student will be disciplined,’’ he told TheNEWS.  The rules, said the Vice-Chancellor, forbid students from taking laws into their own hands, as Judith seemed to have done. Uniamikogbo is, however, still shocked by the conduct of Otubu. Prior to the scandal, the V-C said, Otubu was considered chaste; having helped the university authorities bust a lecturer who habitually demanded sex from married undergraduates. ‘‘It was Otubu that we put on the case. The married woman was told to play along. Otubu helped us to arrest the lecturer at the hotel to which he had invited the woman. I could never have imagined that a man we thought was clean and a veritable role model would be involved in this kind of scandal,” Uniamikogbo said ruefully...

The university terminated Dr. Otubu’s appointment on October 26 2010.

A source at the university told SaharaReporters that Judith has gone to court to challenge her wrongful rustication from the university.

12166300684?profile=originalThe glamorous lovers’ day celebration on Monday turned bloody at the University of Lagos (UNILAG) when gunmen killed two students. Daily Sun gathered that the clash was between two rival cult groups, namely, Black Axe and the Buccaneers,’ over a female student allegedly snatched by the Capone of the Black Axe for Valentine celebration.

The action of the Capone , the source said did not go down well with the other group leading to the clash.
A student who witnessed the shooting said besides the two cult members who were shot dead, about four others sustained injuries and were ferried out of the campus by their leaders to shield their identity.

The sources said the cult members who carried out the attack were not UNILAG students but members from another campus, adding that the attack was carried out in a commando style with sporadic shooting.
An undergraduate student of English Department told Daily Sun that the Buccaneers’ group attacked the Black Axe members while another student returning from the Mosque said those who carried out the killing were not from UNILAG because they did not cover their faces.

It was learnt that as soon the shooting started, students scampered for safety while others took cover behind the wall and under cars packed around, while others ran into the halls to avoid being hit by stray bullets.
A senior lecturer who confirmed the killings said the university management had met to curtail any reprisal attack while security personnel had taken over the investigation of the deadly cult clash.
When Daily Sun visited the troubled institution yesterday, there was uneasy calm, as most staff and students rebuffed efforts made by the reporters to get their comments.

However, one of the students who resides at Sodeinde Hall, said there was sporadic gunshots outside the premises which caused panic everywhere.
It was gathered that the crisis, which erupted when the students were at the peak of lovers’ day celebration, created stampede on the campus as people ran for safety.

One of the victims of the attack reportedly ran into Sodeinde Hall for help, from where he was taken to the hospital.
Although the Hall Master of Sodeinde Hall declined comments on the issue, one of the officials, who wouldn’t want his name published, said the attack could not be linked to any cult group. He said there was increasing speculation that the perpetrators of the attack could be fighting for love. Efforts made by Daily Sun our reporter to ascertain the identities of the victims were unsuccessful.
The news bulletin of the university, Information Flash (ISSN 08195540) also captured the incident, while assuring the staff and students of the university of adequate security.

“The attention of the universities authorities has been drawn to the incident which occurred in one of the Halls of Residence in the late hours of Monday, February 14, 2011 where two persons were reportedly injured in fracas. The university management has commenced investigation into the unusual incident, in particular at a time when preparation for the first semester examinations due to commence on February 21, 2011 are in top gear. Security has been intensified to ensure safety of life and property on campus. Law enforcement agents have been involved to assist the university in this respect,” it said.
Daily Sun learnt that students are leaving the campus because of the fear of reprisal attack while some parents called their wards on phone to return home until the situation is brought under control.

The Deputy Registrar Information of UNILAG, Mr. Dare Adebisi refused to pick his calls or replied to text message sent to his phone.
When the Lagos Police Public Relations Officer (PPRO), Mr. Samuel Jinadu (DSP) was called thrice, he promised to contact the Divisional Police Officer (DPO) in the area and did not call back as at the press time....

Oluwole Josiah About 84 senators of the Peoples Democratic Party may have lost their bid to return to the red chambers on the party's ticket. Final standings from the outcome of the primaries held across the country showed that a repeat of what happened in 2007, where most of the lawmakers did not return, is likely to happen again. From Adamawa State, Senators Jibril Aminu, Grace Bent and Mohammed Manna were not returned by the party. The same situation is the case for neighbouring Taraba State where Senators Anthony Manzo and Dahiru Gassol lost out. The third senator, Joel Nkenya, had earlier defected to the Action Congress of Nigeria in the state to run for the governorship. .. None of the senators in Anambra, Kwara and Bauchi states got a ticket to return to the Senate. In Kaduna State, only Senator Ahmed Makarfi made it back, as Caleb Zaghi and Jibril Mohammed were replaced by former Minister of Finance, Nenadi Usman, and ex-Executive Secretary of the Petroleum Technology Development Fund, Yusuf Mairago. In Rivers, only Wilson Ake scaled through but George Sekibo and Lee Maeba failed to win the primaries. Senators Chris Anyanwu and Sylvester Anyanwu from Imo State lost out before the primaries, as they were on their way to other parties. Osita Izunaso, who was tipped to win his ticket, however, failed to do so. In Nasarawa State, Abubakar Sodangi lost to a former governor of the state, Alhaji Abdullahi Adamu, while the two others, Naomi Akwashiki and Suleiman Adokwe, were returned. The PDP also did not return Eme Ufot-Ekaete and Bob Effiong in Akwa Ibom State, just as Simeon Oduoye also did not make it in Osun State. .. In Benue where President of the Senate, David Mark, emerged successfully, his colleagues, Joseph Akaagerger and George Akume, failed to secure the PDP's tickets. In Cross River, only the Deputy Leader, Senator Victor Ndoma-Egba, succeeded in the primaries while Bassey Ewa-Henshaw and Gregory Ngaji did not make it. Senator Hosea Ehinlawo from Ondo State was not fortunate this time while the confusion in the Ogun State chapter raised doubts about the chances of Iyabo Obasanjo and Lekan Mustapha. In Kogi State, Senator Nicholas Ugbane has indicated his interest to become the next governor of the state and so did not seek the senatorial ticket, but Otaru Ohize did not make from Kogi Central, while Smart Adeyemi is still battling to be cleared by the PDP National Secretariat. Edo State PDP had lost Edobor Uzamere to the Action Congress of Nigeria in the state. He was replaced by Daisy Danjuma. Katsina had also lost Garba Lado to the Congress for Progressive Change while Abubakar Ayuba and Umar Argungu failed to get tickets in Kebbi State. Although Gbemi Saraki is seeking the governorship seat in Kwara State on a new platform, the Allied Congress Party of Nigeria, the other two senators from the state, Ahmed Mohammed and Sule Ajibola, could not make it back. In Bayelsa, Senator Nimi-Barigha Amange was not returned by the party while the PDP also replaced Sidi Ali as its candidate for the FCT. In Gombe State, none of the old senators will return as their tickets were taken by others. Indications from Enugu suggest that the political stalemate in the state would deny all three PDP senators their tickets to return to the Senate on the party's platform. Deputy Senate President, Ike Ekweremadu, as well as Chimaroke Nnamani and Ayogu Eze are representing the state in the Senate and are unlikely to get the tickets. It was gathered that most of the senators who lost their tickets in the PDP were considering moving to other parties to contest the April elections.

Research has consistently found that people who don't drink actually tend to die sooner than those who do. A newpaper suggests that abstainers' mortality rates are actually higher thanthose of heavy drinkers.

Even after controlling for many possible variables, such as socioeconomic status, level of physical activity, and number of closefriends, the researchers found that over a 20-year period, mortalityrates were highest for those who had never been drinkers.

One reason for this may be that low levels of ethanol in your bloodstream will prevent the formation of formaldehyde from dietarymethanol. In fact, ethanol is used as the preferred antidote foraccidental methanol poisoning in an emergency for this reason.

Time Magazine reports:

“The authors of the new paper are careful to note that even if drinking is associated with longer life, it can be dangerous: it canimpair your memory severely and it can lead to nonlethal falls and othermishaps”.

Dr. Mercola's Comments:

This is not the first time we’ve been told that drinking alcohol is actually good for you. What’s surprising however, not to mentionpotentially troublesome, are the scientific claims that moderate andeven heavy drinking is beneficial – in this case, more beneficial for your longevity than abstaining from alcohol entirely!

It’s difficult to reconcile this claim with everything we already know about the devastating health effects of excessive alcoholconsumption and the fact that ethyl alcohol is neurotoxic..

However, I will offer one potential explanation for this oxymoron a bit later in this article.

Moderate Drinkers Live Longer than Non-Drinkers, Study Finds

According to the recent study published in the journal Clinical and Experimental Research, epidemiological research suggests that moderate to high alcohol consumption is associated with areduced overall mortality risk compared to non- and light drinkers.

Their study included over 1,800 people, aged 55 to 65 when the study began. Sixty-nine percent of the participants were men. The subjectswere followed for 20 years.

Surprisingly, the group with the lowest mortality rate was moderate drinkers, who had one to three alcoholic drinks per day, followed by heavy drinkers, and then light drinkers, while non-drinkers had the highest mortality rate of them all.

The study states:

“Controlling only for age and gender, compared to moderate drinkers, abstainers had a more than 2 times increased mortality risk, heavy drinkers had 70% increased risk, and light drinkers had 23%increased risk.

A model controlling for former problem drinking status, existing health problems, and key sociodemographic and social-behavioral factors,as well as for age and gender, substantially reduced the mortalityeffect for abstainers compared to moderate drinkers.

However, even after adjusting for all covariates, abstainers and heavy drinkers continued to show increased mortality risks of 51 and45%, respectively, compared to moderate drinkers.”

Time Magazine writes that “moderate alcohol use (especially when the beverage of choice isred wine) is thought to improve heart health, circulation andsociability.”

But is that enough to explain these findings?

I believe it’s unwise to ignore the big picture when it comes to health, and when it comes to alcohol, I’m just not convinced that thepotential benefits outweigh all the risks, particularly when it comes tohaving multiple drinks per day.

So I hope these latest findings will not be used as justification to further promote a dangerous and health-damaging habit that can easilylead to alcoholism.

The Health Hazards of Alcohol

Before we get into the potential benefits, it’s important to realize that alcohol is a neurotoxin that can poison your brain. It can alsodisrupt your hormonal balance, which could potentially explain why womendo not appear to reap the same health benefits from alcohol consumptionas men do.

According to the Harvard School of Public Health, “moderate” consumption for women is just one drink per day, whereas“moderate” consumption for men is two drinks. Hence, women who consumetwo to three drinks a day will actually fall into the category of“heavy” drinkers.

Another important consideration is that wine or other alcoholic beverages will increase your insulin levels, which will eventually have a negative impact on your health. As I’ve stated on many previous occasions, insulin resistance is a hallmark of nearly every chronic disease there is.

Heavy drinkers also face increased risk of cancer, heart disease, high blood pressure, and cirrhosis of the liver.

According to the Harvard School of Public Health, women who drink two or more drinks a day increase their risk of breast cancer by more than 40 percent!

Other types of cancer linked to excessive alcohol consumption include cancer of the:

  • Mouth, larynx and esophagus
  • Liver
  • Colon
  • Pancreas
  • Lungs

Alcohol consumption also inhibits your body’s natural stress response by reducing a key stress hormone, known as corticotropin-releasingfactor (CRF). CRF is produced by your hypothalamus and helps triggeryour body's reaction to stress.

If your stress response is impaired, your immune system will also be inhibited, which can have any number of health implications, from reducing your ability to fight infections to increasing your cancer risk.

Alcohol also clearly needs to be avoided during pregnancy.

Beyond Resveratrol – Explaining the Health Benefits of Alcohol

One of the most widely accepted health benefits of alcohol comes from resveratrol, an antioxidant found in red wine, which acts as a:

  • Cancer-preventing agent
  • Blood thinner
  • Vaso-expanding agent
  • Blood pressure lowering compound
  • Anti-aging chemical

But resveratrol cannot explain the health benefits ascribed to the moderate consumption of other types of alcohol (ethanol).

Interestingly, research into ethanol’s impact on dietary methanol may offer clues that could potentially rival the late breaking science into fructose and its devastating impact on health.

One possible explanation for why mortality rates are higher for non-drinkers may be that low levels of ethanol (alcohol) in yourbloodstream helps prevent the formation of formaldehyde from dietarymethanol. (In fact, ethanol is used as the preferred antidote foraccidental methanol poisoning in an emergency for this reason.)

What is dietary methanol and how could this possibly have ANY significance?

New Concern in Your Food: Wood Alcohol (Methanol)

Fresh fruits and vegetables contain small amounts of naturally-occurring methanol, and the artificial sweetener aspartameconverts into methanol in your body.

Normally this is not a problem as the methanol is typically bound to pectin, and since your body has no enzyme to metabolize that bond it issimply excreted in your stool and none of the methanol is absorbed intoyour body.

However, the problem occurs when you can or bottle fruit- or vegetable juice, as the methanol tends to then dissociate from thepectin into free methanol, which you do absorb.

The methanol you absorb readily passes the blood brain barrier where it can be converted to form formaldehyde, which is a potent toxin thatactually causes most of the damage.

Why Ethanol May Protect You From Methanol

An exciting paper that delves into this topic is food scientist Woody Monte’s “Methanol: A chemical Trojan horse as the root of the inscrutable U,” published in the March, 2010 issue of Medical Hypotheses.

In it, he explains that:

Very low levels of ethanol in your bloodstream would substantively prevent all formaldehyde production from dietary methanolanywhere in the body.

Protection from formaldehyde production may account for the yet unexplained dose region of apparent improvement in the U-shapedcurve of alcohol consumption.

Epidemiologic studies show moderate consumption of alcohol is associated with a reduced risk of myocardial infarction, dementia, lupus, and other diseases of civilization.

Low doses of ethanol appear to provide a preventative measure against the causes of diseases of civilization.

Recent studies of individuals who consumed at least one alcoholic drink per day show subjects had an additional 86 percent reduction inrisk of myocardial infarction if they were genetically endowed with agenotype of ADH I that was 2.5 times slower to metabolize ethanol thanthe control.

These findings were ‘‘consistent with the hypothesis that a slower rate of clearance of alcohol enhances the beneficial effect ofmoderate alcohol consumption on the risk of cardiovascular disease.””

It is important to understand that the primary treatment for methanol poisoning in the emergency room is to give them ethanol, for thereasons described above.

The ethanol will preferentially be broken down before the methanol. The methanol then remains unmetabolized, and in its base form it isrelatively nontoxic. It’s becomes a problem when your body breaks itdown to formaldehyde.

So while your body is breaking down the ethanol it has enough time to breathe out the methanol unchanged in your lungs and excrete itunchanged in your urine.

A Little Alcohol Might Be Good, But More is Definitely Dangerous

As I mentioned earlier, if this theory is correct, it could rival the scientific findings on fructose in terms of importance, and couldexplain not only the health benefits of low-to moderate alcoholconsumption, but also how aspartame affects some people more negativelythan others.

It may still be too early to draw definitive conclusions, but the arguments are compelling and I’ll be following this line of researchwith great interest in the years to come.

In his paper, Dr. Monte continues to connect the dots and shows how greater alcohol consumption ceases to be beneficial at a certain point, and instead starts to take its toll on your health:

“A compelling explanation of the dose region of adverse effects of the U-shaped curve with high ethanol consumption, which shows increased risk of these same diseases, could be themechanism by which humans habituate to high consumption of ethanol.

The induction of the P450 hepatic microsomal ethanol-oxidizing system results in a considerably higher clearance rate of ethanol fromthe bloodstream for an extended period of time, thus accounting for moreconsumption leading to statistically less time of protection.

Small amounts of supplemental alcohol not sufficient to induce P450 might be expected to prolong the residence time and avoid gaps inthe protection afforded by ethanol in preventing methanol-placedformaldehyde. “

P450 is a class, or family, of liver enzymes whose main functions include catalyzing the metabolism of drugs and the oxidation of organicsubstances.

In simplistic terms, higher alcohol consumption sends this system into high gear, and starts clearing ethanol from your system.

Again, a simplified explanation for how you become a habitual drinker (which also tends to lead to drinking increasing amounts of alcohol) isthat the more you drink, the more efficient this ethanol-clearingsystem becomes, and you begin to be able to drink more before you noticethe effects of the alcohol.

What this all means is that in order for the alcohol to provide you with the health benefit of preventing formaldehyde formation, it must below enough to not activate the P450 system.

Hence you get a U-shaped curve, where low- to moderate alcohol consumption gives you increasing amounts of health benefits, until youreach the “threshold,” at which point the more you drink, the more harmit causes.

It’s important to realize that formaldehyde is a class 1 carcinogen and a mutagen, and in the form of methanol, it can easily be transportedthroughout your entire body and brain.

Wherever you have a lot of ADH1 (the enzyme metabolizes methanol to formaldehyde), such as in your brain, methanol can be particularlytroublesome.

But as long as there’s just enough ethanol in your system to keep the methanol moving along, without ever being metabolized to formaldehyde,no damage is caused.

It’s worth noting here also that the average person typically has some naturally-occurring ethanol in their system, as it is also created through the fermentation process in your gut.

However, the addition of small amounts of ethanol in the form of alcohol may be able to more fully prevent formaldehyde from forming, which could explain why low- to moderate alcohol consumption appears tobe even more healthful than total abstinence…

How Can You Get the Same Benefits Without Drinking Alcohol?

It is not my recommendation to start drinking alcohol or to use this information as a justification to continue drinking alcohol. I am notconvinced it is physiologically beneficial for you in the long run.

The purpose of running this article was to merely inform you of a recent appreciation of methanol toxicity, and how ethanol can interactwith it. If this theory is true then the primary benefit of usingethanol would be to prevent methanol from converting to formaldehyde.

So what is the main source of methanol in your diet?

Remember that fresh fruits and vegetables have it but it’s harmless if you eat them fresh, as the methanol is then bound to pectin andcannot dissociate and cause you harm.

They key is to avoid ALL canned (or bottled) fruit or vegetable juices as they will have free methanol. Another large source of freemethanol would be aspartame which is 11 percent methanol by weight.

So if this theory is correct, you would likely receive very little benefit from consuming ethanol if you just avoid canned fruits andvegetables and asparatame….....

Do You Drink Too Much?

It’s dangerous to place too much weight on recommendations that include imbibing alcohol on a regular basis. And even if you do takethat recommendations to heart, it’s important to remember that healthbenefits have ONLY been found in people who drink small amounts ofalcohol on a daily basis, NOT a week’s worth of alcohol over theweekend...

This fact also further strengthens the theory that the benefit is derived from having low amounts of ethanol circulating almostcontinuously, or at least regularly, through your system, keepingformaldehyde from forming and doing any damage.

Unfortunately, alcohol abuse is a major problem in most countries, so I certainly hope you will not use this information as an excuse to hitthe bottle every day.

Most alcohol misuse and abuse stems from deep emotional challenges. Addressing these issues at a deep level is imperative to avoid thenegative health consequences--both physical and mental--that inevitablyresult from excessive drinking.

The Emotional Freedom Technique (EFT) can be helpful if this is an issue for you. This psychologicalacupressure technique is routinely used in my clinic and it works betterthan any other traditional or alternative method I am currently awareof.

However, if you try the technique yourself and find that you are not improving, consider consulting a trained EFT therapist to facilitate theprocess. You can find a list of qualified EFT practitioners near you atthis link. For more information, feel free to review Pat Carrington’s site TappingCentral.

BODO, Nigeria — Big oil spills are no longer news in this vast, tropical land. The Niger Delta, where the wealth underground is out of all proportion with the poverty on the surface, has endured the equivalent of the Exxon Valdez spill every year for 50 years by some estimates. The oil pours out nearly every week, and some swamps are long since lifeless.

Perhaps no place on earth has been as battered by oil, experts say, leaving residents here astonished at the nonstop attention paid to the gusher half a world away in the Gulf of Mexico. It was only a few weeks ago, they say, that a burst pipe belonging to Royal Dutch Shell in the mangroves was finally shut after flowing for two months: now nothing living moves in a black-and-brown world once teeming with shrimp and crab.

Not far away, there is still black crude on Gio Creek from an April spill, and just across the state line in Akwa Ibom the fishermen curse their oil-blackened nets, doubly useless in a barren sea buffeted by a spill from an offshore Exxon Mobil pipe in May that lasted for weeks.

The oil spews from rusted and aging pipes, unchecked by what analysts say is ineffectual or collusive regulation, and abetted by deficient maintenance and sabotage. In the face of this black tide is an infrequent protest — soldiers guarding an Exxon Mobil site beat women who were demonstrating last month, according to witnesses — but mostly resentful resignation.

Small children swim in the polluted estuary here, fishermen take their skiffs out ever farther — “There’s nothing we can catch here,” said Pius Doron, perched anxiously over his boat — and market women trudge through oily streams. “There is Shell oil on my body,” said Hannah Baage, emerging from Gio Creek with a machete to cut the cassava stalks balanced on her head.

That the Gulf of Mexico disaster has transfixed a country and president they so admire is a matter of wonder for people here, living among the palm-fringed estuaries in conditions as abject as any in Nigeria, according to the United Nations. Though their region contributes nearly 80 percent of the government’s revenue, they have hardly benefited from it; life expectancy is the lowest in Nigeria.

“President Obama is worried about that one,” Claytus Kanyie, a local official, said of the gulf spill, standing among dead mangroves in the soft oily muck outside Bodo. “Nobody is worried about this one. The aquatic life of our people is dying off. There used be shrimp. There are no longer any shrimp.”

In the distance, smoke rose from what Mr. Kanyie and environmental activists said was an illegal refining business run by local oil thieves and protected, they said, by Nigerian security forces. The swamp was deserted and quiet, without even bird song; before the spills, Mr. Kanyie said, women from Bodo earned a living gathering mollusks and shellfish among the mangroves.

With new estimates that as many as 2.5 million gallons of oil could be spilling into the Gulf of Mexico each day, the Niger Delta has suddenly become a cautionary tale for the United States.

As many as 546 million gallons of oil spilled into the Niger Delta over the last five decades, or nearly 11 million gallons a year, a team of experts for the Nigerian government and international and local environmental groups concluded in a 2006 report. By comparison, the Exxon Valdez spill in 1989 dumped an estimated 10.8 million gallons of oil into the waters off Alaska.

So the people here cast a jaundiced, if sympathetic, eye at the spill in the gulf. “We’re sorry for them, but it’s what’s been happening to us for 50 years,” said Emman Mbong, an official in Eket.

The spills here are all the more devastating because this ecologically sensitive wetlands region, the source of 10 percent of American oil imports, has most of Africa’s mangroves and, like the Louisiana coast, has fed the interior for generations with its abundance of fish, shellfish, wildlife and crops.

Local environmentalists have been denouncing the spoliation for years, with little effect. “It’s a dead environment,” said Patrick Naagbanton of the Center for Environment, Human Rights and Development in Port Harcourt, the leading city of the oil region.

Though much here has been destroyed, much remains, with large expanses of vibrant green. Environmentalists say that with intensive restoration, the Niger Delta could again be what it once was.

Nigeria produced more than two million barrels of oil a day last year, and in over 50 years thousands of miles of pipes have been laid through the swamps. Shell, the major player, has operations on thousands of square miles of territory, according to Amnesty International. Aging columns of oil-well valves, known as Christmas trees, pop up improbably in clearings among the palm trees. Oil sometimes shoots out of them, even if the wells are defunct.

“The oil was just shooting up in the air, and it goes up in the sky,” said Amstel M. Gbarakpor, youth president in Kegbara Dere, recalling the spill in April at Gio Creek. “It took them three weeks to secure this well.”

How much of the spillage is due to oil thieves or to sabotage linked to the militant movement active in the Niger Delta, and how much stems from poorly maintained and aging pipes, is a matter of fierce dispute among communities, environmentalists and the oil companies.

Caroline Wittgen, a spokeswoman for Shell in Lagos, said, “We don’t discuss individual spills,” but argued that the “vast majority” were caused by sabotage or theft, with only 2 percent due to equipment failure or human error.

“We do not believe that we behave irresponsibly, but we do operate in a unique environment where security and lawlessness are major problems,” Ms. Wittgen said.

Oil companies also contend that they clean up much of what is lost. A spokesman for Exxon Mobil in Lagos, Nigel A. Cookey-Gam, said that the company’s recent offshore spill leaked only about 8,400 gallons and that “this was effectively cleaned up.”

But many experts and local officials say the companies attribute too much to sabotage, to lessen their culpability. Richard Steiner, a consultant on oil spills, concluded in a 2008 report that historically “the pipeline failure rate in Nigeria is many times that found elsewhere in the world,” and he noted that even Shell acknowledged “almost every year” a spill due to a corroded pipeline.

On the beach at Ibeno, the few fishermen were glum. Far out to sea oil had spilled for weeks from the Exxon Mobil pipe. “We can’t see where to fish; oil is in the sea,” Patrick Okoni said.

“We don’t have an international media to cover us, so nobody cares about it,” said Mr. Mbong, in nearby Eket. “Whatever cry we cry is not heard outside of here.”

For the sake of a “distinctive identity” and a desire to attract and retain a high calibre workforce, the Senate has approved a 100% increase in the salaries of the National Assembly workforce.

The new increase is coming at a time when the legislators are also considering increasing their pay by 68%, but will apply across the Legislative aides, the National Assembly staff and the management staff.

Discussions on the new salary structure was concluded in the Senate on Wednesday, following the adoption of a report of the Senate committee on establishments and public service, which reviewed the consolidated legislative salary structure for staff of the National Assembly.

The increase is a result of an agreement reached by the National Assembly service commission and the Parliamentary Staff Association on Nigeria.

The increment, according to the committee’s report, will take effect from January this year, but will be deployed in batches: 50% to be paid immediately, while the balance will be spread over the next eight years.

The 50% balance will be added up incrementally by 20%, 15%, and 15% after the second, sixth, and eight year respectively.

The cost

The implementation of the immediate 50% salary increment will cost the nation a whooping N11 billion annually, N4.65 billion above the N6.3 billion that it costs to service the National Assembly workforce currently.

The Senate, however, argued that it is a necessary step to strengthen the autonomy of the National Assembly.

“...there is the need to create an identity for the National Assembly service, in line with the constitution of Nigeria, which makes it an independent arm in tandem with the concept of separation of powers,” Mohamed Ahmed, chairman of the Senate committee, stated in the committee’s report.

He added that it was “imperative to establish a pay structure which will ensure good salaries and reasonable allowances that will attract and retain high calibre of staff, even from the academia and the private sector, as is the case in other parliaments of the world.”

With the initial 50% increase, grade level 17 officers with the National Assembly service commission will earn N5.25 million annually. A graduate at grade level 8 will earn N1.25 million annually, while the least - grade level 3 - will earn N404 thousand annually.

The National Assembly service commission has 317 staff and will cost a total of N4.57 billion annually.

The bulk of the money will, however, be spent on the legislative aides working directly under the lawmakers.

The legislative aides numbering 2 942, will cost the government N6.02 billion annually, till the next increment in 2012.

The third batch of employees, the National Assembly management staff, numbering 3 167, will cost the nation N4.576 billion annually.

“The committee is (also) of the strong opinion that an improved salary structure will encourage hard work, honesty, dedication, and commitment of staff; and will reduce corrupt tendencies and practices in the service,” Mr. Ahmed said..

THE LAWSUIT involving Zenon Oil President, Femi Otedola, and Bank PHB turned messier on Friday as counsel for Bank PHB, Ajibola Aribisala, told the Lagos High Court that his client - Bank PHB Managing Director, Cyril Chukwuma - was threatened by Acting President Goodluck Jonathan to reach an amicable settlement with Otedola or risk sack.

Aribisala disclosed this while reacting to an oral application moved by Otedola's counsel, Kemi Pinerro.

Pinerro had told Justice Kazeem Alogba that Bank PHB, without an order of court, caused to be published in The Guardian last Thursday an advertorial of the motion on notice and the Mareva injunction issued by the court.

He said the action is contemptuous of court and an abuse of court process.

He urged the court to compel the bank to retract the publication, failing which it would amount to self help and trying the hand of the court.

Counsel to the other defendants - Zenon, African Petroleum, Afribank Registrars, Julius Berger, Skye Bank, and Zenith Bank - agreed with Pinerro.

However, Aribisala countered that he does not need the express permission of the court to publish court documents and a court order.

He said he adopted the measure based on threats against Chukwuma from Abuja..

He disclosed that apart from Jonathan making telephone calls to Chukwuma asking him to reach an amicable settlement with Otedola, his security details were withdrawn by the Inspector General of Police, Ogbonna Onovo, thereby exposing his life to danger.

Aribisala also alleged that Jonathan threatened to have Chukwuma fired if he refuses to withdraw the suit.

He said these are a few cases of the intimidation and harassment of his client since the commencement of the court case, and that Chukwuma would depose to an affidavit on the allegations.

He asked Pinerro to cite the Section of the law breached by the publication of the advertorial.

The court granted Otedola leave to do a retraction in The Guardian and adjourned the case for further hearing.

However, Bank PHB has obtained a Mareva injunction against Zenon freezing all its accounts in 10 banks in a bid to recover a N5.839 billion debt owed it by the oil marketing firm.

The order, made by Alogba, was sequel to a statement of claim issued by Aribisala on behalf of Bank PHB, which also asked the court to cause to be transferred to it all the funds in the 10 banks that have made returns in response to the order.

The accounts, containing a total credit balance of over N2.4 billion, are in Ecobank, Finbank, First Bank, Oceanic, Skye, StabicIBTC, Standard Chartered, Sterling, Unity, and Zenith.

They were identified upon an order made by Alogba directing all banks in the country to disclose Zenon's funds in their books.

Bank PHB's request, contained in a motion on notice, is in addition to an earlier order of Alogba freezing African Petroleum (AP's) account in the bank, with a credit balance of N2.317 billion.

AP is described as a member of the Zenon Energy Group of companies, with Otedola as Chairman.

Also to be affected is the N397.8 million allegedly owed Zenon by Julius Berger, which the court ordered to be paid into an interest yielding account in the name of its Chief Registrar.

These resulted from a suit filed by Bank PHB alleging that Zenon is owing it N5,839,709,439.91 as at January 11 in loans granted between 2007 and 2008.

The defendants are Zenon, Otedola, Afribank Registrars, and Julius Berger.

Bank PHB, in the motion for mareva injunction to freeze Zenon's accounts, said the order is to prevent it from dissipating its funds in the 10 banks, with the aim of frustrating whatever the court's decision may be in the substantive suit.

It accused Zenon of breaching the terms of the credit facilities by not disclosing its earnings from its sales, failing to remit the proceeds, not fulfilling its commitment to liquidate the debt, and avoiding its obligation to the bank.

Bank PHB averred, in a statement of claim, that in the course of its banker-customer relationship with Zenon, it granted the company various credit facilities between 2007 and 2008, with Zenon accepting all the conditions.

It added that at every occasion when loan was granted Zenon, Otedola "had always guaranteed due compliance, by the first defendant (Zenon), with the bank's (claimant's) stipulated terms and conditions of the respective facilities."

It averred that, as part of collaterals for the facilities, Zenon pledged, among others, the payment of rental proceeds from its property at 3B Agodogba Avenue and 12A and 12B Parkview Estate Ikoyi, Lagos.

Zenon also allegedly pledged dividends payment from its investments in AP for 2009 and 2010; its expected proceeds from Julius Berger for the supply of Automotive Gas Oil (AGO), and mortgage on its property at 1399A or 5 Tiamiyu Savage, Street, Victoria Island.

The bank accused Zenon of defaulting and refusing to abide by the conditions and, aside repaying a fraction of the loan, refused to honour demands made by the bank since the expiration of the facility.

Bank PHB averred that Zenon's failure to comply with the agreement led to the classification of its accounts as non-performing by the Central Bank of Nigeria (CBN), and contributed to why the CBN appointed a new management for the bank..

The case was adjoined to April 29.

Corps members to get N250,000 for self-employment

AGENCY REPORTER

The Federal Government has concluded arrangements to release N250,000 to any corps member who opts for self-employment after undergoing the national service.

The NYSC Director-General, Brig-Gen. Muharizu Tsiga, made the announcement on Wednesday at Ede, Osun State, while addressing corps members during a familiarisation visit to the orientation camp.

He said government was aware of the hardship faced by fresh graduates after the mandatory one-year service and had taken necessary measures to ease their burden.

Tsiga urged interested corps members to start preparing their feasibility studies and submit them to his office in Abuja, through the state coordinators.

He noted with regret the inconveniences at the various orientation camps, and promised that the scheme would start enforcing the rights of corps members, especially in the provision of comfortable accommodation.

Tsiga said: "Corps members don't have to pay rent. They are expected to be accommodated free. Where there is none, they are to be paid in lieu of accommodation to make them comfortable.

"They also have the right to be redeployed if they have genuine reasons, but must follow due process in facilitating such redeployment at the office of the state coordinator.''

The director-general added that it was wrong for corps members to request for redeployment from his office in Abuja, while sideling the state coordinators.

He warned that he would no longer attend to such requests.

Tsiga explained that the scheme had a mandate of ensuring that nothing negative happened to any corps member, adding that adequate security measures had been provided for them.

"Security agencies will be coming to deliver lectures. We have also asked community leaders to ensure security in their areas of primary assignments. It is, however, important that the corps members are disciplined too,'' he added.

Classic Case of Californication as Students get X-rated surprise in class DVD Teacher seen having sex in video; district tells parents to destroy the disk ELK GROVE, Calif. - A Northern California elementary school teacher sent her students home for the summer with a video of class memories, only the DVD included six seconds of her having sex on a couch. Officials at the Elk Grove Unified School District asked families of the teacher's 24 students to get rid of the DVD after the unintended clip was found spliced in a scene where children were sharing stories in class. "Just destroy them," said spokeswoman Torrey Johnson. Johnson said the teacher, whose name isn't being released, sent the DVD home with her students from Isabelle Jackson Elementary on the last day of class Friday. She learned of the mistake after a parent called her. She then called all the parents to ask them to destroy the DVD. The school district, located just south of Sacramento, initially sent a letter home to parents asking them to return the DVDs, but then asked parents to simply destroy them. FG begins payment of N65,000 monthly allowance to ex-militants By Jimitota Onoyume, with Agency reports A cross section of Niger Delta Militants who embraced amnesty and surrendered their weapons in Arogbo town advertisement Each repentant militant is entitled to an allowance of N65,000 per month for the period of rehabilitation. There are two rehabilitation camps in Rivers and Delta States. Former militants camped at Aluu, near the University of Port Harcourt, staged a protest on November 16 over non-payment of the arrears of their allowances and alleged neglect by government. The Media Coordinator of the Amnesty Implementation Committee, Dr Timiebi Koripamo-Agary, said yesterday on phone that the payment commenced earlier in the day. “As I speak to you, the Federal Government has commenced payment of the arrears owed former militants at various camps in the Niger Delta region. “Normalcy has also been restored at the Aluu camp, near Port Harcourt,’’ she added. Koripamo-Agary said government was resolutely committed to the implementation of the post-amnesty programme and would ensure that the former militants were properly rehabilitated. She declared: “The delay in commencing the rehabilitation programme was caused by the leaders of the former militants. “At a meeting we held with their leaders, they asked for time to enable them to study the programme. They have not responded and we are still waiting for them,’’ she said. The Coordinator urged the former militants to exercise restraint and patience, stressing that violence would not achieve anything. “The former militants should adopt peaceful means of conveying their grievances to government. We appeal to them to remain calm, because the programme is on course,’’ she added. Ex-militants clash Meanwhile, some ex-militants yesterday clashed at their Aluu rehabilitation camp yesterday. But for the timely intervention of soldiers on ground, the development would have recorded casualties, some of the ex-militants told Vanguard. According to the ex-militants, there are about five different groups being quartered at the rehabilitation centre. They are boys loyal to Prince Amachree aka General Adekunle; boys of General J.J.; Osama Bin-Laden; Soboma George and others. They said the clash erupted after one of the ex-militant leaders led about 20 boys loyal to him to attack another ex-militant leader at a drinking spot in front of the rehabilitation centre. According to them, the situation almost degenerated to an orgy of violence but for the timely intervention of soldiers on ground who stepped in to calm frayed nerves. They said the rehabilitation centre has already been divided along lines. They therefore urged the soldiers on ground to beef up security to avert a repeat of the clash. Meanwhile, at press time, the ex-militants at the camp were still expecting their allowances. They said they were assured that they would be paid that yesterday, but as at 5pm when Vanguard called, they said the Major who does the payment was yet to come to the rehabilitation centre.

Did you think your marriage would last forever on the day of your wedding? Or were you full of dread and trepidation? According to a rather interesting study by USA Today , each year, loads of couples walk down the aisle even when they sense their relationship is doomed ! The paper consulted several sources (marriage counselors, sociologists, academics who study relationships) and found that a surprising number of brides- and grooms-to be are none too thrilled when the wedding bells ring. Author Carl Weisman, whose in-depth interviews with divorced Americans are compiled in a new book, "Serious Doubts: Why People Marry When They Know It Won't Last," surveyed 1,036 people while researching his work and found a common thread: "They all ignored their inner voice," he told USA Today. "They knew it wasn't going to last." The print edition of the article (not online) included Weisman's top 11 reasons why folks who wound up in failed relationships went through with the nuptials (even when they had serious doubts). We've compiled them below. Let them stand as a fascinating cautionary tale, the worst reasons to get married to anyone, ever. 1. Did not want to be single anymore 2. Stephen Worgu, who signed a reported multi-million dollar contract with Omdurman Club, Al Merreikh, last year, said he was innocent and determined to win an appeal against the sentence."I am not guilty of this crime...I can't imagine myself being flogged," he told reporters in his Khartoum flat.It was the latest in a series of high-profile cases where Sudan's brand of Islamic law has come under the spotlight. A British teacher was jailed after letting her class name a teddy bear Mohammad in 2007 and a Sudanese journalist was imprisoned in September after being convicted of indecency for wearing trousers. Both women had faced a maximum sentence of flogging.Drinking alcohol is banned under the sharia law enforced in Muslim north Sudan. Men found guilty are routinely beaten in public outside court rooms, while women are generally punished in private.Worgu, 20, said he was stopped by police driving home late from dinner at a friend's house in August. He said he was taken to a police station and briefly questioned, then later told to attend court this week."I was trying to make myself heard to the judge ... saying he (the policeman) didn't make any medical test. He didn't find me with any drink."He said the officers told the court they had smelled the home-brewed spirit aragi on his breath, but insisted he had never heard of the drink. "My lawyer was saying, 'This guy, he makes good money. How can he drink aragi? Aragi is sold for one pound."

t is not news that Taraba State, located in the North-eastern part of the country, is not connected to the national grid. Neither is it news that power supply in the isolated state, particularly in the capital Jalingo, is nothing to write home about, due largely to the absence of a Transmission Station. The fact, however, remains that Taraba state which is sandwiched between Adamawa to the north and Benue state to the south, derives its power supply from Yola [Adamawa] and Yandev [Benue ].While Jalingo, the state capital, and other parts of the northern zone of the state are fed from the electric feeder in Yola, the Southern part derives power supply from Yandev in Gboko local government area of Benue state.Consequently residents of the state, particularly those in Jalingo, are consigned to darkness occasioned by epileptic power supply, for both domestic and commercial purposes. The Business Manager of the Power Holding Company of Nigeria [PHCN] in Taraba, Amadi Uche, attests to the poor power supply in the north-east state. “Power supply in Taraba state is not good”, Uche said, attributing the situation to the absence of a Transmission Station in the state. Now the cheering news. The ongoing Transmission Station located at Mile Six in Jalingo, would be commissioned before the end of December this year. This assurance was given by the Minister of State for Power, who inspected the project during a recent visit to Taraba.Ironically, not many residents of Taraba state consider this as cheering news. Of course the poor power supply situation in Taraba State has never been without its beneficiaries. Like its twin problem of perennial water scarcity which has given a boost to water vendors, the scarcity of electricity in Taraba has equally served as veritable source of income to Generator sellers. To this category of businessmen the commissioning of the ongoing Transmission Station in Jalingo before the end of December, as promised by the Honourable Minister would be counter productive, as it would certainly throw them out of business. There is no household in Jalingo or small scale business outfit, that does not have a standby generator, due to the poor power supply from PHCN, an acronym which now translates into the wisecrack: Problem Has Changed Name.Little wonder that apart from assuming a pride of place among residents of the state, generators have become one of the most sought after commodities in Taraba, especially in Jalingo. This explains why every household or business premises in the state capital, has created a space at a corner where standby generators, otherwise known as I pass my neighbour’, are kept.Emmanuel Mbakwe of Emmabec Electronics located along Palace way, Jalingo, is one of those who sell generators in Jalingo. For over ten years Mbakwe has been in the business, and he is not in a hurry to quit. “I have recorded high sales and profit margins from generators, for the past ten years of my being into the business in Jalingo”, he said. This, Mbakwe attributes to the abysmally low level of electricity supply to the state. “Even with the current economic meltdown, the sale of generators in Taraba has not dropped significantly”, says Mbakwe who also deals in electronics.Like Mbakwe not a few other generator sellers in Jalingo who spoke with this reporter, expressed their readiness to remain in the business due to its high patronage in the state. To them therefore the proposed commissioning of the Transmission Station in Jalingo before the end of the year, as promised by the Minister of State for Power, is bad news for their business.Interestingly, a new dimension has been introduced into marriage by the locals in Taraba state to the advantage of generator sellers. Standby generators are now included in local marriages as part of the dowry. What this means is that every family which can afford to buy a set of generator includes it among the items the bride takes to her husbands house. Why is it so? Mallam Gidado Abubakar, a resident of Jalingo, explained that it was one of the changes that traditional marriages have undergone in the state over the years. “It is a common practice in traditional marriages in this part of the country, that when one is giving out his daughter in marriage certain items are required as dowry. These include beddings, furniture, cupboard and electronics such as Television and Video sets.Abubakar, who recently gave out his daughter in marriage with a standby generator in conformity with this new custom, said the inclusion of a generator on the dowry list of local marriages in Taraba State was a consequence of the poor power situation in the state. He said: “I gave out my daughter with a standby generator in order for her to be comfortable in her husband’s house. As you are aware the power supply in the state is pathetic. Out of the 24 hours in a day, people hardly enjoy power supply from PHCN for two hours.”Alhaji Saidu Ajiya Karim, a senior civil servant in Jalingo, also gave out his daughter in marriage recently, with a standby generator as part of the dowry. According to Ajiya who is the permanent secretary in the ministry of Agriculture, generators have become an essential part of dowry in Taraba state.“In Nigeria, and Taraba state in particular, we have the enduring problem of power supply, hence the need for this new practice in Taraba State . For this reason as well as the sake of keeping abreast with the new world information order, the inclusion of generators as part of dowry, has become essential for local marriages in Taraba state”, he explained. The size of the generator presented as part of dowry and its capacity ,depends on the financial status of the family giving out their daughter in marriage. This ranges from the smallest size of Tiger-950 which goes for N12, 000 to the Sumec fireman brand which costs between N90, 000 to N95, 000.The new practice of presenting generators as part of dowry has also encouraged marriages among the youths of Taraba, especially those in Jalingo. Although not every family can afford to buy one for their daughter ,many youths are taking advantage of this practice to own a free standby generator from their prospective in-laws.Tukur Ado [not real names], a Jalingo based applicant who spoke with this reporter said: “I am planning to get married to a lady from a well to do family, so that my wife can bring such items as electronics, furniture, as well as a big standby generator.”But there is a caveat for those who are already beneficiaries of this free standby generator in Taraba: if the marriage hits the rocks, all the items provided are forfeited by the husband, including the standby generator.
